pg.10.Sherbrooke responds to Fleurimont’s decision on police protection By Paul Cherry Sherbrooke Sherbrooke’s taxpayers won’t be paying for Fleurimont’s decision to be part of another police force, says Sherbrooke mayor Jean Perrault.The mayor made the point clear yesterday as he and members of the city’s executive outlined the offer Fleurimont mayor Francis Gagnon turned down before agreeing to become a partner in the Lennoxville-Ascot Metro Police.“In the past week we’ve heard many comments in the media on the decision by Fleurimont’s council to choose the proposition offered by Metro-Police,” Perrault said.“We’ve also been hearing unfair comments from other places about our negotiation team.” Last week the mayor of Fleurimont, Francis Gagnon, surprised many with his announcement that his town, Sherbrooke’s biggest customer for police services, would become a part of the Lennoxville-Ascot Metro Police.The decision means the city of Sherbrooke would lose more than all-terrain vehicle ended in tragedy in a field near St.Malo, about 20 kilometres from Sawyerville Wednesday night.Two teenaged girls were riding in a field on the three-wheeler at about 9:15 p.m.when the girl driving apparently lost control of it.The three-wheeler then flipped over on top of the two.Melissa Dubé, 17, the passenger, was killed in the crash, while the driver was rushed to the Centre Universitaire de la Santé in Fleurimont.She remains in hospital recovering from serious injuries.Quebec Police Force spokesman Cst.Serge Dubord said the girls were riding the vehicle in a field behind Dube’s home.Just why the driver lost control is unclear, he said.Because of their lack of stability, three wheeled all-terrain vehicles have not been produced for several years.However there are a lot specifically named in the BNA Act which forms the basis of our Constitution.The same goes for several other Eastern Townships ridings including I believe Megan-tic, Brome, Missisquoi, Shefford, Richmond, Frontenac and Wolfe (though oddly not neighboring Montcalm, a county which has subsequently disappeared).Their curious listing in the BNA Act text was intended to guarantee Con-federal representation to the Protestant (read ’English-speaking’) settlers and their descendants.These days the old counties are grouped in twos and threes because there are so few voters there -here - compared to the population of Canada.So anyway, technically at least you are the voice of the Townships English-speaking community in Parliament.They’re having their troubles and it’s a very touchy subject, so that’s a big job.But it’s not your biggest one.After all, you were chosen by more French voters than English.You must represent every single citizen of Compton-Stanstead.They’re all yours.Even the odd one who may hate your guts.If they’re having trouble with the federal apparatus, their care and feeding are up to you.Geographically, Compton-Stanstead is the largest county in what is considered to be the populated, southern part of Quebec.It consists mainly of forest land dotted with family farms.But the county also includes several major Sherbrooke suburbs able to provide food and shelter for its people, to clothe them, wrap them and keep them warm in winter.If this region were located anywhere else in the world it would be considered impossibly wealthy.But not in Canada.Dave, your riding is also in the rust belt, where Eastern Canada, Appalachian Canada, begins.To the west of here are jobs.To the east are no jobs.South, jobs.North, no jobs.Thus the main eyeing the federal-provincial infrastructure program for help with a number of purchases for the municipality.Having already applied for $150,000 in funding to build a new tourist information booth closer to Autoroute 10, the council is now looking to the infrastructure program once again to give it the money to purchase a velodrome as a part of Bromont’s mandate to become the Canadian centre for cycle training.The bicycle track in question is already standing in the U.S., and would have to be dismantled and moved to Bromont.The cost of the used velodrome is about $105,000.About $33,500 of that will be picked up by both the town and the Club Sportif de Bromont.This week the town council also voted to call for tenders to buy a used loader.The loader excavator is expected to cost about $85,000, but the council says the expense is necessary.important job is to surround yourself with people who are not only co-operative and competent, but who are also willing to tell you when they need.Among the anticipated cuts are a gradual decrease of 12 officers presently on the Sherbrooke police force, a reduction of temporary officers and equipment.