Whereas the Régie des assurances agricoles du Québec made the Regulation amending the Regulation respecting the insurance of grain com at a meeting held on 4 March 1983; Whereas under section 75 of the Crop Insurance Act (R.S.Q., c.A-30), regulations made by the Régie des assurances agricoles du Québec must be published in the Gazette officielle du Québec with a notice that after fifteen days have elapsed, they will be submitted to the Government for approval; Whereas it is expedient to approve the amended \"Regulation amending the Regulation respecting the insurance of grain com\", published in the Gazette officielle du Québec dated 21 December 1983; Whereas amendments proposed to the Regulation concern extending the final dated for harvest and agricultural program alteration, determining average yield, reporting damage, compensation rates and harvest costs avoided; Whereas the proposed amendments make it possible to better adapt the insurance program to the growing of grain com while improving service offered by the Régie des assurances agricoles to insured farmers without requiring additional Government funds; Whereas the amendments will have the effect of enlisting more agricultural producers in the insurance program and of increasing the acreage insured for weather damage; Whereas the growing of grain com is a priority sector within the Government's development policy for agriculture and food production and the amendments support the three-year plan for the development of grain production in Québec, made public on 5 May 1983; Whereas the amendments are deemed necessary and are pursuant to requests formulated by Québec grain com producers; It is ordered, therefore, upon the recommendation of the Minister of Agriculture.Fisheries and Food: That the \"Regulation amending the Regulation respecting the insurance of grain corn\" be approved, Louis Bernard, Clerk of the Conseil exécutif Regulation amending the Regulation respecting the insurance of grain corn Crop Insurance Act (R.S.Q., c.A-30, s.74) 1.The \"Regulation respecting the insurance of grain com\" (R.R.Q., 1981, c.A-30, r.13) is amended by substituting the following for the first paragraph of paragraph 1 of section 5: \"(1) Protection begins with seeding and continues until 10 November, the final date set for harvest.\" 2.The following is substituted for section 6: \"6.Average Yield The average yield is that established under the third paragraph of section 47 of the Act:\" 3.The following is substituted for section 7: \"7.Alteration of agricultural programme: The insured person may change the areas cultivated and insured, provided that he applies therefor before 1 August.The Régie will check that the new areas are i 1560 GAZETTE OFFICIELLE DU QUÉBEC.May 2, 1984.Vol.116, No.19_Part 2 \t(a) emergency measures\t(b) special protection disking:\t14.00 $\t11,20 $ harrowing:\t12,00$\t9,60 $ plowing:\t42,00 $\t33.60 $ sowing of corn:\t80,00 $\t\u2014 \"; (2) by substituting the following for the second paragraph of subsection 2: \"In addition, he is entitled to 100 % of the cost of nitrogeneous fertilizers, to 20 % of the cost of potassium and phosphated fertilizers spread before the final date of seeding in accordance with the recommendations of the Conseil des productions végétales du Québec.However, vouchers must be filed with the Régie.In addition, he is entitled to a lump sum payment of 50,00 $ per hectare for an area with no underground drainage system or of 100,00 $ for an area with an underground drainage system.\";
