shall be charged for the issue of a journeyman's certificate and $1.00 for that of an apprentice.\" The Parity Committee decides to create a board of examiners charged with the determination of the competency of any barber or hairdresser subject to the provisions of decree No.409, consisting of two members named by the Parity Committee.\" \"Art.20.Pursuant to the provisions of the Act, the Parity Committee requires every professional employer to keep a register indicating the name, first names and residence of each employee in his employ, his competent-}', the duration and nature of the authorized by a regulation approved by Order-in-Council number 752, of March 29, 1942, in conformity with the provisions of the Collective Agreement Act (Revised Statutes of Quebec, 1941, chapter 163), to levy assessments upon the professional employers, the artisans and the employees governed by the said decree, according to the method and rate hereinafter mentioned: 1.Assessments The period of levy shall extend from April 4, 1942, to March 1, 1943; it shall be laid in the following manner: a) The professional employers governed by the decree number 409, shall pay to the Parity Committee a sum equivalent to % of 1% of the list of regular wages, commissions, bonuses, allocations which they give to their employees in the trades covered by the said decree.b) The artisans governed by the
