Brome County NEW Tuesday, March 20, 2012 TODD ____ CHABOTcom TBL to hold public meeting on four projects Council reschedules meeting to March 24 after public outcry By Frank Nixon Last Friday, Town of Brome Lake said it will be holding a public meeting at Centre Lac-Brome on Saturday, March 24 at 9:00 a.m.to present four strategic projects - renovations to town hall, new municipal garage, replacement of the Blackwood Dam and a new Douglass Beach building.The following is some background information on the projects to be presented at the public meeting, including the project to replace the Lakeside Bridge in Knowlton.Blackwood Dam The estimated cost to replace the dam is $2.9 million, according to the town’s 2012 budget announcement on Dec.19, 2011.In its 2011 budget announcement, the town estimate was $1.6 million, an increase of $1.3 million in just 12 months.On May 28, 2011, three options to fix the dam were presented at a public consultation meeting.Option 1 involved total reconstruction of the dam and to dredge 10 per cent of Mill Pond at a cost of $1.8 million.Option 2 involved lowering the dam and to rebuild the structure within a ten year period, at a cost of $2.9 million ($900,000 short-term plus $2 million over ten years.) Option 3 involved removing the dam entirely and returning the area back to its natural state at a cost of $2.9 million.The options were taken from a document prepared by the firm, SM Consultants, based in Sherbrooke.Last year, work on the dam was put on hold until further notice.“It is not on the agenda, this year or next,” said Mayor Gilles Decelles last August.Replacing the dam was originally scheduled for August 2011 and then moved to the spring of 2012, despite the collapse of one retaining wall.The work for this project is subject to a borrowing bylaw and a public notice FRANK NIXON The deteriorating Blackwood Dam is one of the town hall projects to he discussed at the public meeting.must be issued to give residents the opportunity to seek a referendum by signing the register.Municipal Garage The town has provided numerous cost estimates for the municipal garage, ranging from $1.2 million to $2.9 million.The project includes moving the garage operation from Mont Echo Road in Knowlton, to Mill Road in Bondville.On Jan.14, 2012, at a special public meeting, council announced that the total cost for the municipal garage will now be $1.6 million, based on revised requirements.On Dec.19, 2011, the town provided an estimate of $2.1 million for the garage in its 2012 budget.On Nov.7, 2011, council adopted bylaw 547 authorizing a $2.9 million loan for the garage.In Jan.2011, council provided an estimate of $1.2 million for the garage in its 2011 budget.The $2.9 million loan bylaw is currently under investigation with the Quebec Ministry of Municipal Affairs (MAMROT) after it received complaints from residents, including a detailed complaint lodged on Dec.11, 2011 by Peter White, on behalf of the Town of Brome Lake Taxpayers Association.On Dec.2, 2011, the register was signed by 454 citizens opposing the loan bylaw.The vote was just short of the 500 signatures required in order to trigger a referendum.Despite the controversy and lack of approval from MAMROT for the financing through a loan bylaw, council announced on March 5, 2012, at its regular monthly council meeting, that the firm EXP has been given a mandate to conduct “geotechnical specifications and surveys" at the proposed site of the new municipal garage off Mill Road.The approved cost for the study is $21,500.This latest mandate follows on the heels of a contract awarded to Cimaise-FBA for “professional architectural services” valued at $78,380 and a contract to EXP for ‘'professional engineering services," as announced at the regular monthly council meeting on Jan.9, 2012.Residents have questioned the town, at council meetings, regarding the town’s decisions around pricing and planning which have become an impediment to the construction of a new garage.The town has yet to provide a start and completion date for this project.Douglass Beach building In the town’s 2012 budget, the cost estimate for a new Douglass Beach building was pegged at $325.000.In its 2011 budget, the cost was $275,000, a $50,000 increase over 12 months.Last year, the mayor said that council is now considering a “one season” building where only two washrooms would be winterized.