CPF - loin CPE • for answers and support as they discover French.WWW.Cpf.ca r ¦ Brome County News Tuesday, January 17, 2012 page 3 TBL garage project now estimated at ‘$1.6 million’ Residents pepper Mayor Gilles Decelles with questions FRANK NIXON Mayor Gilles Decelles, Town Manager Jean Bourret and Councillor Marta Gubert Gomes.A'- By Frank Nixon At a Brome Lake special public meeting held on Jan.14 at Centre Lac-Brome, Mayor Gilles Decelles, who chaired the meeting, said the municipal garage committee had come up with a “compromise solution” for the new garage.The solution, which will meet town requirements, is now pegged at “$1.6 million”, based on revised requirements, Decelles said.Four options were presented, ranging from $1.1 million to $1.3 million to which will be added “architectural costs, engineering costs, and taxes.” The mayor added that Option 4, the preferred option, would include six bay doors, a vehicle repair area, storage area, three offices, cafeteria, shower, washrooms and laundry.The building size would be “about 9,000 square feet and 48 feet deep” and would be capable of housing six large vehicles.There would also be an outside shelter that is attached to the garage for storing other vehicles, large materials, salt and sand.Decelles said the options were recently put together over a one-week period by the architectural firm, Cimaise-FBA.There were numerous questions and comments from the audience.Residents questioned town priorities after the mayor said that fixing the Blackwood Dam was “more urgent” than the garage project.Why are we not discussing the dam project today instead of the garage,” asked a resident, adding that better communication at town hall, clearly laying out town priorities, is urgently needed.Another resident said the town should have provided the presentation and consultation of the garage project before the borrowing bylaw was adopted.“Timing and consultation is important,” he said.Still another resident suggested housing a fire truck at the new site on Mill Road.He said this would ensure faster response for properties on that side of the lake and towards Fulford and Iron Hill and could reduce fire insurance costs for some owners.A couple of residents questioned the need for moving the garage in the first place.The mayor acknowledged that there was “no cost-benefit analysis” done.He essentially said the chief reason for moving the garage is because “it does not belong in the downtown area.” There was also the concern over security and maintenance costs at the new site and the fact that there would still need to be a small facility in Knowlton “during the winter months.” Another important question left unanswered is what is to become of the old site after the garage is moved.The mayor said the town has no clear plans for the old site.A resident commented that the old site should be kept for public use for the benefit of the population.The cost to demolish and decontaminate the old site would be “about $125,000.” People were upset that the town missed federal funding for the garage.“Applying tor federal grants for this project should have happened three years ago," said Decelles, adding that it is “too late now." we need to check facts, ignore bombast and avoid visionaries.We need to take the place back from the pretenders.We need to be caregivers and provide CPR to a community on its last legs.We have to put ourselves back into the driver’s seat.There may be many ways of doing this but we might take up the example of Woodstock, Vermont.Woodstock, a nice old touristy town was once in the same dire straights as we.People, resi- BCN RATES & DEADLINES COMMUNITY CALENDAR Brome County News Community Calendar is reserved for non-profit organizations only.Deadline is noon on Fridays.A pre-paid fee of $7 is required per publication, or SPECIAL RATE of $13 for 2 insertions: 1 BCN & 1 in Friday Record "What's On” section.Please forward notices to 5-b Victoria St., Knowlton, QC JOE 1V0, email: bcnnews@qc.aibn.com, or fax: (450) 243-5155.Visa and Mastercard accepted.dents, got together and formed a body called Woodstock Planning Commission.A hundred-odd residents began to hold meetings.Get-togethers were unstructured and democratic.Emphasis wasn’t on forming committees and structures and factions.Stress was put on exchange, talk, conversation, adult discussion between equal individuals.The subject was “how to fix our town?” Gradually they identified problems, thought of solutions and established goals.They wrote all this down in a detailed report.Luckily, Woodstock had a wide-awake town planner who kibitzed and encouraged and managed the process the residents were working on.He advised.And so the Woodstock Policy Plan was developed by the people.By residents like you and me.The Woodstock Policy Plan was adopted by the municipality as a permanent and ongoing bylaw.At the very outset it was established that it would be reviewed every year for a few years and then every five years thereafter.As in Lac Brome, Wood-stock has a Town Council, called Selectmen, chosen by the people on the basis of their prior involvement in the study.Residents remain involved in the administrative process and ensure that the policy plan is respected, followed and kept up to date.Relations between selectmen, town employees and residents are cordial, constructive and respectful and have been for many years.Everyone has his eye on the same fixture.To guide Lac Brome to recovery, its residents must first get rid of the present administrators.Legal ways are available to do this.A concerted effort is required to bring this about.To hasten this changeover, it may be suggested that, if councillors have the necessary courage and strength of character, some might resign from council immediately and with as much “éclat” as possible.By such action they will demonstrate personal values.The void they create will be taken up by valid candidates chosen by residents for their qualities, knowledge, linguistic capabilities, charisma perhaps and, more particularly, common sense.Marc Clerk Knowlton Dear Editor: In the political/administrative process that has the ultimate effect of causing serious damage to my business - Marina Knowlton - there has been a series of decisions and actions over the last year-and-a-half which should give serious cause for concern for all residents of the Town of Brome Lake.I can only speculate on the logic or motivation for this trail of questionable decisions and actions but I’ll leave it to you - you make the call! To understand the “players” both the mayor and Councillor Ouvrard have tried to encourage reasonable negotiations and a “common sense” approach to what should have been a non issue (imagine -someone in Town Hall using common sense!!).Now - see if this style of decision making is familiar to you.In July 2010 - Councillor Gagne introduced a bylaw under the umbrella of public security (his dossier and area of expertise) which eliminated half the convenient parking for both the 120 year old Marina and the public -no consultation with the fire chief -no review of street survey plans - no enforcement of existing bylaws (the process was started by one complaint from a neighbor - who I believe - never intended this mess - with a hedge that apparently breaks two bylaws) and the town committee - charged with this mandate - was never consulted ( the committee reports through Gagne ) When the bylaw was presented to council - it was passed without scrutiny (except for Decelles and Ouvrard).When asked to discuss the bylaw -councillor Gagne told me - you’re lucky I don’t put no parking on Benoit too - well- guess what he did this year (see bylaw 550 below)?The mayor told me he thought it was an over-reaction to one complaint and I believed he would be able to correct the situation - apparently he hit a brick wall!
