provincial election were held today the Quebec Liberal Party would garner 45 percent of the vote, compared with 43 percent for the governing Parti Québécois The poll, conducted by the Institut Québécois d’Opinion Publique frr the weekly tabloid Dimanche Matin, shows that the Union Nationale would receive four per cent In the November.1976.general election the PQ received 41 per cent, the Caisse populaire de Cowansville tabled two nonconfidence motions against the institution’s administrative council during a meeting last Wednesday night The meeting had been requested by the shareholders to discuss the board's dismissal of Caisse pop manager Emile Ducharme and his assistant Louis-Marie Morin Both men were relieved of their duties last month for what the administrators termed “mismanagement”, particularly in the maintaining of accurate records for loans and doubtful ac- counts The first non-confidence motion presented Wednesday shifted the blame for the dismissal of the two employees to the administrative council while the second requested that the board have no immediate say in the hiring of replacements for the deposed employees The meeting had its stormy moments, interspersed with applause when former manager Ducharme stepped to the platform to offer his version of the facts He defended his managerial performance by pointing out that the assets of the Caisse had gone from $3 million in 1972 to the current $12 million; personal loans had risen from $700.000 to $2.5 million, mortages from $1 million to $6 million The administrative council countered by noting that bad debts had risen to $164.345 in July, 1978.from a 1972 figure of $10,650.Shareholders were also told that a $25,000 deficit is forecast as a result of overpayments by the Caisse, placing the con struct ion of a new building on Leopold St in jeopardy Asked at one point whether he had a personality conflict with administrative council president Robert Meunier.Ducharme replied it was more a conflict of interest, since the president was also a tenant of the Caisse Populaire building Meunier, an insurance agent, admitted under pressure from shareholders that he rented an office from the Caisse for $125 a month He also added he had been opposed to the local Caisse assuming the license plate distribution, not out of prejudice toward the current government, but because be believed the private outlet in town offered more services Though the shareholders were vocal in their support of the dismissed employees, it is premature to speculate whether their actions will result
