Probing energy policy QUEBEC (CP> — Nuclear power development and state intervention in the energy industry continued to preoccupy a legislature committee hearing on a Quebec energy policy The Quebec Council on the Environment, a group of eminent scientists, called for a moratorium on the development of nuclear power until ways can be found to assure completely safe operation “Quebec is the richest area on earth in fresh water per capita.” the council said in its brief “Would it not be logical and coherent that Quebec show that it can devise and apply human solutions to make rational use of its natural resources and reject a recourse to nuclear fission OTTAWA (CP) — A string of Liberal cabinet ministers defended their employment programs Thursday against a Progressive Conservative motion denouncing the government for “failure to generate jobs in Canada.” The motion by Conservative Leader Joe Clark cited Quebec and the Atlantic provinces as the worst victims of unemployment It called for an early budget to prime the economy Although NDP Leader Ed Broadbent supported the motion, he criticized Conservatives for not bolstering it with a vote of nonconfidence in the government.Similar criticism came from Manpower Minister Bud Cullen who said Conservatives “would add a little more credibility to their debate and add more sincerity to their approach to the unemployment issue by at least calling for a vote.” Opposition motions such a* this one take the full debating time on special days set aside for the pur- pose.A vote of nonconfidence sometimes is contained in the motion but under the current Commons standings, they are routinely defeated by the Liberal majority.Mr Clark said the latest unemployment figures are shocking because of the “human burden which they impose on nearly one million Canadians who are out of work.” And they have “a dangerous impact upon the lives not only of individual Canadians but upon our *Federal-provincial talks planned on abortion law OTTAWA (CP) — Justice Minister Ron Basford said Thursday that he and Health Minister Marc Lalonde want to meet with provincial governments to discuss changes in the way the abortion law is being applied. That move should precede any debate on the matter in the Commons, he said. And he told MPs that the federal government would rather convince the provinces to make improvements in the therapeutic abortion system than to force changes through federal law Mr Basford said the law will not be changed but specific measures will be announced within a few days by Mr Lalonde The justice minister was fielding questions from New Democratic Party and Conservative MPs about the findings of sociologist Robin Badgley’s fact-finding committee on therapeutic abortion.SYSTEM UNFAIR Mr Badgley’s committee report, made public Wednesday, showed that the current system for obtaining legal abortions is confused and unfair. It blamed varying interpretations of the federal law and differing rules set by provincial governments, hospital administrations and the ( Record Highlights “*) COURT NEWS from Sweetsburg W ard is detailed on Page 3.RELIGIOUS ROUNDUP — A survey of religious news is on Page 10.BIRTHS, DEATHS 10 CLASSIFIED H COMICS 9 EDITORIAL 4 FAMILY 6 FINANCIAL 2 SPORTS 12 TV 7 Middle age is the prime of life - committee of at least three doctors says a woman’s life would otherwise likely be in danger Will the federal government allow establishment of therapeutic abortion committees in hospitals that provincial governments had not approved for that purpose, asked Stu Leggatt (NDP—New Westminster) It would be more desirable to convince the provinces to do so, Mr Basford replied Mr Leggatt also said the justice minister has told MPs he is willing to have a full-scale debate on abortion in the Commons PLANS NO DEBATE Mr Basford said he is not suggesting such a debate, nor a motion to send the Badgley report to a Commons committee for study by MPs, until after consulting the provinces Frank Philbrook (L— Halton) asked whether anti-abortion organizations would be participating in family planning measures the government has promised to produce as a result of the report Mr Basford said he thought groups opposing abortion would participate Details of the family planning measures are also subject to provincial talks Eldon Woolliams (PC— Calgary North) pointed to findings in the report that about one out of five Canadian women who had abortions in 1975 went to the United States for the operation Echoing the report, Mr Basford said those women either did not know they could get an abortion in Canada, did not know their rights, did not have access to a Canadian hospital where abortions are done or were refused because of hospital procedures capacity to grow together as a country.” MUST GENERATE JOBS The government should overcome its timidness and bring in a new budget backed by a policy to generate jobs, he said Mr.Cullen, Finance Minister Donald Macdonald and Jean Chretien, minister of industry, trade and commerce, said they acknowledge high unemployment and would not deny the hardship it causes However, Mr.Macdonald said the government had increased personal disposable income by more than $3 billion since November by reducing income tax through indexing, increasing transfer payments to the provinces and lowering interest rates on loans by reducing the bank rate.Measures, such as a revitalized capital building program suggested by the NDP, would merely crush government plans to continue spending restraint, he said.Additional economic measures would increase inflation, a bad move because “in the long run the problem of inflation is also the problem of unemployment.” Says Canada QUEBEC (CP) Canadian federalism is so decentralized that Quebec has been allowed “special status in all but name,” Urban Affairs Minister Andre Ouellet said Thursday.Mr Ouellet, chief Liberal organizer for Quebec, told a business luncheon that the federal government had progressively given up numerous powers since the end of the Second World War, with the provinces benefiting the most “One can say that Canada, in fact, is already the world’s most decentralized federation ” Confederation may not be perfect and probably should be changed to accommodate the aspirations of people in COUNCIL RESIGNS — Bromont’s mayor and six-member council of this Brome-Missisquoi County town resigned yesterday following refusal by the Quebec government for a requested subsidy f r the town.