BOMBARDIER LAYS OFF 240 WORKERS VALCOURT .• -V' mm ly* -ÆM HPPI CZZ The temporary pipeline brings water from the Richelieu system. At one point, it takes a detour 100 yards around a house.Talks getting nowhere TORONTO (CP) - The key federal and provincial negotiators admitted Wednesday they have no solutions to a major stumbling block in their constitutional discussions.Roy Romanow, Saskatchewan attorney-general and spokesman for the provinces, described the problem- the extent to which Ottawa should be allowed to control the flow of goods, capital and labor across the country — as an “irreconcilable situation.” Federal Justice Minister Jean Chretien occasionally contradicted Romanow as they briefed reporters on the day’s discussions. But Chretien did agree their differences are major ‘‘Don’t ask me if I have a solution, I don’t have a solution.” Chretien wants a new constitution to give the federal government the power to intervene when provinces pass legislation restricting the flow of goods, capital and labor across provincial boundaries.Ontario is the only province supporting the federal position.Such power is needed, Chretien says, because some provinces have already passed legislation forbidding residents i other provinces to purchase land or to work in specific industries.“This is not my vision of Canada,” Chretien said.Romanow argued that the provinces do not agree a problem exists and, therefore, do not want to give the federal government a new power.but it's too fate for the Irvingso By MERRITT CLIFTON FARNHAM — Farnham’s emergency water pipeline won’t arrive in time to help the Irvings.Robert, Joanne, and their infant daughter will have moved to Cowansville “The water problems aren’t the only reason we’re moving,” Robert explains, “but they’re certainly a factor We were ready to buy a house, and then we found this neat one up in Cowansville where the water isn’t so bad.So we re moving. We’ll be sending our pollution down to Farnham now instead of drinking what everyone else sends down.” Neighbor Bryan Mitchell also wants to move.“I’ll have to find out if I can break my lease.I don’t think I can break it just because of the water, though.” The Irvings and Mitchell agree over coffee that neither the emergency pipeline nor the permanent pipeline to be built later can be trusted to keep clean water coming.“They've had water shutoffs before,” Joanne points out, “where they've said after a few days that the water was safe to drink again. Then all of a sudden it’s unsafe the next day.We don’t know who to believe.” “Can a 4-inch pipeline really supply all the water Farnham needs,” asks Robert "From the south fork of tht Yamaska? How deep can it be where they're drawing from?" “Probably a few weeks after the pipeline's built, it’ll be back off again,” Mitchell nods Farnham’s frequent water shortage have hit Mitchell and the Irvings particularly hard.See THE WATER Page 3 .Photo Merritt Clltton The Irvings are moving to Cowansville where there’s clean drinking water.ff m f { f 2thURS.,JULY17.1980 i___ K6C0XTI Bombardier nets railway contract MONTREAL (CP) - An order from the state-owned ?New Jersey Transit Corp for ; railway commuter cars Will give Bombardier Inc of Montreal a firmer American ^foothold, but the cars will ' have to be assembled in the the company said In announcing the (50 million (U.S.) order, to be completed by mid-1982, Raymond Royer, head of Bombardier's mass transit division, said the company will decide soon on the site of a U.S plant it will need to comply with the recently- Quebecanswer | to Loch Ness?MANIWAKI, Que.(CP) — Harold Harris has a fish • atory to top all fish stories. The retired credit office manager was taking a dip in ihe peaceful waters of nearby Lake Baskatong last Sunday when he encountered a huge, greenish creature > that he said easily rivalled the infamous Lock Ness monster in appearance ¦; Harris said he was up to his waist in the lake when he heard a swishing sound and saw a strange, heavy movement about nine metres away.“As it moved forward, it undulated up and down like a massive boa constrictor,” he said Tuesday.