town.“The QPF serves municipalities of less than 5000 people, and the public security council (of the MRC) can decide to set up the outpost outside of Granby,” explained QPF regional commander Jean-Yves Imbeault.Each regional municipality has a public security council which oversees police protection in that region.The council is made up of four elected representatives and two members of the QPF.Presently the council is negotiating with the QPF over the location of its headquarters.Because the QPF serves mostly municipalities of fewer than 5000 people, the security council is looking at moving the headquarters to a smaller town in an attempt to be closer to the population it serves.In neighboring Brome-Missisquoi the ~ QPF detachment is already based in Dunham, and Imbeault said it will stay in its rural location.Imbeault would not say when the negotiations are expected to wrap up.Beware Big Bang The Canadian Food Inspection Agency is warning consumers not to eat packages of apricot seeds sold under the brand name Amandes Big Bang.The Montreal-based supplier of the product is Les Farines de céréales Big Bang Inc.The products are distributed across Canada.The seeds have been found to contain unsafe levels of a naturally occurring cyanide compound called amygdalin.Consumption of this product could be fatal to children and could pose a serious health hazard to PERRY BEATON A mechanical robot was brought to the scene of a bomb scare Wednesday to investigate a mysterious package found near the door of the restaurant La Broue Bouffe in Sherbrooke.mSSËm PERRY BEATON The suspicious package contained two bricks.Staff Sherbrooke A restaurant on King Street West received what appears to be a warning early yesterday morning.Sherbrooke Police received an anonymous phone call just after 2 a.m.informing them that there was a bomb at the restaurant La Broue Bouffe, where scantily clad waitresses serve food.The establishment is located in the same building as the Motel Elite on King near Bertrand Fabd IStreet.Police spokesman Cst.Serge Fournier said a police officer was sent to the restaurant and spotted a suspicious looking package near the establishment’s door.“We managed to evacuate the area as soon as we discovered the package,” Fournier said.The Quebec Police Force special bomb squad from Montreal was called in and arrived at the restaurant before 6 a.m.Fournier said that the specialty squad blasted the package with a gun less than an hour later.“The box contained only two bricks but it was definitely made to look like a suspicious package by how it was placed and how it looked,” Fournier said adding that investigators traced the phone call to a pay phone on Route 220.He said the restaurant’s owner told police he has not received any threats and was not warned about the bomb as the police were.As of yesterday afternoon police investigators were still looking for a suspect.The owner of the restaurant owns four or kids are unfit to rule There are two monarchs presently in Canada.There is Elizabeth II, Queen of Canada, and Denys I, King of L'Anse-Saint-Jean in the Saguenay.The latter jumped right into the national debate by repeating a variation of the old Union Nationale line about an independent Quebec in a United Canada.The former has maintained a discreet silence about her role as the great white mother to the exploited American Indians of Canada.The parody of King Denis helps to reveal the frivolity of Queen Elizabeth II’s celebration of Cabot’s discovery of Newfoundland 500 years ago and of the ensuing extinction of the locals.In Australia there is a movement led by their Prime Minister to have the country declared a republic by the year 2000.Some Australians openly worry that Great Britain may abolish the monarchy before they do.They argue that this would be most embarrassing for Australia.Despite the presence of a French nationalist movement which abhors all things English, Canada seems willing to ignore this debate and continue to have the portrait of a resident of another country on its coinage.The scandals associated with the Queen’s children have forced politicians in Britain to reconsider the role of royalty.As long as the Queen and her heirs behaved, democrats were willing to turn a blind eye to state-supported welfare for the rich and famous.Though royals have misbehaved throughout history, the press no longer protects their privacy.Indeed royals now pay for their perks by losing all rights to privacy.They have become a banal saga for the tabloids.According to the tabloids the Queen is the head of a dysfunctional family.Her husband is a thoroughly unappealing lout whose sole function seems to be that of a drone in a bee hive.The children received no affection from their absent father or from a mother who tended to her career rather than to her children.As a result the tabloids claim that the children are crippled emotionally and cannot relate to people which, in turn, explains their failed marriages.Despite the antics of her children and of her ex-inlaws the Queen and her mother continue to receive warm respect from the general public because of their continuing loyalty to their concept of royal duty.The Queen and the Queen Mom have never shirked their obligations.They have always been gracious in respecting the wishes of the politicians who control them.When the Queen is asked by the Canadian government to ignore the righteous claims of our native peoples, she does so even though she probably knows that her failure to comment upon the diseases and strife that John Cabot and his fellow Europeans brought to American Indians will further weaken whatever claim she may have to be Queen of Canada.It is time for Canadians to forge a consensus that Elizabeth II will be the last British monarch to be King or Queen of Canada.While it may be unbecoming of Canada to have such a debate in public or in Parliament, it would be even more ridiculous to have Charles III as our next monarch.The Queen is