be declared an autonomous state within Confederation, with powers far beyond those now given to any province. If this arrangement were to be rejected either by Quebec or by the rest of Canada, the report recommends holding a referendum on full sovereignty.Middlemiss pointed out, right off the bat, that he would have been going against his own party if he had denouced the report.A l v i vs I & » Appreciation industrial milk quota and 31% of the broiler quota Quebec farmers are The Allaire Report, published last week by the constitutional committee of the Quebec Liberal Party, proposes radical changes that would transform this country into something most Canadians would not recognize. It would, however, be instantly recognizable to Jacques Parizeau, because the report's recommendations resemble nothing so much as the long-held platform of the Parti Québécois. This is merely sovereignty-association under a new name, but at least they're still talking.Bourassa's Liberals played it smart by being first out of the chute with their report, pre-empting the reports of the Bélanger-Campeau and Spicer commissions. They also played it smart by asking for more than they are likely to get.In a few months, the Canadian public may again be too weary of constitutional compromise to ponder these issues rationally, but (one hopes) they'll still be talking. One problem with this Liberal vision of the ideal relationship between Quebec and Canada is that it puts the Pontiac in a state of double jeopardy. In the Liberals' proposed re-organization, the people of Quebec would lose any protection afforded by the Canadian Charter of Rights, because the entire Constitution of Canada would be scrapped. This worries many champions of minority language rights in Quebec, who see that Quebec has not always safeguarded such individual freedoms, and thank God they're still talking. But more uniquely, Pontiac would suffer from any radical decentralization of Canada because of jobs that would be lost in the entire region of the Nation's Capital. These two factors, cultural and economic, would combine to make the people of the Outaouais the ones who would suffer most from the kind of changes the Liberals propose, but they're still talking.es The co-operation I received made this project that much easier, so please continue to write to our men and women on active duty. They need our support and prayers now! Sincerely Kelly Price Petawawa So, given the climate of the country, the Liberals may have scored political points for the timing of their bid for defining the new Canada. This alone goes a long way toward turning an outrageous ultimatum into an offer Canadians can’t afford to refuse too quickly, if merely out of politeness. This may seem like an obsequious reaction on the part of English Canada, but at least they're still talking. The one thing that Quebec must remember in all this negotiation is that the rest of Canada sees very little to gain by keeping Quebec in Confederation.Anglophones in Quebec, on the other hand, have very much to gain: they get to keep their country. In the case of Pontiac, one could add economic stability to that list of benefits of Confederation. But the onus once again falls upon the French Canadians to earnestly explain to their why it is necessary to make the effort of restructuring the country. This may take a lot of talking, but as long as the people of Canada are talking, they can't be fighting.Dear Editor: On behalf of the members of Our Lady of Perpetual Help Catholic Women s League Waltham, I wish to being very unrealistic if they believe, after this Province has played a major role in the dismantling of Canada, that the rest of Canada will maintain a supply management structure whereby express our heartfelt thanks for the coverage of our they import 23% of their industrial milk and 6% of its monthly meetings during 1990-91.This is greatly ap- broilers from Quebec while holding the lid on quotas predated, from Canadian producers.Furthermore, the pressures from various other countries are enormous with respect to the dismantling or restructuring of the supply management programs as we know them.I doubt that even Canada, as a nation, can resist making changes in its supply management program.Quebec, as an independent small country, would ^ — have even less hope of doing so.Perhaps working through a strong united Canada there is an opportu- Ml # #V ul/vvl/f t nity to maintain the integrity of the Canadian agricul- # — tural system as it changes in response to a changing CSfYMYl €f TT1Y* world with respect to rules governing international §/& l/sZ j kM! In conclusion, I again ask you, Quebec Farmers, to Dear Editor, reconsider your thinking in relation to where the future of Quebec’s agriculture sector is going to be the most secure.I think you will agree with me that it is within a strong and united Canada To you and your staff, we extend our sincere wishes for a happy and healthy 1991.Gratefully Eileen Labelle Publicity Convener I would like to express my views on the Persian Gulf War, which there is so much controversy about.Being a World War II veteran, I remember very well how the world let Adolph Hitler capture small countries for Roger B.Bucklanci two years or more, building up his strength and power, Vice Principal, Macdonald College, and Dean, and when they decided to stop him it took five and one- Faculty of Agricultural and Environmental Sciences half years and thousands more lives of good young men and women to do it.That is why the U N was esta- blished in 1945, so that this world of ours would not have to go through this again.I think that Saddam Hussein is more of an insane dictator than Adolph Hitler ever thought of being. His people are like sheep. They do whatever he says without argument. They think he is a god.The older people in Germany did not want a war any more than we did, but the young people were brainwashed and given everything they wanted, so naturally they followed Hitler.More than one woman told me when I was in the Army of Occupation that about a month after Hitler came into power, if their husbands had a good position in any other government they were picked up by police and never seen again. Is this the kind of country that the people who are walking the streets of today in our cities want? They think we should not fight to keep our freedom, which they have too much of, when they even harass the wives and parents of the servicemen and women who are proud and brave enough to put their lives on the line for their country and try to keep peace. As far as I'm concerned, anyone who does that should be jailed. The trouble is that freedom of speech and human rights has been going too far in North America. They would not get away with this in Europe.War is terrible, and the worst part of it is that the women and children suffer the most. The Army, as a rule, are fed until they are killed in battle, but the civilians starve to death if it lasts too
