Finance Minister, says he is in accord with privy council president Mitchell Sharp’s suggestion that the time of the budget speech should be set earlier .ha., it piesfciiliy is.Speaking with journalists during a visit here, Mr.Macdonald explained that the current mode for announcing the new budget to the media is not relevant with the times and state of the communications art.For about the last 30 years, reporters in Ottawa have been quarantined in a room with advance copies of federal budgets to prepare stories and broadcasts for release when the finance minister begins to read his budget speech in the House of Commons.But, as it happened, the reporters were able to disclose budget details before the minister uttered a word.Mr.Sharp, a former finance minister, proposed live television coverage of the speech in the House, and a speech time as much as three hours earlier than the present 8 pm.to remedy what he called a “deplorable situation.” Mr.Macdonald, who delivered the latest budget speech May 25, said that the times Mr Sharp proposed would be fine, insofar as it would allow the speech to begin after the closing of the Vancouver Stock Exchange and thus not affect the day’s trading He said he has not discussed the matter officially with executive members of the Parliamentary Press Gallery, and that the question will likely be referred to a parliamentary committee for consideration The 44-year-old minister was in the city to deliver a speech at a $100-a-plate dinner organized by the local Liberal association In his speech.Mr Mac donald said that since the federal anti-inflation program went into operation seven months ago, the actual rate of inflation has been reduced “noticeably.” However, “we are still in the critical early stages of the effort,” he said ‘‘Nothing must be done to endanger its success If we falter in the battle against inflation, we will face the risk of slower real growth and higher unemployment.” “It is far better to maintain a steady course in order to restore confidence and enable all groups in society budget to plan with greater assurance of settled times ahead”, he said.Explaining the unemployment insurance eligibility period change from eight to 12 weeks proposed in the new budget, Mr.Macdonald said this will not hurt Quebec and the Maritimes - both regions with high unemployment.“I can assure those in high without service Wednesday as a result of sporadic walkouts across the province by 5,800 workers employed by the utility The walkouts, to protest lagging contract talks, hit seven regions and lasted annual report of the Canadian Manufacturer’ Association CMA released at the opening of the group's 105th annual general meeting In brief, opening remarks.Roy H.Phillips, CMA executive director, told the delegates a healthy manufacturing industry is essential if Canada is to fulfill the aspirations of Canadians “For a while we might be able to live well on borrowings and exporting natural resources,” he said “But there is no future in doing so ” “Nor can we continue to import $10.5 billion more manufactured products than we export ” STRIKES \ FACTOR The turnabout for manufacturers, as underlined in the annual report, comes after a disastrous 1975 that saw the CMA warns Ottawa worst trade deficit in manufacturing products, more man-days lost due to strikes than ever before, and imposition of wage and price controls on the country Manufacturing trade dropped five per cent last year “Because of cautious consumer attitudes, a weak outlook in business capital spending, continued profit margin to 85 from 95 per cent of a company’s base earning period Faced with high wage rates and slipping productivity, manufacturers fear any moves that will reduce their profit margins Mr Bilodeau said the average earnings of manufac turers is about 4.5 cents on the dollar at current rates.“We’re willing to take a bit of a licking” Mr Bilodeau said.“All we re looking for is equality.We Manitoba electronics companies, who hope there is strength in unity, have formed a professional association aimed at capturing a bigger part of the international market “By uniting, we felt we would have a more effective management and technical base upon which each of us could draw,” said Richard Gurevich of Winnipeg, president of Electronics Manitoba He said that until recently, some of the firms that make up Electronics Manitoba thought they were competing against each other In fact, they had possibilities of doing business with each other Since coming together, the firms have been working on plans for a mall to provide space for member com panics and for rental to other electronics-related firms Mr Gurevich, a partner in Pulse Industries Electronics Ltd., said associating enables member companies to form consortiums for bids on jobs that no individual firm could handle For example, he said, two member companies have submitted a bid for a Manitoba Hydro contract, and three are involved in preparing a proposal for a bid to the federal govern ment He said Electronics Manitoba, whose member companies are doing about $3 5 million worth of business, hopes to expand membership About 30 Manitoba companies would be eligible He said the Manitoba government has long con tended that electronics is an ideal industry for the province, because of the relatively low shipping and transportation costs for elec tronics parts and finished products Mr Gurevich said a thriving electronics industry in Manitoba also would halt the movement to other areas of electrical engineering graduates from Manitoba universities and technical schools He said the federal government is one of the largest purchasers of electrical goods and services in Canada but has been bypassing Manitoba with many of its contracts.“I suspect it has been for political reasons,” said Mr Gurevich, who added the association plans to have a full time marketing manager in Ottawa who would act as a lobbyist.“As a group, we will be able to speak with one voice to the federal and Manitoba governments, as well as large industries And we may be able to get some real answers as to w hy Manitoba isn’t getting a larger share of the electronics market “There’s no question in my mind that Manitoba manufacturers have the technical expertise to equal or surpass the work being done in Toronto or Vancouver, where a great deal of the volume now is concentrated.” Calls for energy policy between US and Canada Eastern Canadian premiers agreed with New England governors Tuesday that there should be better cooperation between their federal governments on energy policies The group, meeting in Chatham, Mass., approved a resolution asking the governments to encourage cross border co-operation between the regions and to define their energy policies more clearly.The resolution, opposed only by Gov.Meldrim Thompson of New Hampshire, urged the governments to “adopt or maintain policies” on the export and import of power which would improve economic opportunities in the two regions Gov.Thompson said the import by the U S of great amounts of Canadian power would be contrary to U S policy, which is to move toward self-sufficiency in energy The group urged that the governments improve air, rail and road transportation links between New England and Eastern Canada to facilitate energy co-operation Also at the conference, a source said there has been dis agreement among the eastern provinces over the role of the federal government in a proposed study of an Eastern Canadian power A legal hand-me-down from medieval times, the grand jury system now has been dropped by every province but one Nova Scotia clings to the ancient machinery though it passed out of existence in three of the last four provinces retaining it—Ontario, New foundland and Prince Edward Island in amendments to the federal Criminal (’ode that took effect May 15 Britain, which originally developed it for screening criminal cases before trial in upper courts, killed the grand jury 43 years ago It also has died out in every other jurisdiction of the Com monwealth except Canada Many authorities here have regarded it as in a long-time state of rigor mortis—unnecessary, expensive, and some hold, at times unfair to defendants “Redundant” was the word used by a federal spokesman in announcing the May 15