owed loyalty, but her children are unfit to rule.In order for Canada to establish such a consensus the new Liberal government should strike a committee to study the possibility of introducing a number of changes to improve how Canada is governed.Many commentators have noted that the present electoral system does not accurately reflect representation by population.Our senate is still unelected.The positions of governor-general and lieutenant-generals are anachronistic.Their positions and powers could be combined with those of the Speakers of the Houses in preparation for the day when Britain proclaims “The Queen is dead: long live the King.” It would be Canadian of us to be prepared.Ron Ewing : / iï Briefs Southern Quebec to build railway garage in Famham Knowlton The Southern Quebec Railway has announced it will be building a railway garage to work on its diesel train engines in Farnham.The $4.2 million project is expected to create some 35 new jobs, most of which will be for workers with specialized training in the maintenance and repair of the engines.The planned train garage is expected to allow up to 16 engines to be worked on at a time.Though the exact location of the plant has yet to be confirmed, the Southern Quebec Railway is looking at the land once occupied by the Angus plant near Pacific Street.Operating out of Farnham for a little over a year, the Southern Quebec runs the line between Saint Jean and Brownville Junction, Maine.The company also runs spur lines from Farnham to Bedford and Farnham to Saint Guillaume.Bromont mayor investigated over conflict of interest Knowlton The municipal affairs ministry has called for an investigation into conflict of interest allegations being leveled at Bromont mayor Robert Desourdy.Municipal affairs spokesman Paul Fortier said the ministry received a written complaint outlining several alleged conflicts of interest.The ministry has since assigned an investigator to look at the details of the case.Since his election in May 1996, Desourdy has been accused several times of conflict by Roger Doré, his opponent in the campaign.Among Doré’s accusations is that Desourdy did not abstain from discussions of the construction of a bicycle path that passed through property owned by Development Bromont, of which Desourdy is a shareholder.He has also been accused of taking part in discussions concerning the tourist information bureau and several other buildings and properties in Bromont of which he is a shareholder.Desourdy told La Voix de l’Est he was unconcerned by the news that he was under investigation.Once the report is completed, it will be up to municipal affairs minister Remy Trudel to decide if the findings will be made public.Desourdy could not be reached for comment Wednesday.Boil water in Beebe The Town of Stanstead wishes to advise all consumers of the Beebe water system that dilapidated building bought by the Town of Lennoxville into an outdoor adventure shop.By Sylvia Warden Lennoxville It’s a done deal.That’s the town of Lennoxville’s position on turning the house at 4 rue Mas-sawipi into a service area.Town officials and Kevin Ryan, the businessman who plans to open an outdoor adventure business in the house, plan to meet this morning to sign a contract giving the entrepreneur the right to renovate and rent the property for the new business.The 10-year deal will see the town recoup it’s $51,000 investment in the building as well as earn money as a rental property, said Marc Bolduc, Lennoxville town councillor for seat No.5.“It’s a win-win situation for everyone,” said Bolduc who’s been on council for a year and a half.The town decided to buy the property in order to maintain control over its development and that of the recreational trail and waterway that are visible through its windows.Bolduc explained the town would like to further develop the area making it a destination point for tourists and residents using the trial.At this point Lennoxville is considered the entry point to the 13 kilometre trail that leads to North Hatley.Big plans The decision is part of the town’s long-range plans to develop the trail.Bolduc said town council is in negotiations with other municipalities to buy the ski hill Mont Joye from the federal government and turn the spot into a park.Bolduc says the town would like to see Montjoye become the entry point to the recreational trail giving the more than 50,000 yearly users “the opportunity to decide between visiting North Hatley and friendly, bilingual Lennoxville.” Ryan would also like to see the area developed.He first approached the town about buying the property in the fall but things didn’t get rolling until the winter.He developed a business plan and secured government loans for the project.Plans include turning the dilapidated structure into a bike rental shop in the summer, a cross-country ski shop in the winter and a year-round minimarché.The 29-year-old entrepreneur and his wife, Marie-France Gelinas, have already started working on the renovations to the 100-year-old building.“Where other people see an ugly house, we see the potential for beauty,” said Gelinas who related how the couple fell in love with the site.They were cross-country skiing on the trail when they noticed the flowing water of the Massawipi river.The picturesque scene is permanently etched in their collective memories.But that doesn’t mean Ryan hasn’t thought about fixing up the place.The chipped-white paint exterior will be given a fresh coat and the hardwood floors that were covered with mildewed carpet will be restored.New washrooms will also be installed by a self-imposed July 25 deadline.Although just three weeks away, the two are not worried about opening on time.The couple bought a Victorian house in Lennoxville two years ago and did major renovations.