CANADA THE COMMERCIAL RELATIONS BETWEEN FRANCE AND CANADA Mr.R.H.Gayner, Director of the European Bureau in the Department of Industry, Trade and Commerce of Canada was the speaker at our luncheon meeting in Toronto on November 19, 1974.We publish hereunder his speech in extenso.It is a pleasure to be here today.I must first thank your president, Mr.Paul H.O’Donoghue, for his invitation to my minister to have one of us from the department come to you today to go over the many recent developments in trade matters between Canada and France.It is a distinct pleasure for me to have been nominated to this pleasant task.I wasn’t sure whether today would be a good day to be a federal civil servant in Toronto but Mr.Turner’s budget seems to have found a not unfavourable reception in Toronto so I guess 1 am safe for today.The pleasure for me derives from the distinct excitement of feeling that we are at the beginning point of what will be an interesting new approach to trade with the french.Something which has to be acknowledged as a most welcome sign of the latest and a much improved stage of our relations with France.Four rather important events took place last month affecting Canadian / french commercial relations.other with such obvious interest we have the basic elements for a significant growth of trade.Something of the history of our trade.In 1973 bilateral trade between Canada and France amounted to $535.7 million, a growth of 34% from 1972.Last year the balance of trade was in France’s favour by a solid $117.9 million.The rate of growth of our exports has been even higher in 1974.From January to August of this year our sales to France have increased by 78.7% over the same period last year.French exports, rising by a mere 20%, have not shown such interesting growth.Incidentally it is interesting to note that one of the major topics of interest to officials on both sides is the study of means by which our statistics can be made more compatible.We have a standard problem in dealing with european partners in rationalizing our trade figures.It would appear however that french statistics — while not precisely in line with ours — state basically the same story.In spite of the rather substantial growth in our exports in this recent period France and Canada still only cover about one per cent of each other’s import market.Again there is mutual agreement that this just is not good enough, having regard for the relative size of our two economies.About $50 million of our exports to France in 1.The Holding here in Toronto of a P.M.’s visit to Paris.In the first three events one sees an extremely well orchestrated promotional campaign, certain to be the first in a series of events aimed at highlighting french products in the Canadian market.In the fourth event one sees the Canadian response to these french initiatives.Let me not be misunderstood.The P.M.’s visit was certainly much more than a response to a french trade initiative but obviously it is a happy coincidence that the timing should have been as good as it was.Taken in context the events of October made two points: (1 ) neither side is satisfied with the level of trade between our two countries and (2) there is a necessity to improve the situation by taking positive and concrete action.Thus we find ourselves in the face of a situation which as I say I been an enormously successful program both in terms of new markets visited by established exporters and in terms of firms going into foreign markets for the first time.Similarly we are ready to assist companies wishing to participate in trade fairs in foreign markets.Needless to say the trade fair is an extremely useful device in promoting sales in the european markets and again our embassy personnel are well able to advise on shows which could be utilized by manufacturers in any given product area.In addition we have programs designed to assist Canadian exporters to bring potential buyers to Canada where this is deemed to be a useful alternative to visiting the buyers.Finally we have a program of official government participation in trade fairs abroad and in 1974/75 we are participating in five specialized shows in France and a similar number next spring, and such esoteric events as the Paris leather week; Batimat, a major construction show to be held also in Paris; and a trade show for sporting goods and leisure equipment.In our 1975 participation at the Paris air show the department of industry, trade and commerce has decided to opt for a broad theme in order to achieve its objective to “demonstrate and promote the products and capabilities of the Canadian aerospace industry as it exists and as it will evolve during the 1970's.Canadian aerospace industry capabilities in innovation (i.e.design and development), efficiency in subcontract manufacturing and competitiveness in the service sector (i.e.repair, overhaul and maintenance, consulting, surveying and other specialized aerial services) will be highlighted as they represent the elements of the Canadian aerospace industry”.About 40 Canadian companies will participate.Eight or ten companies should participate in Batimat 1975 (Salon International de la Construction et des Industries du second oeuvre).This participation will be aimed at taking advantage of the new building regulations, good will and receptivity towards Canadian products which have resulted from our intensive publicity over the last few years and promotion programs in the fields of timber-frame housing, truss systems, lumber and plywood sales promotion.1 recognize that such detailing as I have just made is difficult to put into context.We are quite ready to admit that this is by no means everything than can be done in a market as potentially rich as that in France.However, a balance does have to be struck between market opportunities in the various markets of the world and the ressources available to the department.This