September 24,1986 Pontiac must push for self-determination Editorial LETTERS TO THE EDITOR September 18, 1986 To the editor, Last night I attended a most important meeting at Notre Dame du Sacré-Coeur School in Chapeau.This was an information meeting requested by the parents to clarify the status of the schools in Chapeau in terms of the recent cutbacks and the quality of education available to the children of the area.Mr Brizard, Director General of the Pontiac School Board, Mr Dugal, Regional Director for the Ministry of Education and Mr Cooper, also from the Ministry, explained the present situation and answered questions.Mr Dugal explained that he and his people have come to assess the financial status of the board and before September 30th will present their findings and make recommendations to the board.Parents were told that this would be a closed meeting between the board and ministry, and the board would vote on the recommendations and thus make decisions on the future prospects of the educational situation in the West sector, as well as the Central and Blast sectors.Mr Dugal admitted that political pressure from the parents of Chapeau had hastened this assessment and that Mr Claude Ryan is directly involved.In fact, Mr Dugal had a meeting scheduled with Mr Ryan within 24 hours of the Chapeau meeting to report personally on the situation.As a parent I am very happy that Mr Dugal came here to address these issues.I am very happy that Mr Ryan is personally involved.I am very happy that my immediate problem has been solved and at least for this year the grade 2 children at Notre Dame du Sacré-Coeur will benefit from a logical pupil-teacher ratio.I am concerned however that this is only a band-aid solution to the problem.I don't want to fight this battle every year.I want the Ministry to take a comprehensive long-range look at our problem and provide us with a fair and equitable solution to our educational dilemma.Mr Dugal seems like an intelligent and sensitive man and I am hopeful that he will come up with some positive proposals that will ensure a good quality education for our children.My over riding concern at this point is the commissioners who sit on the board.At the September 17th meeting, only four of the eleven commissioners were in attendance; Mr Hynes, Mr Vaillancourt, Mrs Thompson (all from one sector) and Mr Vallière.Where were the other seven commissioners?Parents were disappointed as was Mr Dugal.If the commissioners are allowed to vote on issues that affect the quality of education for the children of all tourists travelling by boat.The government accepts the concept but opposes this control in practice because it may interfere with development and agriculture.Both of these objections, and the other concerns expressed in the government\u2019s response to the MRC\u2019s development plan, indicate that the government in Quebec City is not really interested in delegating policy making to the County administration in important areas.It may be possible to overcome these objections.One thing this government is very sensitive to is public pressure.There are ten opportunities coming up soon where everyone in the County will have a chance to express themselves on the development plan.If enough people do feel that the mayors are right and if they make these feelings known at the public meetings, the politicians will take notice.There is a problem that everyone must overcome first.The development plan prepared by the MRC is extremely difficult to understand.This is a result of poor organization of the material from the point of view of an uninformed reader, and a rather obscure use of the English language.Those concerned with the future of this County should get a copy from their mayor or the MRC.It is interesting and worth the struggle of reading it.Pontiac\u2019s mayors have spent a lot of time this year preparing a development plan for the County.Not because they wanted to, but because the provincial government insisted that they have one by the end of 1986.The name of this plan is slightly misleading that it contains no real plans for development.Rather it is essentially a zoning plan, detailing the building and development constraints in each part of the County, on private and public land.In Pontiac almost 93 percent of the land is already controlled by the provincial government through agricultural zoning of farmland and through forestry and wildlife administration of crown lands.Even so the mayors were asked to include these areas in their plan and to make changes where they thought it necessary.This was thought only appropriate since the County administration, the MRC, is being encouraged to take on more responsibility in managing local resources in the future.So the mayors went to great lengths to become better informed about the issues concerning the present users of the lands.They had meetings with representatives of the forestry companies, the outfitters, and the ZECs as well as the Ministry of Energy and Resources and the Ministry of Recreation, Hunting and Fishing.The mayors recognized that the economic future of the County was almost entirely dependent on the success of three fields of endeavour: forestry, tourism, and agriculture, so they made every effort to ensure that their plan did not place any unreasonable constraints on these industries.Still, the powers that be in Quebec City, apparently more concerned with the preservation of their little empires than with Pontiac\u2019s future, have decided that two essential components of the plan are unacceptable.First they object to the MRC exerting any control over the management of resources located in crown lands.It is clear that in the past the needs of Pontiac County taxpayers have not been considered by the government when Pontiac\u2019s cutting rights have been allocated.The mayors have suggested that the MER management be changed to correspond with the MRC boundaries and that future decisions provide for the local manufacturing of a greater portion of the wood cut in the area.The mayors also want to protect the banks of the Ottawa River in