“We know what we’re doing,” said Ryan with a smile.Help from friends The two plan to do the work themselves while friends with expertise in flooring, for example, will pitch in when needed to keep the costs down.Gelinas anticipates materials will be the only expense.Renovations to the structure of the building such as painting the exterior and installing washrooms will more than likely be paid for by the town, said Bolduc.“In the long run it will be a good investment for the town,” he said.One person who isn’t willing to wait and see is local businessman Patrick Brunet.I just can’t believe they’re doing this," said an exasperated Brunet.The 25-year-old owner of Mise au 400 leaving health-care Staff Sherbrooke More than 400 employees within the Montérégie health board will be leaving on early retirement starting this week.The health board, which serves areas like Brome Lake, Cowansville and Bedford as well as the Chateauguay and Longueil areas of Montreal’s South Shore is currently reviewing the effect of the departures.The total number of employees taking retirement so far includes 43 from the Brome-Missisquoi/ Haute Yamaska area.More than 80 experienced nurses have already decided to take the Point / Tuneups in Lennoxville is angry that the town has bought a property that he says will compete directly with local merchants.Broken promise Brunet, and the other 35 merchants he says he represents, are further angered that the town is reneging on a promise to meet with businesses to discuss the situation before signing any contract or allowing any work to the building to be done.The meeting was promised at a town council meeting on June 23 when Brunet presented a petition objecting to council’s decision to buy the house and rent it to Ryan.“I said that (I would meet with merchants),” but we had to get things moving if we want to recoup some of our costs this year, said Bolduc.Brunet is all for free enterprise.“Everybody has the right to open a business - I’m all for that.If he bought something I Queen Street I never would have said anything,” Brunet said.The deal between the town and Ryan must be ratified by council which meets next on July 14.Bolduc will meet with local merchants to discuss the deal on July 9.Montérégie system provincial government’s early retirement offer.More than 70 employees within the health board’s various technical fields will be leaving as well.Health board administrators said they will know how many more people will take the packages on July 10.The board is expecting some 788 to leave their jobs.Institutions within the health board are permitted to replace 476, more than 60 per cent, of those jobs.The regional health board currently employs more than 20,000.The objective of the early retirement offers is to reduce Somalia Commission of Inquiry: Leadership The Canadian Forces make a concerted effort to improve the quality of leadership at all levels by ensuring adoption of, and adherence to, the principles em- bodied in the findings and recommendations of this Commission of Inquiry regarding the selection, screening, promotion and supervision of personnel; the provision of appropriate basic and continuing training; the demonstration of self-discipline and enforcement of discipline for all ranks; the chain of command, operational readiness and mission planning; and the principles and methods of accountability expressed throughout this Report.Office of the Inspector General The National Defence Act, as a matter of high priority, be amended to establish an independent review body, the Office of the Inspector General, with well defined and independent jurisdiction and comprehensive powers, including the powers to: 1.Evaluate systemic problems in the military justice system; 2.Conduct investigations into officer misconduct, such a failure to investigate, failure to take corrective action, personal misconduct, waste and abuse, and possible injustice to individuals; 3.Protect those who report wrongdoing from reprisals; and 4.Protect individuals from abuse of authority and improper personnel actions, including racial harassment.Annual Report to Parliament To strengthen the capacity of Parliament to supervise and oversee defence matters, the National Defence Act be amended to require a detailed annual report to Parliament regarding matters of major interest and concern to the operations of the National Defence portfolio and articulating performance evaluation standards.Areas to be addressed should include, but not be limited to: 1.A description of operational problems; 2.Detailed disciplinary accounts; 3.Administrative shortcomings; 4.Fiscal and resource concerns; and 5.Post-mission assessments.Discipline The Chief of the Defence Staff establish the head of Canadian Forces personnel (currently the Assistant Deputy Minister Personnel) as the focal point for discipline at the senior staff level in National Defence Headquarters, with advice and support from the Director General of Military Legal Services and the Director of Military Police.To this end, the head of personnel should establish ançl review policy on discipline, monitor all Canadian Forces plans and programs to ensure that discipline is considered, and assess the impact of discipline on plans, programs, activities and operations, both as they are planned and regularly as they are implemented.Merit vs Careerism The Chief of the Defence Staff enforce adherence to the following principles in the Canadian Forces promotion and appointment system: 1.That merit be a predominant factor in all promotion decisions; and 2.That the operational needs of the Service always have priority over individual career considerations and administrative convenience.Racism and Extremism The Chief of the Defence Staff develop and issue clear and comprehensive guidelines to commanders at all levels regarding prohibited racist and extremist conduct.The guidelines should define and list examples of racist behavior and symbolism and should include a list and description of extremist groups to which Canadian Forces members may not belong or lend their support.Generic Peacekeeping Training The Canadian Forces training