“We are going out to public-tender to find out the cost for a non-in-sulated summer building,” said Decelles.file work for this project is subject to a borrowing bylaw and a public notice must be issued to give residents the opportunity to seek a referendum by signing the register.No start or completion date has been provided for this project.' Cont’d from page 1 Town Hall renovations In the town’s 2012 budget, the estimated cost for town hall renovations has been pegged at $525,000 over a three-year period, or $175,000 each year, from 2012 to 2014.The work includes, in part, providing handicapped access to town hall and drainage work around the building and at the Brome County Historical Society’s Centennial building.At the Brome Lake regular council meeting on March 5, a mandate was given to architect, David Leslie, to design an access ramp for the handicapped at town hall.No start or completion dates have been provided for any of the tasks.There is no borrowing bylaw anticipated, as the work is expected to be financed from the operating budget.Lakeside Bridge Recently, the Ministry of Transport (MTQ) notified merchants in the vicinity of Lakeside Bridge that work on replacing the structure would “start in September.” Replacing the bridge is at the cost of the MTQ, providing there is no additional work requested by town hall.In the town’s 2012 budget, the estimated cost for “embellishments" is $350,000, which does not include the burying of the hydro wires along Lakeside Road.The town has not said if it will proceed with proposed embellishments.At the May 28 2011 public consultation meeting, the town cost for architectural embellishments such as widening the sidewalks on the bridge, was pegged at $253,200.Burying the hydro wires was priced at $562,360.Additional projects mentioned at that meeting included water, sewer and sidewalk repair work.Meeting controversy The call by town hall for this important meeting has been mired in confusion and controversy.On March 15, the town had sent out an e-mail news bulletin to its subscribers and posted on its website that the meeting would be held on March 17, which gave a small percentage of residents, who read the website, just two days notice.The rest of the population received no notification at all.Then late last Friday, on March 16, town hall officials changed their decision and sent out another e-mail news bulletin, rescheduling the meeting to Homines solidaires (Men together) For men in the region, to listen to and help each other It is not so easy to be a man today and feel at your best, i.e.masculine, strong and solid, while acknowledging our vulnerability and emotions.For a man, it becomes a challenge to feel fully satisfied and engaged in ones life as a man and to cope with that little voice that says: "Am 1 really up to it?”, "How to meet my needs without feeling guilty?", "How to keep in balance with stressful situations I put myself in?" the town still had the meeting posted for March 17 in the “calendar of events” section of the website, with several residents showing up to the meeting only to learn that the meeting had been postponed.“I was as surprised as you to learn that we had not informed the public about this meeting,” said Mayor Gilles Decelles, when asked by Brome County News on March 15 to explain the reason for the two-day notice.Many residents were not satisfied with the mayor’s explanation and saw this latest gaffe as indicative of the ongoing disorder and confusion at town hall, with some calling it "disrespectful" and “arrogant” towards residents.“The lack of communication to the public is absolutely a disgrace," said Kathryn Lexow of Knowlton.Lexow added: “This lack of due diligence towards informing the public also brings to question how well prepared the town is to present new information and updates on these strategic projects - projects which the public has demanded answers to for the past two years.” TBL is expected to carry a much larger debt load to finance the various strategic projects.The debt in 2011, after capital and interest payments, is pegged at $6.7 million.In experienced by residents of Lac Brome this past week is an example of the deviousness to which our town has been exposed for the last long while.On March 15 the Town announced, to only 450 web-subscribers, that a special meeting was to be held on March 17.A tremendously important meeting to discuss millions of dollars of infrastructure expenditures.At 1:35 p.m.on March 16 I wrote the Town telling it that it was contravening sections 335 and 345 of the Cities and Towns Act by not having published the notice of a meeting in local newspapers thereby making 5600 residents aware of the session.I suggested, threatened, that this additional infraction was to be added to the long list of complaints already forwarded to the Quebec Government for analysis.At 4:05 p.m.I received an email from the Town advising that the meeting had been rescheduled for March 24, a week later.Thai day I also sent a message to Mayor Decelles suggesting that he resign from office because of the continual flow of flubs if not outright improprieties performed under his mandate.I received no reply but, being an optimist, am awaiting a positive answer.Most residents, to whom I sent copies of my emails, agreed with my actions.However an illusioned weekender suggested that my messages were “discouraging” for the defenseless Director General, play-acting as Town Clerk.Tire Town of Brome Lake has been administered by five Town Councils over the last nineteen