( Record photo by John McCaghey » Indian president dies to boil water when the earth is loaded with lost energy0” Energy Minister Guy Joron has already promised that no authorization will lx* given for a Hydro Quebec program to build 35 nuclear power stations until a referendum is held on the matter A spokesman for Quebec's National Institute of Scientific Research declined to give his professional opinion to the committee on whether a moratorium should be imposed on nuclear power NEW DELHI (AP) President Fakhruddin Ali Ahmed, India’s figurehead chief of state, died of a heart attack today, bringing a temporary halt to the heated election campaign threatening Prime Minister Indira Gandhi The government proclaimed a 13-day period of national mourning but announced that the election of a new lower house of Parliament will be held as scheduled on March 16 Mrs.Gandhi and her foes united in paying their respects to the 71-year old Moslem who was elected India’s fifth president in 1974.Vice-President B D Jatti was sworn in by the chief decentralized various regions, he told the annual meeting of the Canadian Home Manufacturers Association However, the system is “loose enough to allow Quebec special status in all but name—its own tax collection system, its own civil code and educational system, and the power to pass a law—Bill 22, the Official language Act—that flatly contradicts the federal bilingualism legislation ” Mr Quelle?told reporters later that the federal government has shown a willingness to change the federal system especially as it concerns the federal right to spend and residual powers residing with the federal government justice as acting president A new president will be elected for a full five-year term by the new Parliament and the state legislatures, a process the constitution says must be carried out within six months Flags flew at half staff, government offices and some private businesses closed, and thousands went to the presidential palace after Ahmeds death was announced Many wept as they waited outside to view the body, which will lie in state until burial Sunday DIES AT PALACE Ahmed had had a heart ailment for many years and cut short a state visit to Southeast Asia last week because of illness He collapsed in his bathroom about 6am and succumbed later to a heart attack at the red sandstone palace where the British viceroys lived before independence in 1947 Mrs Gandhi, who brought Ahmc‘d into her cabinet when she became prime minister in 1966.looked distraught and tired as she emerged from the presidential palace She was at Ahmed’s bedside with his wife, Abida, and the president of the governing Congress party, D K Bo-rooah, when he died The Indian president’s functions are largely ceremonial, although he is the titular commander of the armed forces and is empowered by the constitution to appoint the prime minister But a constitutional amendment passed last year requires him to follow the advice and orders of the prime minis ter's cabinet Ahmed was educated at Cambridge University, joined Mohandas Gandhi’s independence movement in 1931 and was jailed twice by the British He was active in politics in Assam state before Mrs Gandhi named him irrigation and power minister He later served as agriculture minister FORMS MINORITY Ahmed was the second Moslem, a minority of more than 60 million among India’s 610 millions, to he elected chief of state in the predominantly Hindu country The first Moslem president.Dr Zakir Hussain, died in office in 1969, and the election of his successor touched off a political crisis that split the Congress party Mrs Gandhi refused to support the nominee of the conservative party bosses and backed Acting President V V Giri, who won The party bosses retaliated by trying to expel her from the party, but she formed a new Congress party and took the majority of the party’s members in Parliament with her WASHINGTON (AP) Appealing to Congress to impose a boycott against Rhodesian chrome.U S State Secretary Cyrus Vance said Thursday the Carter administration supports a rapid but peaceful transition to black rule in Rhodesia UP TO PEOPLE “It is up to the people to decide,” he said, echoing a statement made earlier this week by Mr Joron In its brief, however, the institute cautioned that “the advocates of miracle solutions - sun, tides, wind, geothermic.nuclear energy tend to exaggerate their potentiel while playing down or even ignoring their drawbacks ” The institute, which devotes much of its efforts to nuclear and laser research, warned “It is no longer possible to allow energy development where the supplier, be it Hydro Quebec or the oil companies, blindly satisfies the demand without bothering with the impact on our society.” Northern and ('entrai Gas Corp.Ltd called for ex pansion of the natural gas market in Quebec but balked at suggestions that a Quebec Crown corporation get in volved in the distribution of gas here J J Leroux, president of Northern, said that the coexistence of two distribution firms would not he in the best interests of the province “The key to peace lies in Mr Ian Smith’s hands,” Vance said, referring to the Rhodesian prime minister Vance went on to say that a US.boycott of Rhodesian chrome would persuade Smith to move in that direction Carter wants rapid shift to black rule in Rhodesia Flour transporters seek protection MONTREAL (CP) - One company transporting flour to Quebec from Ontario asked for a police escort Thursday and another hired private security guards after hearing reports that “goon squads ”of striking workers were trying to block shipments The move came as 450 striking flour mill workers vowed to continue a walkout begun last week to protest a wage rollback ordered by the federal anti-inflation board After the meeting early Thursday, the workers dispatched representatives to Steinberg's Ltd bakenes in the east end “to encourage the workers there to support our strike,” a spokesman said Workers at Ontario mills have also been asked to block flour shipments to Quebec to support the walkout A spokesman for Quebec Provincial Police said one company asked for protection for trucks bringing in flour from Ontario and a patrol car was sent No incidents of violence were reported Several trucking com panies had reported that “goon squads’’ harassed their employees Wednesday and Thursday and prevented them from making deliveries A spokesman for Robin Hood Multifoods said workers at the company’s plant in Port Colborne.Ont , have blocked shipments to Quebec, while union officials say workers at other Ontario mills will be asked to do the same The wage rollbacks of 40 cents an hour -about eight per cent of wages sparked walkouts last week at Phénix Flour Ltd , Ogilvie Mills, Robin Hood Multifoods and MapN* Lotf Mills The four Montreal mills usually supply all bakeries in Quebec and some in the Atlantic provinces Vance, testifying before the Senate subcommittee on African affairs, said the United States would not take charge of any negotiations toward black rule and has no intention of becoming in volved in a conflict in Rhodesia if Britain fails to arrange a peaceful settlement for its breakaway colony The United Nations has imposed a global boycott of Rhodesian chrome since 1966 However, the U S has
