for physical exercise and I think it's time we have an appropriate library to exercise our brains, mayor Rosaire Raymond told an almost hostile crowd at a regular council meeting last night Many ratepayers were astonished and annoyed that council, with one dissenting voice, passed a resolution at a special meeting in March allowing construction of $615,000 library adjacent to the Domaine du Parc shop ping centre.Notice of the special meeting and the resolution was published and less than the required 264 voters turned up in an attempt to force a plebiscite last week Raymond pointed out the> had been assured a $400.000 grant from the provincial government if the existing library floor space w as increased from 2500 square feet to 7,500 In reply to a question from the floor, he said the grant would be paid during the year of construction and ratepayers would only have to borrow $215,000 "W ith the current rate, we can get the required sum at about 14 per cent interest over twenty years which represents about $0.02 per $100 evaluation over that period and we end up owning the building rather than renting as we do today " Mrs Gabrielle (Jean-Jacques) Bertrand deplored the lack of com munication between the council and the public at large “l understand your procedures were perfectly legal but why adopt a bylaw concerning a future project which has such an impact on the already overburdend taxpayer at an in camera meeting’" she asked.Raymond replied it was discussed at the last general meeting, “possibly, our lines of communications were not as good as they might the premiers next week to discuss an alternative constitutional amending formula. The second surprising reversal by Trudeau in the last seven days was greeted with a hush after what had been a rowdy exchange in the Commons and was seized by the Progressive Conservative Opposition as a possible way out of the current parliamentary deadlock Trudeau's first surprise reversal came last week w'hen he agreed not to press the British Parliament to pass his package until after the Supreme Court of Canada has had a chance to rule on its legality.Negotiations between the three federal political parties on how to end the current Tory procedural filibuster and limit the final round of debate on Trudeau's proposals came close to agreement Tuesday and will continue today.Trudeau refused to accept the provincial demand he drop his cherished charter of human and language rights and said he still doubts the premiers can agree on an alternative amending formula.—The prime minister would meet the premiers here April 16 to discuss an amending formula being drawn up by the eight of them who oppose his proposals.—If he and all 10 premiers agree to a formula, he would insert it into his package, which has been debated by parliamentarians for the last six months.—The constitutional package would continue to contain the charter of rights, to which many provinces have objected.—The Progressive Conservative Opposition would agree to end debate on his proposals in one or two more days after that meeting — probably in late April since Parliament is to begin its Easter break the day before the meeting —The government would not press the British Parliament to pass the constitutional package until after the Supreme Court of Canada rules on the legality of the package, expected sometime in the late spring —And, in a slight contradiction of that point, he reiterated his acceptance of a New Democratic Party proposal that the Commons adopt amendments strengthening native and women’s rights and other matters, but would delay final vote on the entire package pending the decision of the Supreme Court of Canada on its legality.—Under that proposal, the final vote would be held shortly after the Supreme Court made its decision. But the premiers were not overly enthusiastic about Trudeau's idea either British Columbia Premier Bill Bennett said Trudeau would not be welcome at next Thursday's