of course is why we in the european bureau have been so intrigued by the events of October, topped off by the P.M.'s visit and the undertaking which was entered into at that time to take further steps to focus government attention on individual efforts to improve 1973, or about 25%, were in finished goods including Aircraft parts, navigation instruments, other electronic equipment and ships.The growth in exports of finished goods has been impressive but of course the overall volume is still rather low.The point remains that there seems to be much to be done.What have we been doing to date?First of all we have a rather large team of trade commissioners at our embassy in Paris supplemented by commercial assistants recruited locally who are french citizens familiar with various industry sectors.I am sure that most of you are familiar with the functions of the trade commissioner service but perhaps it might be useful to dwell for a moment on this.Trade commissioners are essentially information points for the individual companies and people of the Canadian business community.No Canadian businessmen need enter any foreign market devoid of information about that market.Nor need he pay anything beyond his normal taxes to develop fairly profound information about his market, the import suppliers in it, the competition he faces, normal terms of trade, and if he so desires, names of people who might be interested in working with him in that market — whether they be agents, distributors, cutomers or possible partners.All this information is available through our trade commissioners and through our department.Here I will put in a plug for our Toronto office which should be your original point of contact with our department.I wont go into this any further but I would be happy to talk with anyone at the end of our seance today.Our team in France makes regular planned tours of industrial centres throughout France.We call them journées économiques.As you know France is a singularly centralized economy in the sense that the vast majority of their business decisions are made in Paris.Nevertheless we recognize the value of talking to the plant manager, the man who has much to say in the selection of industrial machinery and equipment, the man who is located outside Paris.Thus we have regular programs of Canadian visits to major centres organized in conjunction with the local chambers of commerce and featuring presentations by the ambassador, the senior trade commissioner, Canadian bank representatives, provincial government representatives, Air Canada and so on.We are considering a program whereby we would identify Canadian firms exporting to a particular centre and have representatives of those firms join our team for the “journée économique".Hopefully we will be better able to utilize these visits as scouting operations for exports of other Canadian manufactured goods.The department has in place a series of what are known as programs for export market development.These are programs essentially designed to encourage Canadian businessmen with proven products and demonstrated capacity to investigate new markets more promising cases will be made which will be discussed with the french sometime early in the new year.A program of studies and activities will be laid out and the participants on both sides will be nominated.Again I would underline that these programs will be reviewed by the Economic Commission which means that we can hope that a high priority will be attached by the french authorities to the realization of these programs.Earlier I referred to new elements.The sort of thing I'm thinking of derives from government involvement in expositions of the sort the French put on here, involving seminars etc.These are deliberate efforts to bring importers and exporters together under two flags.This type of effort is fairly well known in Europe even amongst the free market economies where there are obvious opportunities for industrial rationalization and cooperation between companies within the european economic community.It is relatively easily developed in Europe too in that european industries are fairly closely organized in their Chambers of Commerce and industry.How effectively we are going to be able to utilize this device for the realization of both french aims and Canadian aims remains to be seen.These efforts will in the main come under the heading of what we are these days calling “industrial cooperation”.Industrial cooperation can mean anything from a licensing arrangement to a joint venture undertaken to produce a product jointly between a french and Canadian company.It can include franchising of consumer goods or the financing of exports.Again it is a concept relatively new to Canadians but one which holds much promise as we approach the new age of economic activity foreseen by the so-called energy crisis.European industry is more keenly aware of its need to assure itself of raw materials and now european authorities are becoming better aware of developing Canadian policies on the further manufacturing of our exports and those policies dealing with the control of Canadian companies.There is little doubt that there is a complementarity between european concerns and Canadian aspirations but there can be equally little doubt that there will be hard negotiating involved.Much of this négociation will take place in the forthcoming round of tariff négociations in the gatt but it is evident we have much to do bilaterally on a company-to-company basis.Our concern in the department of industry, trade and commerce is to devise means by which we can further Canadian industry’s goals.Perhaps a heavier responsibility rests on us in encouraging Canadian businessmen to investigate the new opportunities offered by the new sets of economic relationships developing in the world today.In the development of canadian/french economic relationships