adoption of Policy Governance has the effect of redefining the role, responsibilities and accountability of site-based Managers.Decision making, within the limitations established by the Council of Commissioners and myself, has continued to move closer to the students and the parents.As a result of feedback to the Infrastructure Document distributed in January 1996, modifications have been incorporated into those portions dealing with 1996-1997.The implementation of the Teacher-Principal pattern in smaller schools has been extended from Famham to include Waterloo and Mansonville for 1996-1997.Teacher-Principals will receive support in specific areas of local operations from Serge Laflamme (Famham and Man-sonville) and myself (Waterloo).The redefining of administrative functions at Massey-Vanier with Serge Laflamme assuming responsibility for common and joint educational support services (Library, A.V., Printing, Photo-Tech) is in place to allow the incoming Principal of Massey-Vanier, Dennis McCullough, to focus on the Educational Project of the school.In keeping with the focus of site-based decision making, central meetings have been significantly reduced in number to permit Principals and Centre Directors to increase their presence on site.Despite the reduction of central personnel, we are increasing our actions in the areas of professional improvement including our role in the learning consortium (Châteauguay Valley School Board, Eastern Townships School Board and Bishop's University) and the improvement in all facets of computerization.We look forward to an exciting school year and invite your constructive participation.James R.Bissell Director General Summer Institute 1996 Again this year the Bishop's 1996 Summer Institute was well attended by our teachers.Thetheme, “Language Arts Across the Curriculum” gave our teachers the opportunity to select areas of interest and devote a week of study to hone their professional skills.On Services Secretary General The 1996-97 school year begins with high expectations for the District of Bedford duringthe 1995-96 school year.The Board’s Pedagogical Orientations were validated by parents, teachers, students (past and present), plus a “community at large” focus group.The outcome was a strong endorsement of these orientations, with an even stronger emphasis requested on French Second Language, Computer Skills and Student Awareness for career opportunities.This document has been widely distributed throughout the district.However, it merits an understanding, as we begin the 1996-97 school year.PEDAGOGICAL ORIENTATIONS: The prime objective of the District of Bedford School Board remains the dedication to raising the standards of performance and expectations of all its students.It is recognized that the professional efforts of staff are key to attaining these orientations.The following areas shall be maintained as orientations to achieve this objective: a) Readiness programs for parents and students at the pre-kindergarten and kindergarten levels by concentrating available resources and fostering liaisons with institutions (i.e.C.L.S.C., etc.).1.Early preparation trf parents for their children’s introduction to the school system thus encouraging parental effectiveness and creating a shared obligation for the children’s education.2.Physical preparation of students through the services offered by existing institutions.3.Preparation of the schools and teachers by providing student information and an opportunity to link with parents at the outset of each student's academic career.b) Concentration on numeracy, literacy andFrench second language (academic, social and cultural) throughout the entire system with a particular emphasis at the elementary level to create a solid base for each student's progression through the school system by: 1.Maximizing the use of available curriculum time in all areas of instruction to promote the attaining of higher standards in numeracy emphasizing problemsolving, literacy and French second language by each student.2.Adopting the minimum goal that every student be able to function in French second language (oral, written, social and cultural) at one level below the corresponding standard of a student receiving French mother tongue instruction.3.Ensuring early identification of difficulties and early remedial ac- c) d) Demonstrating student imrovement based on demonstrable criteria.Preparation for the transition to Massey-Vanier by providing: 1.Every parent and student with information and opportunities to ensure that the transition from the local school to Massey-Vanier is smooth, personal and friendly.2.That staff of elementary schools personally share information with Massey-Vanier staff to ensure a seamless academic and social transition and a more rapid achievement of a sense of belonging for each student arriving at Massey-Vanier.Promotion of an awareness among parents, students and Adult Education students of post secondary opportunities and the prerequisites for entrance into academic, career and Technical vocational fields by: 1.Ensuring that each parent and student within the system, with particular emphasis at the seondary level, be provided all relevant information concerning educational options, career opportunities and employment opportunities on