and reprocessing extracts plutonium which is the material of nuclear bombs.This would make our area a prime target in a nuclear war.The tourist industry and agriculture as well as property values would collapse and as for employment, evidence clearly indicates that an alternate energy and energy conservation approach provides more jobs and is less expensive than a nuclear program.As yet Pontiac County has not taken an official stand against the proposed nuclear waste disposal site across the river.A strong statement from this side should make it clear to the Federal Government that re-allocation of municipal powers.They will hear new provincial tax proposal» and study revaluation, electoral procedures, municipal responsibilities and decentralization.The Quebec Government intends to give municipalities a potential of considerably increased revenues and at the same time to reduce the grants which are at present provided.The government hopes thus to cut expenses and effect a transfer of net resources to the municipalities.Changes will take effect in the following areas: Transfer of school taxes on property.Increase of property taxation by payments on the full value of property in the public and para-public sectors, taxation of certain real estate not now taxed and introduction of a new set of taxes in the telecommunication, and electrical and gas distribution sectors.Abolition of discriminatory taxes against tenants.Abolition of most provincial grants not absolutely necessary.Royal Canadian Legion, Quyon Branch 231 gradually and that in the mean time they can benefit by reducing the burden of taxes on their rate payers, reforming their financial structures or set new priorities without increasing their taxes.One matter which thé department feels is certain is that according to the government proposal the decreases in provincial assistance will be to a large extent compensated by butonomous municipal revenues.As things are now, the power of the school boards to raise an equalized property tax is purely symbolic because the rate of this tax is determined by the government and the amount thus achieved is deducted from school grants.The decision to transfer to the municipalities the field of school taxation will not prevent the school boards from maintaining their autonomy.The single property tax will not fill the needs of municipalities and school boards, and the division of these taxes represents an inconvenience for both taxpayer and municipality.The provincial government has decided to solve this problem which has been the object of debate for too long.Henceforth the province will defray the total cost of admissible eqpenses of school boards by budgetary grants.Inadmissible expenses will continue to be financed