years.Councils that did not know how to run a municipality or what was expected of them, They were elected simply because they put their hands up at election time.In all cases, the Mayor and Councillors quickly became subservient to the authoritarian Director General who knew the ropes.An employee who lacks transparency, openness or linguistic capabilities in a bilingual municipality.Now this “permanent” salaried administrator has, over his nineteen year “reign” seen physical infrastructures deteriorate to the point that, today, many millions of taxpayers’ dollars must be rapidly spent on their replacement.Millions that must be borrowed, adding to this municipality’s long-term debt load.Who is going to pay for this lack of foresight- not the Director General, not the Council, not the Mayor, but we the people.It follows and is realistic and logical that, in the absence of a watch-dog Council or attentive Mayor, residents should question and criticize the quality of the work of the salaried administrator.Passive residents have accepted with equanimity that planning, the economy, tourism, culture, community appearance, amusements, sports even, are now run by a clueless and headless set of Councillors.The isolated Mayor concentrates on his walking path to Nirvana.While Council is distracted by such matters, the Director General runs the place as he sees fit, running the office, giving orders, paying salaries, running public works, letting contracts and spending our tax monies.The unelected Director General, who reports to no one, is the true master of this domain.Passive residents choose not to see, judge or question what is going on.They are in a Never Never land of illusion.Residents must realize that what is needed to regain our freedom and make a new start is, by all legal means, to get rid of the present disastrous Council and the salaried administrator.People need to meet.People need to act together, need to agree on what is important and stop arguing vehemently about details.They must dissolve unessential blathering committees, yattering Blogs and Facebooks.What is needed is to recreate a feeling of community, of belonging, of togetherness, of pride of place.To make a start, residents of all sectors and factions must get together, sit around a table, without an agenda or leader, to beetween Foster and Knowlton.Mister White says that our council should work out some sort of compromise and abandon part of our ownership in exchange of some vague promise of monetary help for an alternative multifunctional path and no legal hassels from stopping the town to develop recreational paths to walk on.Only to walk on, no multipurpose path.No safe bycicle path along the late.His suggestion will cost much more to set up a new path at the end of Ball street, with no guarantee of reaching directly either the Beach or Foster and no guarantee that such a path could pass trough Fisher Woods to make it easier or safer for kids to ride their bikes on.The trip will be much longer and it would require costly expropriation expenses.And such an option would still require bridges for pedestrians in Treastle Cove, correcting slopes on the pony trail to make the bike path accessible for children.And it would most probably cost far more than the money raised by Mister White’s proposition.His proposition would force kids to pass on more streets to get to Knolwton and would not hook up with the existing portion beetween Victoria and the Douglas Beach.Other towns have spent large sums of money to regain waterfront ownership and to build multifunctional paths for the benefit of their citizens, how can a councillor explain that selling off such a valuable town property is showing civic leadership as Mister Whites advocates.Intelligent leadership would be to follow the path committe’s suggestions, keep full property of the path, develop it slowly with a minimum usage of stone material, work out some arrangements with the few owners that could benefit from a vegetation screen, find economical solutions for the bridges ( light structures, not too wide, or too high ).Kids, adults, walkers and bikers coexist on the present path between Douglas Beach and Victoria, get gover-mental subsidies and private funds to make the project acceptable for the taxpayer.We do not need a wide and paved surface, with a huge bridge.Keep it simple, for our local residents; the last thing to do is to sell off such an unique and irre-placable waterfront access linking Foster to Such statements are in-apropriate, at the path committees meeting held on march 13 th, Peter White declared that he does not have a clear mandate from the lakeside owners or any formal proposition, so why should council debate or explore an unpractical option that does not exist ?Patrick Ouvrard.Councillor for Foster, Lac Brome Dear Editor: I have read with interest the letter sent to your editors by Mr.Peter White regarding the old railroad bed As president of the TBL path committee, I wish