I believe we have an ideal model.I can only hope that we will be alert enough to capitalize on the opportunities offered and that you in the business community will show the imagination essential to the successful furtherance of our trade relations not only with France but with the rest of the world.our economic relations.The prime minister's goal on the commercial side was to emphasize to the french authorities that not only is Canada a country rich in natural resources but in the field of advanced industrial technology; that we are north americans but distinct from the United States and searching for a diversification in our commercial activity which might help to reduce our current extreme dependence of the ebbs and flows of the american economy.It would seem that the Prime Minister achieved his goal.Admittedly it is only a beginning but it was a good one and the problems of our commercial relations can now be attacked in a healthier and more confident atmosphere.In considering our trade levels during the meetings in Paris it was noted that effective means must be found to increase our trade levels, as I have noted before.I.is interesting to note that the french wanted at one stage to talk about a doubling of our trade within a very few years.With our natural Canadian reticence we were loathe to be so specific but given current growth this does not seem to be an impossible goal.To be more specific it was decided to revivify the Canada/France Economic Commission.This is a group which has been meeting irregularly at an officials level to consider trade problems between our two countries.Over the last few years it has not been enormously successful which I suppose is understandable given the political atmosphere.During the Prime Minister's visit it was decided to convene the commission at the ministerial level — my Minister the honourable Alastair Gillespie will head the Canadian team — the commission will meet in Ottawa at some time early in 1975 to consider the preparatory work which will have been undertaken by the two working groups which were agreed to at the same time.One of these working groups is to deal with energy matters including natural gas, oil, and uranium and the other is to deal with a broader range of economic studies of mutual interest.Energy, mines and ressources will be responsible for the first and industry, trade and commerce for the second.This second working group will consider suggestions from both sides as to topics to be studied with the aim of improving our contacts with each other in various industries.Thus the French have indicated that they are interested in pursuing the question of railway electrification with Canadian railways.Similarly we have.suggested that it would be interesting to study the problems facing the introduction of stol aircraft transportation into France.It is anticipated that on both sides contributions to the study of particular problems will be made by both private sector and public sector groups.It is likely that proposals will be made which will have a fairly immediate and obvious export goal.However, it is equally likely rather more long term ideas dernier.La présente mesure est différente, cependant, du cas de deHavilland en ce que le gouvernement n’a fait que prendre une option d'achat de neuf mois.Il n’a pas l’intention d’assumer le contrôle de Canadair pour le moment.Investissements en hausse de 30% en 1975 Selon une enquête du Ministère de l’Industrie et du Commerce auprès des 220 grandes entreprises qui effectuent environ 60% des investissements non agricoles, les immobilisations nouvelles atteindraient 13,4 milliards de dollars en 1975, soit 30% de plus qu'en 1974 où la hausse attendue est de 25%.Dans le secteur du pétrole et du gaz, les investissements passeraient de $1,5 à 2,1 milliards, soit une augmentation de 43%.Dans le secteur des entreprises d’électricité, ils atteindraient 3,5 milliards, soit 34% de plus, et ils passeraient de 2,5 à 3,4 milliards dans le secteur des industries manufacturières, soit une hausse de 38,6%.L’expansion ne serait que de 17% dans le secteur des mines et dans celui des transports.La signature de l’option, le 15 janvier 1975, à Montréal, mettait fin à des mois de négociations.Le prix d’achat serait de $36.65 millions, plus une compensation, pour profits réalisés après le 1er janvier 1974, ne devant pas dépasser $1.5 million.Le prix d'achat ne sera donc pas supérieur à $38.15 millions.Exportations de travaux publics en 1973 D’après les chiffres récents publiés par la Fédération nationale des travaux publics, en 1973, les entreprises françaises de travaux publics ont réalisé sur les marchés extérieurs un chiffre d’affaires de 6 659 millions de francs, soit une augmentation de + 3,9% par rapport à 1972.Dans 18 pays, le montant des travaux exécutés par les entreprises françaises ou par leurs filiales a dépassé 100 millions de francs.Le total du chiffre d'affaires réalisé dans ces pays représente plus de 60% du chiffre d'affaires à l'exportation.Coparticipation Pechiney-Alcan Pechiney Ugine Kuhlmann, par l'entremise de sa filiale Aluminium Pechiney de France, et Alcan Aluminium Limitée, par l’entremise de sa filiale Aluminium du Canada Liée, annoncent avoir conclu un accord portant sur le développement conjoint d'un procédé sulfo-chlorhydrique pour l'extraction de l’alumine contenue dans des minerais alumineux autres que la bauxite, tels que argiles et schistes.Aux termes de cet accord, les deux compagnies participeront à parts égales à la construction et à l’exploitation d'une usine pilote près de Marseille, projet qui avait déjà été élaboré par Pechiney.Cette usine pilote pourra produire 20 tonnes métriques d’alumine par jour à partir du procédé H + mis au point par Aluminium Pechiney au cours des dernières années.Les dépenses d’investissement et d'exploitation prévues sont de l'ordre de U.S.$25 millions.Voici ces pays, cités par