“The people of Sherbrooke shouldn’t have to take up the responsibility and pay for something Fleurimont has had for the past 14 years,” Perrault said.The Sherbrooke mayor said he has already asked Public Security Minister Robert Perrault if the city can make the cuts.He said he hoped to have an answer before the current agreement with Fleurimont runs out at the end of this year.12 JOBS ON THE LINE Sherbrooke public security director Michel Carpentier said the cut of 12 permanent jobs might come through a variety of means including early retirements.He said the city will most likely put a freeze on hiring.One officer is leaving at the end of the month and the force has yet to replace Det.Richard Fountaine who died suddenly three weeks ago.Last week Gagnon said he made his decision based mostly on rising costs within the Sherbrooke police force and he had virtually no say in controlling costs.Within the existing deal Fleurimont saw its total bill for police service go up approximately 50 per cent in a five-year period.Gagnon said Fleurimont residents would be better off with their council having more say in how their territory is protected.For the deal to go through, Public Security Minister Robert Perrault has to give his stamp of approval.But Gagnon said that was a formality.Sherbrooke council has been criticized for losing Fleurimont as a customer.Yesterday Perrault and members PAUL CHERRY Sherbrooke 1998.The total 1998 cost for Fleurimont to join the Metro-Police is $1,352,900 including the cost of operating a police station within the town.The Sherbrooke offer included eight patrols throughout the day including two overnight with 24 officers serving the area during the day, 12 in the evening and 12 at night.The Metro-Police offer is for six patrols including one overnight with six officers serving the area in the day, three in the evening and three at night.The Sherbrooke offer also included two investigating officers with the support of 15 major crime investigating officers and two offering.” Packed hall At Fleurimont’s first town council meeting earlier this week more than 60 citizens packed the town’s hall to question Gagnon about his decision.The crowd was made up of many Stanbridge East By Caroline Kehne Record Correspondent When Stanbridge East’s Country Music Festival started three years ago, none of its organizers knew that it would become an annual event.Its original intent was to raise awareness of National Neighborhood Day, a day intended to bring community members closer together.To accomplish this, the festival provides entertainment for the entire family, not just country music fans, says Judy Antle, current president of Stanbridge East Sports Association, the festival’s organizing body and primary sponsor.Sunday’s festival will be an all-day event from 11 a.m.to 9 p.m., featuring local country music bands in half-hour slots throughout the day.The highlight, according to Antle.will be a two hour performance by Jamie Lee and the Rattlers, a well-known country music band Retirement Planning During the past tax season, we received an unprecedented number of questions from clients about whether or not they should retire.Questions such as: • Do I have enough money to retire?• What will be the tax impact on my retirement income?• Are my investments profitable enough?• What will happen when I die?Retirement is an important decision which must be planned very carefully.The following are some elements to consider: Start by taking stock of your financial situation by preparing a balance sheet.A balance sheet indicates your net worth.It provides information on your level of indebtedness, the value of your assets, etc.this is a basic tool which lets you know where you stand.Once you have your balance sheet, you have to look at your being guest month visitors from other groups and churches In the area were present.This was also celebrating the 35th anniversary of the United Church Women.The hall was beautifully decorated with streamers, balloons, 35s, plants and flowers.The tables were very attractive with the anniversary place-mats, napkins, flowers and the anniversary cake made and decorated by Connie Bellam.The president, Mabel Mackay (who was also president 35 years ago) welcomed everyone and asked Mary Sc-holes to say grace.A salad luncheon was served buffet style after which the anniversary cake was cut and served with ice cream topped with strawberries and cookies.After dinner Claris Phillips and Ruth McBurney with Phyllis Smith at the piano, led in devotions.In keeping with the 35th anniversary they used parts of the inaugural service which took place 35 years ago.All took part in the Responsive readings and hymns.The guest speaker was Mrs.Margaret Williams of Lennoxville who spoke of the changes over the years in the U.C.W.and all organizations.She was introduced by Mary Scholes and thanked by Glenna Evans who presented her with a gift.The groups present each extended thanks for the service these were delivered to sick and shut-ins.Ruth Riddell was real pleased with hers.Many knitted squares have been turned in.Jeanne Lowry read the limerick in the Observer about Rev.Phillip Gau dine.Lunch will be put on after the burial of the ashes of the late Mary McCallum.Shirley Morrison did the printing for this May meeting and a thank you to be sent.It was decided to have our annual roast turkey supper on September 4.A donation was made to the Stewards and towards children going to camp.Next meeting on June 18, with a picnic at Birch ton Park.Members to meet at the church at 1:30
