me.” “Presenting Bach's fifth with woodwinds on strike and brass respecting the picket-line.' province's schools between 1972 and 1978, the Caldwell study centred on two areas.One comprised the sub-divisions of the Montreal school administrative regions, except for Montreal proper, and the other was made up of the census divisions of Shefford, Brome, Mis-sisquoi, Huntingdon.Argenteuil and Labelle.About 100 interviews were conducted to round out the survey.So far.the study has been unveiled in New Richmond and Mansonville and the group plans to travel on to Inverness and Shawville prior to putting the finishing touches on it.All four towns were used as test models in the study.After a detailed explanation of the methodology used and how the English population had fared in both a historical perspective and in the five-year period between 1971 and 1976, Caldwell told the group the anglo population had dipped by 0.9 per cent in Quebec A curious fact that emerged however, was that while the enrolment decline in anglo schools was about 7.5 per cent, it was down by 17 3 per cent in the French schools.Caldwell said that the English population had shown itself to be highly migratory and as a result was unstable.The only regions that were not in a state of decline are the North Shore and the lower St Lawrence-Gaspe The Townships locations of Sherbrooke, Lennox-ville, Cowansville and Lac Brome were among about 15 municipalities that still showed sizable English populations Aylmer came out with the highest concentration, with over 11.000 anglos.Caldwell concluded by saying that his study had found a “contemporary absence of cultural traditions unique to this population.One does not find cultural elements which would be capable of maintaining or creating a sentiment of identity; a societal ideological core which would provide its adherents with the confidence necessary to participate in.and integrate itself in, ils physical and social environment." depends.Teachers in junior colleges and high schools do not have skills in demand in other provinces where enrolments are also dropping They have a vested interest, therefore, in ending theOttawaQuebec confrontation over the constitution and the province’s place in Canada.FAVOR CHANGE Anti business attitudes are more prominent among students, who have little sympathy for the ideals that still prevail in the English community of Montreal Apart from a natural desire to come to terms with the French majority in Quebec, there is also a tendency among them to use sovereignty-association as a lever with which to overthrow the establishment and bring about a more rapid rate of social change.The organizers of the meeting were apparently taken aback at the success of the friendly encounter between the I’Q cabinet and English-speaking voters However, the committee has been a fringe group in Quebec politics with little influence except within a rather narrow circle of campus radicals.It is led by Henry Milner, a political science teacher at Vanier College in Montreal.He and others in his group believe sovereignty-association is the thin edge of the wedge that will eventually bring socialism to Quebec.Such expectations are not supported by anything in the l’arti Québécois program.The committee’s credibility has been undermined in the past by its members' refusal to participate in PQ policy conventions and to take an open stand on questions of interest to English speaking people in the province.Its uncritical acceptance of government policies have seriously limited the movement's expansion.However, the fact that it has been able to get the premier and six cabinet ministers to participate in an all-day meeting with English-speaking people shows it has the ear of the government.Its influence may spread considerably if it becomes the unofficial agent for the distribution of grants for English language cultural activities in Montreal and elsewhere in the province.In an v event, the greatest pressure on political attitudes now comes from the distinct possibility that the Parti Québécois may win the referendum The English community is becoming worried about being too one-sided in its attitudes and now welcomes diversity of opinion as a form of protection The question-and-answer period brought warm applause to several responses offered by PQ ministers.Holier than thou The weekend conference in Montreal sponsored by the Committee of Anglophones for Sovereignty-Association was a most interesting social exercise.It brought together some very diverse elements of English Quebec, elements which, if left to their own devices, would cheerfully have cut each others’ throats.We would not call the day productive.There was very little said of importance, and what was said has been said before.The only hard news to come out of the Sheraton Mount Royal Hotel was from the lips of Premier Levesque, who hinted that freedom of choice in education could be reinstated once Quebec achieved independence.The premier prefaced his hints by saying it was a commitment, and despite many, many Reports to the contrary.Mr.Levesque has never broken a promise.But independence is a pretty high price to pay for the repeal of Bill 101, and he never said the law would be repealed.In other words, it was no big deal and it cost him nothing.All it did was get him headlines to drown out whatever Liberal Leader Claude Ryan was saying to the Italian Community.Otherwise, Sunday’s experience was deadening.There was no real dialogue; the ministers spoke, a few questions were posed and the answers tended to be both empty and long-winded.There was something disconcerting about watching so many supposedly intelligent people sitting there applauding the endless anti-federal message without asking even the most basic questions.In truth, the ministers glossed over all the tricky parts of Sov-Ass, and this motley collection of anglophones was even more complacent than a similar meeting would be in even the most heavily pe-quiste Montreal ridings.Without getting into a ridiculous name-calling game over who’s a traitor and who isn’t, we would say the general atmosphere of Sun day’s meeting reflects a basic truth in a situation like that engendered by CASA.The unquestioning fashion in which the majority of the audience
