The Way I See It - ( a weekly column ) FOUNDED IN 1883 ' The Equity Addresses Wyman Women I Lack uf education in the hand- I 0- ling of money was one of the reasons given for a lot of the differences amongst members of a family over family finances, by Mr.A.C.Shennett Quyon B of M Manager in his talk on Personal Planning and Budgeting to some twelve members and eight visitors of Wyman Women\u2019s Institute at i PRINTED AND PUBLISHED WEEKLY AT r ¦s.t by I Scout Gazette POMTIÀC PRINTSHOF xJ W Rev.C.Watson Publishers A Editors: David and Kosaleen Dickson Authorized as second class mail, Post OfTlce Department, Ottawa Shawville, Quebec 1st Shaw ville Crew To be Rover Scout Leader Squire, Clarence Dean I 1st Shawville Group To be Chairman The Annual report of the Pontiac Community Hospital Inc., for the year ended December 31, 1953, has been published and was presented to members of the Hospital at the Annual meeting last week.The Hospital sustained an operating loss of $22,630.00 for the year, which was an improvement of $1,130.46 over the operating loss sustained in the previous year.This improvement is attributable mainly to increased revenue from room charges which were increased by $1 per day on January 1, 1953.While the operating loss was smaller in 1953 than in 1952, the overall net loss for 1953 was larger than in 1952.In 1953 the net loss, after receiving non-operating revenue of $4,686.16, was $17,943.91.In 1952 the comparable figure was $8,174.65.The main variance in non-operating revenue between the two years arises from the situation respecting grants from the Provincial Govrnment.In 1952 a grant of $10,000 to assist the financial condition of the hospital was received.In 1953 no such grant was forthcoming.We were astounded to learn that the Province was not prepared, in 1953, to offer assistance to the Hospital other than on Capital account.To expect a hospital, in a rural community such as ours and in the early years of its existence, to be self supporting is the height of abursidity.It must be inferred from the lack of interest on the part of the Province that the Hospital was assumed by the Province to have been self supporting in 1953.A glance at the figures shows just how far from the truth is such an assumption.The Province has come to its senses, up to a point, in 1954, having to date contributed the sum of $3,000 for the financial benefit of the Hospital.For those who may be worried about the solvency of the Hospital it is pointed out that from a cash point of view the loss runs to a little over $5,000, the remainder being made up of depreciation charges.This cash loss is more than offset by grants of a capital nature which are payable annually by the Province pursuant to a contractual obligation entered into prior to the construction of tiie Hospital.A part of these grants may be used to pay interest charges of $7,279.00 payable on long term loans.Thus the cash obligations of the Hospital have been met, and will continue to be met in the future, thanks to the able admin-isration of the Board and its executive officers.The attitude of the Provincial Government towards the Hospital should however be viewed with alarm by all thinking residents of the Pontiac.Depreciation charges have not been recovered out of current revenue.If this situation continues there will eventually be fixed assets worth nothing, and no funds accumulated with which to replace them.In addition, a sum of money should be set aside each year out of revenue to provide for redemption of bonds.This can not now be done.Finally, more than $2,000.00 has been appropriated out of revenue in 1953 to provide for losses on collection of accounts.This is a surprisingly low figure, being only 2% of total revenue for the year and reflects well on the collection department of the Hospital.However, it means that there are people in the County who have not paid their bills to the Hospital.It\u2019s financial position, which is important to us all, is suffering accordingly.(Since this Friday, April 16th is Good Friday I feel that I should devote this week\u2019s column to the spiritual meaning of the day and of the great Christian festival of Easter which follows it.So we will continue next Week with the review of John Tracy I \u2018The Hope of a New World\u201d.) expected.Expenditures for armed forces deceased $127 million from 1952 to $1.4 billion.Family allowance payments were $350 million, of which nearly lz3 were paid to parents and guardians residing in Quebec.Under the provisions of the Old Age Security Act, pensions of $40 per month were paid to all eligible persons 70 years of age or over.Pension payments totalled $338.8 million during the twelve months ending March 31, 1954.Credits to the Fund from tax sources were $294 million.The deficit of $44.8 was covered by a temporary loan from the Minister of Finance.Deficits have been sustained by the Fqnd ever since the pension schme was inaugurated.It is anticipated that the loans made by the Minister of Finance in previous years will, with the approval of the House, be written off.That is, there will be no attempt made to recover from the Fund the loans made to it in previous years.Gross public debt stands at $18 billion.For those who take an interest in the state of the nation and in what the Federal Government does with its money, the White Paper presented to Parliament prior to the Budget for 1954-55 contains a wealth of data from which a fairly good picture of Canada\u2019s economic situation may be obtained.We have taken from the Paper a series of figures and statements, reproduced below, which although not necessarily connected one with the other, are all of general interest.Gross National Product (the value of all the things we produced during the year) increased by $1.1 billion over 1952 to $24.3 billion.In terms of real goods this represents an increase of 4%.Population increased 2.5%.The civilian labor force increased 1.3%.Non-agricultural output has in- creased by about 5% in each of the years 1950 through 1953.Salaries and wages went up by 8%, compared with an increase of 12% the previous year.This means that employees took a larger share of output value than they did last year.Net farm income is down 14% from 1952.More than half of this decline was caused by lower production (it says here), and the remainder by lower prices for farm products.The labour force engaged in farming was 4% lower than the previous year.While net income of
