Brome County NEWS ¦mm Tuesday, October 11, 2011 YOUR HEATING SPECIALIST (oil, gas, electric) CMMTQ PLUMBING SINCE 1940 'idîML plomberiegoyer.com 450 263-2226 150 Sherbrooke St.Cowansville Pine Street sidewalk work begins By Frank Nixon Residents who live along Pine Street in Knowlton will start to see sidewalks before too long.Crews tore into the aging asphalt last Friday morning marking the beginning of work.The contract was awarded to DHL Bromont Inc., for “street paving and asphalt sidewalks, with a cement border,” for $165,699.35, according to the TBL council meeting minutes of Sept.6.The decision to provide sidewalks for Pine Street came, in part, as result of lobbying efforts earlier this year, by residents who live near Pine Street, including former councillor George Bristol, and long-time resident, Judith Dun-canson.At a council meeting last February, Bristol said it was an urgent safety issue - because of “speeding” and “heavy traffic” along the street, which connects Knowlton Road and Victoria Street.In June, Duncanson said she almost saw a tragedy unfold before her eyes.“I just saw yet another woman walking with a child in a stroller, with her dog, almost get hit,” she said in a second note to town hall.“Are we going to wait for some horrid accident before taking action?” ^ - TBL strategic projects for 2011 delayed Council to seek ‘mediation services’ By Frank Nixon At the Brome Lake regular council meeting held in Fulford on October 3, Mayor Gilles Decelles provided a progress report on various strategic projects.Work on rebuilding the Blackwood Dam, moving the town garages, constructing handicap access to Town Hall ’ and installing bridges for the linear path between Douglass Beach and Foster - all approved by council, in the 2011 budget, will not happen this year.The mayor has repeatedly said that one of the reasons for the delays in executing the projects is the need “to go out for public tender.” Another reason for the delays, often cited by residents, is that the council and town manager have not always worked together to implement the approved strategic projects for 2011.Council seemed to acknowledge the problem by passing a resolution where they will soon participate in a “mediation session" with a consultant.The session will last “a day-and-a-half.” At the beginning of 2011, council was expected to pass “borrowing bylaws” for $6.55 million in 2011, $3.0 million in 2012 and $1.4 million in 2013 for a total of $10.95 million, to finance strategic projects, according to the TBL 2011 budget unveiled on December 20, 2010.The latest status on the various projects is as follows: Blackwood Dam: “We have a report that was submitted that says the dam is unsafe and that we should remove the wooden doors of the dam,” said Decelles.“The report also says to remove part of the wall that has fallen down and to look at a temporary stabilization of the wall, and to close off all access to the bridge of the dam.” Work on the dam was scheduled to start in August 2011 but was put on hold until further notice, at a regular council meeting held on August 1.“It is not on the agenda, this year or next year,” said Decelles at that meeting.Four weeks later, a good chunk of the cement sidewall of the dam collapsed into Coldbrook Stream, after Tropical Storm Irene swept through the area.The concrete slab is expected to be removed sometime this month, according to the mayor.Back in 2008, an environmental study, which cost taxpayers $69,474.56, was conducted on the Blackwood Dam, by S.M.Consultants, depicting the precarious state of the dam.In addition, in May 2006, a concerned citizen brought a photo to town hall clearly showing “a huge bulge and crack” in the cement sidewall that recently collapsed.“I thought the town must have already been aware of the problem; this year’s Pot-ton team who participated in the ALS Fundraising Walk held on Saturday, August 27 in Sherbrooke.The 30-plus member Potton team raised a whopping $14,730.In total, approximately 150 people did the walk in Sherbrooke with the entire group raising around $22,000.Funds raised are used in the continuous efforts to find a cure for this devastating disease.The 1.5-hour walk on the path around Lac des Nations in Parc Jacques Cartier, Sherbrooke, covered 3.5 kilometers.“It was a beautiful day,” said team captain David Sutherland.“We made the most of our cheerful yellow umbrellas and bright blue ALS tee-shirts and after the walk we headed back to Potton for a team barbecue.” “Our group was amazing,” said Heath, “and the generosity of friends and neighbours from far and wide was truly what helped us surpass our fundraising goal as the Potton team,” she added.In early 2006, musician David Sutherland noticed weakness in his left leg as well as difficulty in performing on his clarinet.After many tests in various clinics he was finally diagnosed with familial ALS in 2008.His brother died of the disease in 2007.As the symptoms have increased David's mobility is reduced, although he is still able to walk with crutches and has no difficulty driving.He was forced to give up his music in late 2009 but is now enjoying the opportunity to do some painting and drawing and is thankful that his ALS is progressing quite slowly.When Heath, whose husband, Dennis was diagnosed with ALS last year, teamed up with Sutherland to form a team representing Potton, the two had no idea
