v.\u2022*\u201c -* » > - Dear Editor: RE: BUI 22 « 4 ¥ nie du Grand Calumet, Quebec February 16,1976 t î Bill 22, an unnecessary piece of legislation.Why must a divisive law in motion before A WEEKLY NEWSPAPER Founded in 1883 Published every Wednesday at Pontiac Printshop Ltd Shawville, Quebec political party put a\tf .\t, 0 exhausting other less drastic means to promote their ideals f The promoters of Bill 22, claim, in essence, that the French culture and language, to survive, must be supported by the crutch of a law.I belive that those persons concerned with saving or expanding the French culture and language, should take the initiative by instigating programs to enhance their culture and language on a free enterprise basis.Unfortunately, the tenets of Bill 22, does not favour a viable dual or multi-culture.In order to promote or safeguard the dominating culture, other cultures will be suppressed, however minute or grossly.This, in my opinion, borders on racism.However, it appears to me, there is a certain degree of enmity between the French and non-French groups.If we do not accept the fact that there could be inherent problems between the two groups, how can measures be taken tor resolve conflicting differences.In this respect, Bill 22 may bring the problems to the surface; however, it could very well create new ones by polarizing the militant elements in both groups.We have to accept the inevitable, militant support as well as opposition to the tenets of Bill 22.Culturally speaking, why should Quebec want to take it onto themselves to safeguard the French language am culture.We have France proper and likewise England proper.Does Quebec want to promote itself as a France satellite and the rest of Canada as an England satellite?I do not want Canada or Quebec to be a satellite of any country.We should strive for a distinct Canadian character by the best of a multi-cultural blend.Bi-culturalism and bilingualism is not working too well and I think \u201cbi\" in this instance is divisive.Perhaps a \u201ctri system would be more effective.By \u201ctri\u201d I favour the acceptance of a third language which could be used as a mutual language.M Theprogram \u201cPlatform\u201d did not solve anything, except to show that bilingualism is still a \u201cone way street , i.e.the majority has to be bilingual to satisfy the minority.In 9 provinces the minorities are bilingual in \u201cLa BeUe Province\u201d the majority should be bilingual to satisfy the minority.To me this is quite obvious because the minority has never made any serious attempt to become bilingual ( a few exceptions such as Mrs.Dickson).Example: there are 22 municipalities in the county of Pontiac- of this number maybe 4 can provide bilingual services - do you consider this fair?At the Shawville hospital there are 3 French speaking doctors, someone stated, but I am sure that they are bilingual, can the same be said of the other 2?Mrs Marion Marks stated \u201chalf the staff at the hospital could speak French\".How many of these are English bilingual?Again she stated the signs there were still English they had a lot of literature in French only\", to me this is nonsence, because one has nothing to do with the other.Bill 22 has not to my knowledge taken anything away from the English speaking people of the province - into the discussion.It is quite obvious that certain persons will grab at any straw that goes by to hope to maintain the status quo.I am afraid that the status quo is gone forever.If tourists who come to Quebec expect all its people to speak English and that road signs will also be in English, they better go to England.I presume that the writer has never been to Europe?I cannot imagine all road signs in Europe being bilingual - I presume that they would have ter be German English, Spanish-English, etc., to satisfy the English tourists only and to hell with the others.The same thing applies to language.Closer to home in other provinces are the signs bilingual or are they in English only?Except for the Northern part of New Brunswick, of course not, they are in English only.Does that mean Stewart this month) which includes old pictures, postcards, documents, etc., much of which was loaned to me for use in the book by all sorts of people from Toronto to Montreal and little places in M between.I am now in the process of returning over 600 late.you The distinguishing aspect of Joe Clark's campaign is its positive nature.Nobody who is a true follower of this new chief will spend any time tearing down an opponent or complaining about how someone else is doing things.This is just not Joe\u2019s style.there are no villains, that everyone is doing his best according to his own lights, and that if he __ things differently it is up to him to persuade the country to let him prove that he is right.The campaign has already started.Pontiac PC\u2019s have never been particularly