“Then a head — about the size of a horse's head but not the same shape — came out of the water and went back down." The monster was between nine and 12 metres long and had a row of jagged spines rising out of the water, says Harris. His wife, Jacqueline, also saw the creature through binoculars from their cottage before it disappeared into the lake again Adds Harris: “I’m not a nut.I don’t want to be accused of fabricating the story.” Weather Cloudy today, though gradually clearing after noon. There was a hand He decided to take an inexpensive save in four spades, which might possibly make This contract could only be defeated one trick However, after the opening low trump lead, the defense had to work very ha-d to accomplish this West made an excellent decision to double four spades After East cue bid three spades to show a void and an excellent hand interested in slam, West realized the ace of spades was a duplicated value in hearts, but good for defense in spades He promptly doubled to warn East that his hand was unsuitable for any higher heart contracts.West made what might be a good lead — his low trump He hoped to gain the lead with his heart queen and continue spades, preventing declarer from scoring too manv ruffs in dummy Unfortunately for the defense, declarer won the opening lead in dummy and immediately discarded a small heart on dummy's second high diamond declarer then led a small club from the table and won East's queen with the king He returned another club which East won The fate of the contract hinged on East's return West had played the eight and seven on trie previous club leads to show an even number East therefore knew declarer had started with four IOtHURS., JULY 17, l*«> Sports —____tel HOCOZu Sher-Lenn, Sher-Mont gear for LL tourney By DAVE CAMPBELL The Sher-Lenn and Sher-Mont All-Star teams are bearing down on last minute preparations before the Dis trict 1 Little League baseball tourna ment which starts Saturday.Aside from the two Sherbrooke teams, Bou cherville, Verdun and Little Burgundy will participate in the tourney which ends July 29 “I'm confident going into the tourna ment. Some people say we’re favored to win because we are a big team," said Sher-Mont coach Michel Gaudet.‘Games aren't won on paper, they're won on the field.'’ Bob Halsall, the Sher Lenn coach, believes “our team is as good as last year's team.Jacques Gagne will start Game One and I believe he won’t give up more than one or two runs per game.We also have good hitters like Dave Marcoux, Eric Forgues, Yanick Du pre, Jimmy Waite and Gagne. We’ll be hard to stop " Even though the Sher Mont squad will have to travel to Boucherville for their first game, and Sher-Lenn will host Verdun, neither coach feels this to be a disadvantage “The team will probably be very nervous for the first game, but all of the players have played on this field at least once this year, and I hope to have 1,000 to 1,500 people in attendance which will help the team performances,” said a hopeful Halsall.“It’s not really a disadvantage,” Gaudet said.“If we can win on the road, in a different ball park, it would make a big difference.” Extra pressure is on Halsall's crew due to the fact that Sher-Lenn are last year s Canadian champions.“I don't think the team feels any pressure so far, but it is definitely in their minds.I know when I go out.I’ll start talking about it.I’m very excited for the first game, just like the players probably are,” said Halsall.“No 1 don't believe they’re nervous,” said a proud Gaudet of his Sher-Mont squad.“You can see they ’re excited on the bench just by the way they act.We gave them the uniforms on Saturday and the hats yesterday.I think they are just looking forward to the tourna- ment.” Sher-Lenn is taking no chances with tired players.Coach Halsall and assistant coach Normand Labelle have set a 9:00 curfew for the players.“Not too many of the team members will get much sleep Friday night.I can tell you I won’t, for sure. But if they can get used to sleeping at 9:00, by Wednesday they will be asleep by that time," reasoned Halsall.Does Gaudet agree with this tactic?“Maybe it’s a good idea, but I'll just ask them at today’s practice to eat a good meal and go to sleep early Fri- day night.” Both teams have exceptional pitching.fielding, outfielding and catching. If these two teams meet somewhere down the line in the tournament, it should be a barn burner, or, as Halsall said, “The game will be decided by an error ’’ The first local game for the Sherbrooke team will be Saturday afternoon at 2:00 at the Parade Grounds when Verdun will play the Sher-Lenn squad Also at 2:00 Sher-Mont will play in Boucherville.1 Ellie powers Expos CINCINNATI (AIM — Ellis Valentine knocked in two runs and scored two others Wednesday night to offset a three-home run outburst in the seventh inning by Cincinnati