to respond.First, a few words about the committee.We are an official committee of the TBL formed by a unanimous vote of all of the councillors .We have a mandate to provide the council with recommendations regarding the indentification, improvement or development of paths for non-motorised activities throughout the TBL.We also have the responsibilty to indentify paths on land put aside by developers when a project is planned.This is in accordance with the TBL by-laws.On March 13 at the regular monthly meeting of the TBL path committee, Mr.White, representing some of his neighbours who live on Lakeside between the golf course and the bottom of Fisher Hill and whose properties are adjacent to the TBL’s old railroad bed property, presented a proposition for the committee's consideration.Generally speaking, Mr White’s plan would see these adjacent landowners purchase the old railroad bed in exchange for their help in negotiating a return of the section of the Ball road trail, formerly owned by the town and now owned by6 the golf course, to the TBL for use as a recreational trail.Mr.White explained that the funds from the sale could pay for improvements to this Ball road trail and could even purchase some lakeside lots currently for sale.Essentially Mr White proposed that the town agree to negotiate the sale of this town owned property to these neighbours.Once the principal of negotiating the sale was established many outcomes could be envisioned including the use of these same lands for walking by the general public Mr White explained.Mr White made no suggestions on how, if his proposal was accepted .other residents along the old railroad bed (i.e.those in Foster village or along Benoit st)could also purchase the land if they so wished.This deal was, I guess, for lakeside property owners only.ConTd on page 8 J BROME COUNTY NEWS Tuesday, March 20, 2012 page 5 Natasha - Pet of the week 1 COURTESY GAIL WAT! What did they find in the house?-17 dogs and puppies - well fed but stinky and very, very shy of humans.In November they went in again and rescued one female and eight puppies.You see, that female was ME and I had been hiding so well the first time that no one knew 1 was there! understands that the Town has owned the railroad bed since 1988.The railroad bed has been declared a public park since 1995.No council, including the present one, has ever suggested, nor shown any interest in, selling this property .No one who lives anywhere along the railroad bed including Lakeside has ever lived there when the path was not either a railway or a park.In fact, some of the people Mr White represen ts.have recently purchased their property for very significant amounts of money and knew exactly what the adjacent lots were designated to be used for.I m sure the committee members share my view that it is rather BOLD to think you can purchase a property and then expect the neighbourhood around you to adapt and change because you.the new person, who knew the rules of the game, does not like certain aspects of your new property’s situation.Imagine the sense of entitlement that must exist when people feel that by throwing some money around plans and traditions that have been in place for years will be changed because a few individuals did not adequately research their real estate purchases.The plans and uses of the old railbed by the TBL have been known for years.Considering these facts, the committee saw no reason why the town should consider selling any part of the old railroad bed.If a town council wanted to dispose of any section of this or any other property it would be the council.not the committee who would negotiate and set the policies surrounding such a proposal.The committee’s mandate, set by the councel, is to develop paths not dismantle them.The TBL path committee has proposed several improvements to the town which are all affordable.These were supported in a Tempo editorial in May 2011.Once completed these improvements will enhance the use of this town asset.As for the bridges .the committee has recommended that the town update the permits issued in 1995 and select a type of bridge which could be installed.This is what the TBL is doing.Once these estimates are complete ,we have recommended that the town let the community discuss, whether the improvements hoped for by installation of the the bridges are worth the cost and if so then we can discuss how they can be financed.Bridges or not .the old railroad bed is a valued community asset, which offers its users a variety of experiences from wetlands,to farm vistas to some of the most spectacular sunset views anywhere in the Townships.The old railroad bed connects two sectors of town and is the platform from which the committee would like to connect,by various trails, all of the parks and community centers in TBL .We are inspired by the Tomifobia nature trail that runs from Ayers Cliff to Beebe.Look it up on the net.Should any of your readers wish more information