an annual basis.2.Providing opportunities for all secondary students to explore various careers by actual contact with individuals in the various fields of employment.These orientations must incorporate the use of modem technology by ensuring: 1.That the focus be maintained for every elementary student to acquire key-boarding/word-processing skills.2.Regular utilizaüon of computers by every student throughout the system.3.That the system embark on a consultative process to elaborate a computer technology plan for the system for approval by February 1997.These orientations must take maximum advantage of our unique social milieu.As always, I will continue to keep you informed on the progress made in education, on the highlights of the board's journey to improve and the values it the beginning of the school year, the Mansonville School Orientation Committee had been working enthusiastically on several projects, all of which made a significant mark in the school’s personal history.In September 1995, the back to school B.B.Q.was held at the school for the children, staff and parents.It was a relaxing beginning for the upcoming school-year.TOWNSHIPPER’S DAY followed quickly afterwards with the school’s facilities at use in a lot of areas.The first fundraiser was undertaken by the committee as they prepared and served a lunch for the public.The gymnasium was used for an ARTS & CRAFTS exhibition and nice weather greeted the outdoor activities.All participants were pleased with the turnout.December arrived and the Mansonville School Orientation Committee participated in the Christmas Bazaar held at Mansonville’s Catholic church, ST-CAJETAN.Proceeds from that sale resulted in a Christmas Dinner (with all the trimmings) for the children and some invited request, was very generous in donating lumber for 5 picnic tables for the School.Other contributor’s for this project includes; Mr.MIKE SHARMAN, MAGASIN PATCH, GIROUX & GIROUX INC., all of which we thank so much once again, as this project was addressed several endeavors ago.You can be assured that the children appreciate this contribution.The Easter season brought us another fundraising event as the children and parents participated in a Cheese Sale with the cheese provided by the ABBAYE ST-BENOIT DU LAC CHEESERY.This project was a huge success for the Mansonville Elementary School Orientation Committee as the students worked hard at selling all $99 packages of the renowned cheese.Monies raised in this event went towards the Mansonville Elementary School trips.May brought us a Spaghetti Supper, prepared and served by the committee members.About 100 persons attended and delightfully filled themselves.The monies raised paid for the graduation and year-end awards.It would not have been such a big success if it wasn't for the numerous donations from businesses and the many volunteers.There are too many businesses and volunteers to be named, but we still say a big thank-you to all.The Year-end B.B.Q.was a project undertaken by the school and assisted by the committee as they helped with the cooking.The Le aming Centre and Centre Du Jour Potton have become part of the Mansonville Elementary School as they have leased rooms for their own use.As you can see, the Mansonville Elementary School Orientation Committee has had a very fulfilling year and envision a more vigorous 96/97 school year.As you can see in the photo, the children are enjoying the tables.Thanks again to all that have helped us.m #>.|||n - Governor General Bronze Medal Sarah Wilde and Denis Paradis, M.P., Brome Missisquoi.The highest academic award recognized across Canada at the high school level is the Governor General's Bronze Medal.This year's recipient is Ms Sara Wilde from Clarenceville.Sara has been a very involved student while at Massey-V anier, absorbed in a full slate of student activities.Throughout her time in Massey-Vanier, Sara has always maintained academic honours.In this her graduating year, she led a very strong academic class with an overall average of 93%.Saran has been accepted into John Abbott CEGEP where she will begin pursuing a degree in Pure and Applied Science. fl* «% mmmr is IBM Secondary One Play.Secondary One Seder Dinner.Level 6 District Math Competition.Keyboard News-Student Services One of the orientations of the school board is the early identification of children's learning and social difficulties.Along with this there is the support from school and community to remediate these difficulties.For these reasons, the psychologist Kathy Mauro and speech pathologist Jo-Ann Hébert and psychoeducator Peter Hamilton, will be continuing their involvement in the Passe-Partout programs at Farnham, Clarenceville, Waterloo and Mansonville Elementary Schools.Passe-Partout is a program for 4-year-old children and their parents.Through a number of sessions with teachers.Student Services and CLSC professionals, parents learn about normal child development, and who to contact if and when they need assistance.In addition.Kathy and Peter will be focusing on Kindergarten classes throughout the district this year.They will spend time with teachers and parents helping them in a variety of ways with the goal always being to spot difficulties early and offer remediation and support.If you have questions for Kathy,
