Whereas pursuant to paragraph / of section 9 of the Provincial Parks Act (R.S.Q.1964, chapter 201), the Government may make, amend and revoke regulations for the following purposes and generally, all purposes necessary for the carrying out of this Division ; Whereas pursuant to section 81.2 of the Wild-life Conservation Act (R.S.Q., chapter C-61).the Government may.by regulation, establish wildlife sanctuaries, development and conservation zones, and controlled zones, and : (a) determine the conditions under which hunting or fishing are permitted there ; (b) totally or partially prohibit the carrying, transportation or possession of hunting or fishing gear; (c) determine the conditions with which a person must comply if.for recreational purposes, such person has access to, stays or travels in such zones or sanctuaries or engages in any activity, and the duties such person must pay: Whereas it is advisable to amend the Regulation respecting hunting in the Parc des Laurentides and in wildlife sanctuaries for species other than moose.made by Order in Council 1465-80 dated 22 May 1980 and amended by Order in Council 314-81 dated 4 February 1981 ; It is ordered, therefore, upon the recommendation of the Minister of Recreation.Fish and Game : that the Regulation amending the Regulation respecting hunting in the Parc des Laurentides and in wildlife sanctuaries for species other than moose attached to this Order in Council, be made.Louis Bernard.Clerk of the Conseil executif.Regulation amending the Regulation respecting hunting in the Parc des Laurentides and in wildlife sanctuaries for species other than moose Provincial Parks Act (R.S.Q.1964, c.201, s.3 and s.9, par.j) Wild-life Conservation Act (R.S.Q., c.C-61, s.81.2, pars, a, b and c) 1.The Regulation respecting hunting in the Pare des Laurentides and in wildlife sanctuaries for species other than moose, made by Order in Council 1465-80 dated 22 May 1980 and amended by Order in Council 314-81 dated 4 February 1981, is further amended by replacing section 3 by the following: \"3.A person who hunts the species of birds or mammals designated in Column II of Schedule A in the Parc des Laurentides or a wildlife sanctuary 1344 GAZETTE OFFICIELLE DU QUÉBEC, April 29.1981.Vol.113, No.17 Part 2 mentioned in Column I must hold an access permit which costs 5.00 S a day for small game hunting.8.00 S a day for Virginia deer and 10.00 S for the muskrat trapping season.Despite the provisions of the first paragraph, it is not necessary to hold an access permit to hunt migratory birds in the Plaisance Wildlife Sanctuary.\" 2.Section 4 of this Regulation is replaced by the following : \"4.In the Anticosti Island Wildlife Sanctuary, hunting Virginia deer is permitted in accordance with the procedures for lodging mentioned in Column I of Schedule B and at the rates mentioned in Columns II and III.The cost for hunting Virginia deer in the Anticosti Island Wildlife Sanctuary is established in accordance with one of the following 5 procedures for lodging: 1.Lodging in a lodge with guide includes: (a) 5 days on the Island, including 4 days hunting : (b) all meals and accommodation on the Island : (c) limit of 2 deer per hunter; (d) guide service (1 guide per 2 hunters): (e) return air transport from Sept-îles or Mont-Joli/Anticosti ; (f) land travel on the Island ; (g) transport of game to Sept-îles or Mont-Joli.2.Lodging in a lodge without guide includes: (a) 5 days on the Island, including 4 days hunting ; (b) all meals and accommodation on the Island ; (c) limit of 2 deer per hunter; (d) return air transport from Sept-îles or Mont-Joli/Anticosti ; (e) return transport from Port-Menier airport to the lodge or hunting territory, if necessary; (f) transport of game to Sept-îles or Mont-Joli.3.Lodging in a cabin includes: (a) 5 days on the Island, including 4 days hunting ; (b) accommodation on the Island; (c) limit of 2 deer per hunter: (d) return transport from Port-Menier airport to the cabin and hunting territory, if necessary.4.Lodging on a tent platform includes: (a) 5 days on the Island including 4 days hunting ; (b) accommodation on a tent platform; (c) stove and firewood; (d) limit of 2 deer per hunter 5.Bush camp in the Baie de l'Ours sector: (a) limit of 2 deer per hunter.3.The Regulation is amended by adding the following section after section 5: \"5.1 In the Anticosti Island Wildlife Sanctuary, only males having antlers 7 centimetres or more in length may be hunted from 7 August to 31 August during the deer hunting season set out in paragraph b of Column III of Schedule A.From 1 September to 1 December, males, females and young may be hunted.In the Anticosti Island Wildlife Sanctuary, males, females and young may be hunted during the deer hunting season set out in paragraph a of Column III of Schedule A.\" 4.The Regulation is amended by replacing Schedules A and B by those attached to this Regulation.5.This Regulation comes into force on the date of its second publication in the Gazelle officielle du Québec. Whereas pursuant to subparagraph a of section 82 of the Wild-life Conservation Act (R.S.Q.chapter C-61), the Government may, in addition to the other regulatory powers assigned to it by that Act, make regulations for fixing types and categories of licences, for residents or Canadian or foreign non-residents, limiting the number of licences in each category and determining the conditions to be fulfilled by applicants for and holders of licences, the form, cost, tenor and term of such licences, the manner of replacing them in case of loss and the cost of such replacement, the obligations of trustees authorized to sell such licences and their fees, and indicating the obligations of a licence holder in case of a change of address.Whereas pursuant to subparagraph e of section 82 of the Wild-life Conservation Act (R.S.Q., chapter C-61), the Government may, in addition to the other regulatory powers assigned to it by that Act, make regulations dividing the Province of Québec into hunting zones and determining, within each zone or part of a zone, the animals or classes of animals which may be hunted and the periods of the year or the parts of the day during which hunting for such animals or classes of animals is prohibited; Whereas it is advisable to amend the \"Regulation respecting moose hunting in the Pare des Laurentides and in the following wildlife sanctuaries: Chibougamau.Dunière, La Vérendrye, Matane.Mastigouche.Portneuf.Saint-Maurice and Rouge-Matawin\", made by Order in Council 1310-79 dated 9 May 1979 and amended by Orders in Council 1671-80 dated 4 June 1980 and 313-81 dated 4 February 1981 ; (c) \"Régie\": the Régie des marchés agricoles du Québec.2.No person may produce potatoes in Québec on an area of half a hectare or more unless he holds a permit issued by the Régie for that purpose.3.The application for the permit must be addressed to the Régie by the applicant before the last day of the month of February of each year.However, for the year 1981, the application may be made up to 1 June 1981.4.The application for a permit must include: (a) the applicant's name and address; (b) the description of the lots to be sowed with the area of each lot ; (c) the area sowed and the quantity of potatoes harvested in the preceding year; (d) the use for which the production is intended ;
