always say you can't afford it!” OTTAWA (CP) Negotiators in the national postal dispute were scheduled to resume their talks at 10 a m EST today after re grouping during the weekend The strike now is in its second week When talks adjourned early Saturday following a marathon round of bargaining last week, two non monetary issues remained to be settled Spokesmen for both sides say they have been unsuccessful in their attempts to agree on the use of casual non-union labor and elec-t ronic surveillance as well as wages Joe Davidson, president of the 22.(KH)-member Canadian Union of Postal Workers (CUPW).said Sunday the rank and file have been overwhelming in their support of their negotiating team Mr Davidson spent most of last week louring union locals in Western Canada Mr Davidson, responding to comments from Postmaster General Bryce Mackasey suggesting that his presence at the bargaining session could speed the talks, replied: “I have every confidence in the negotiating team and have no plans to join the talks " TALKS TO MEMBERS Meanwhile.Marcel Perreault, head of the Montreal CUPW local, and Jean-Claude Parrot, chief negotiator, addressed about 300 union members in Montreal Sunday “There hasn’t been a single telegram or telephone call to the bargaining team telling us to go quicker and get the strike over with This is unprecedented,” Mr Perreault said Mr Parrot told the members that despite post office negotiators “systematically rejecting" all union wage proposals “the union will remain flexible “We know we will have to compromise." he said Mr Mackasey.who personally intervened in the bargaining last week, said Saturday he is unable to determine if the wage offer tabled by the post office is acceptable to the union The offer, recommended bv a conciliation board report, is for a $1.70 an hour increase over 30 months The letter carriers settled for the same amount last April The hourly rate now is $4.56 and the offer will in crease this to$6 26 an hour or about $13,000 a year by late 1976 The union has demanded a 51-per-cent increase over 27 months for its members who sort mail and man postal wickets AT LIMIT Mr Mackasey has said re peatedly that the government offer cannot be in creased and that the union may have to settle for less money if it wants more in other areas He said the post office needs casual labor to handle sudden increases in the volume of mail at peak periods, such as Christmas He added however, that the post office is prepared to limit their use Mr Parrot said the union’s aim is to “seek the complete elimination of casual workers in the post office The union also is adamant in its position on electronic surveillance “There is no way the union will accept the principle of electronic spying with television cameras as proposed by the employer, Mr Parrot said The post office has proposed electronic sur veillance in attempts to reduce theft from the mail, to monitor technical equipment and to find ways of increasing productivity party leader At a weekend meeting of the party’s national council.Mr Caouette said his health has improved recently, but he does not wish to lake part in another national election campaign.Mr Caouette, 58, has been a diabetic for some time He will remain as leader inlil that time and will continue as MP for the northwestern Quebec riding of Temiscamingue In a speech to the national council delegates, Mr Caouette called for national and party unity to overcome what he termed a general malaise in the country “There is a political vacuum in our country." he said “People do not know where to go" He also criticized fellow French Canadians w ho place the blame for all their problems on English ( anadians “If Quebec hasn’t developed, it's not English Society meets school committee meets AYER S CLIFF - The Ayer’s Cliff Elementary School Committee met at the school for their monthly meeting on Oct.14 in the staff room.Nine members were present and they were later joined by Michael Savage and Norman Benoit.The committee at this time accepted with regret the resignation of Mr Savage as a member of the committee but were pleased to learn that he wished to continue to aid them as a member of the subcommittej on entertainment Due to the resignation of Mr.Savage it was decided to hold a general meeting at the school in the gym on Nov.10, prior to the hour of its next regular meeting to elect another member for the committee It is hoped all parents will attend this meeting and nominate their choice to serve on this .committee * Norman Benoit presented the financial report for last year and it was decided that a copy would be sent to each family.The committee wishes to take this opportunity to thank Mr.Benoit for his work on the committee custodians committee of the Stanstead Historical Society met Wednesday.Oct.29 at the home of the president, A E.Curtis, and Mrs.Curtis in Rock Island There were some 35 persons attending Mr Curtis welcomed new faces They were Mr and Mrs.Malcolm MacDonald.Mrs Enid Cooke, Mrs W B Dustin, Captain and Mrs Edward Brown It was with regrets that the resignation of Michael Atkins as archivist and Beverly Haselton on the building committee were heard and accepted Mr Atkin has other demands and Mr Haselton is away from home a great deal of the time Peter Foulkes will be added to the advisory committee Miss Viola Moranville gave an excellent descriptive report on the September pilgrimage Mr Curtis announced that the Life membership scrolls have been brought up to date, the work being done by Mrs.Peter Howard Additional life members are Mr.and Mrs.Herbert Skelton, Mr and Mrs David Mansur, Miss Gertrude Ketcham and Mrs Ruth Pomeroy Hood.The society has for sale copies of the Belden there were 930 visits made at the Bam and 1,021 at the Beebe museum While this is good, she would like to see more people visiting Publicity is what is required, she said She displayed several brochures and suggested the society have brochures This was approved by the members Details are to be in the hands of the capable museum committee to have them printed and distributed in public places A grant of $3,000 has been received from the Department of Cultural Affairs for 1976 With this Dr Banting suggested that the society have three paid employees Dr Banting recommended procedures of decorations in ihe Beebe museum lower floor within the budget allowance This was approved Miss Marion Morrill, librarian, stated a book on guns has been purchased and placed in the library as a memorial to the late Joseph Maheux.a valued member of the society and executive over a period of years Also, a book on Old Quebec Homes is on order as a memorial to the late Harold Baldwin and will be placed in the society library There are 12 more cemeteries to be surveyed, reported Howard Aikman, and he asked for assistance to complete the records He voiced appreciation to Miss Marion Morrill and Mrs Byron Brown who assisted to survey the North Hatley and Baldwin Mills area.Under new business, the tentative date of May 1 was set for the annual meeting Douglas Farrow has made arrangements for the guest speaker At the August summer meeting, J D F>rguson will be the speaker on Early Banks in this area The tea after the meeting will be held at the home of Mr and Mrs.C.C.Colby in Stanstead historic items in the museum as decoration It was suggested Christmas cards for 1976 be made up and on sale at the summer meeting Mrs J.S.McCannel and Captain Brown are to attend to this project