philosophy be recast to recognize that a core of non-traditional military training designed specifically for peace support operations (and referred to as generic peacekeeping training) must be provided along with general purpose combat training to prepare Canadian Forces personnel adequately for all operational missions and tasks.Mission-Specific Definition, Tasks, Intelligence, ROE, SOP, Training The Chief of the Defence Staff establish in doctrine and policy that to facilitate pre-deployment training focused on mission-specific requirements, units preparing for peace support operations be provided, on a timely basis, with: 1.A clearly defined mission and statement of tasks; 2.Up-to-date and accurate intelligence as a basis for forecasting the con- ditions likely to be encountered in theatre; 3.Mission-specific Rules of Engagement and Standing Operating Procedures; and 4.A sufficient quantity of vehicles and equipment, in operational condition, to meet training needs.Replacing the JAG The National Defence Act be amended to: a.Replace the office of the Judge Advocate General with two independent institutions: (i) .The office of the Chief Military judge, to assume the judicial functions now performed by the office of the Judge Advocate General; and (ii) .The office of the Director General of Military Legal Services, to assume the prosecution, defence and legal advisory roles now performed by the office of the Judge Advocate General; b.Specify that the office of the Director General of Military Legal Services consists of three branches: a Directorate of Prosecutions, a Directorate of Advisory Services, and a Directorate of Legal Defence; c.Provide that the Director General of Military Legal Services report to the Minister of National Defence; d.Provide that the Chief Military Judge and all other judges be civilians appointed under the federal Judges Act; and e.State that judges trying serious disciplinary and criminal misconduct are totally independent of the military chain of command.Deciding whether Canada should Participate in Peace Support Operations The Government of Canada issue new guidelines and compulsory criteria for decisions about whether to participate in a peace support operation.The commission was established March 20, 1995, with a reporting date of Dec.20,1995.That date was extended three times with the last deadline June 30,1997.Number of documents provided by Dec.20,1996:150,000.Number of pages this represents: two million.Number of witnesses testifying in the public hearings Oct.2, 1995, to March 19,1997:116 over 183 days of testimony.Number of pages of hearing transcript: 37,637.Number of individuals represented by lawyers: 81, 77 from the Canadian Forces and Department of National Defence.The other four represented were former prime minister and defence minister Kim Campbell and three of her staff.Number of lawyers: 59 (some represented more than one client.) Legal costs billed to the government to date; $3.5 million.Commission cost to date (estimated): $14 million-$16 million.FINANCIAL PLANNING By Frank Cameron C.ADM.R.F.P.Everyone needs proper disability coverage Every year, thousands of Canadians are forced to take extended periods of time off work because of serious illness or accidents.For many, this results in considerable financial hardship.You can avoid this unfortunate possibilty of lost income stemming from sickness or injury by protecting yourself with disability insurance.With a proper plan, you and your family will be financially protected when you’re unable to work.Who needs disability insurance?Certainly anyone with a family, particularly the prime income earner.Those who are single can definitely benefit from disability coverage as well.Without it, you may be unable to pay your rent, meet mortgage payments or cover other expenses when you’re unable to work.There are two main types of disability insurance; group insuance, offered through an employer or an association, and individual insurance.Even if you belong to a group plan, review it against your own special needs as group plans often have coverage and payout limits.Because they are linked to employment, you may find yourself with inadequate or non-existent coverage when you change jobs or start your own business.Individual disability insurance allows you to customize coverage to ensure you and your family can maintain your lifestyle while you're off work.When looking for an individual disability, keep in mind that there are wide variations in coverage and even in the criteria for establishing what consti- tutes a disability.For example, some plans offer full coverage for accidents, but provide restricted benefits for disabilities resulting from illness.When considering the features of a plan, ask what portion of your income will be covered and for how long.Typical plans cover 70% or less of your income.There may also be a dollar limit to monthly payments.In addition, coverage may be restricted to a specified period — for example, two years from the onset of your disability — and may not kick in for a certain time.Find out, as well, whether you will receive payments for as long as you are unable to work in your chosen field, or whether you will be expected to change professions.Coverage that lasts until you are able to return to your original job is known as an “own occupation” plan.Plans that only pay until you are able to work at any job are known as “any occupation" plans.As with any insurance, the cost of a disability plan depends on your age — generally, the longer you wait the more you’ll likely have to pay — and the features of the policy.When you are considering the cost remember that disability insurance is a worthwhile investment that averts financial hardship when you are most vulnerable.Make sure too that you speak to your financial advisor about what kind of disability plan makes sense for you.Frank Cameron is a Chartered Administrator, and Registered Financial Planner, with Investors Group.
