political structure is established to which the truce watchers can report But as External Affairs Minister Mitchell Sharp again called for “a continuing political authority” on the eve of the talks his public inflexibility seemed to vary with his reported private pragmatic approach to reduce East-West procedural difficulties that might get the conference off to a bad start Sources said the six Communist and non-Communist foreign ministers could not even agree on a selection of a conference chairman But they were reported to be giving strong support to Sharp's compromise idea that the chairmanship be rotated among the four observer countries.Canada Indonesia.Poland and Hungary.This possibility of compromise came after Western countries, including Canada, endorsed the idea of Kurt Waldheim.United Nations Secretary-General.taking the chair This immediately was rejected by the Communists who apparently want no part of the UN in the Vietnam peace bargaining 'English' sermon draws 'French' fire TORONTO (CP) — A sermon delivered Sunday by journalist Arnold Edinborough at the closing session of a three-day conference on the survival of Canada and the Christian church provoked criticism from French-speaking guests One university student from Quebec walked out of the church and other participants expressed indignation Some French-speaking guests said that one of the premises of Mr Edmborough’s sermon, delivered at an ecumenical prayer service at St Simon’s Anglican Church, was that it was divine providence rather than an accident of history that placed English and French cultures side-by-side in Canada.At a plenary session of the conference later in the day, several speakers from the floor voiced strong objections One French-Canadian participant said Mr Edinborough’s position was typically English liberal.” It was the English liberal s dream to be able to say how wonderful it was that English and French Canadians can live side-by-side and accept another, the participant said “It simply isn’t that way ” OBJECT TO HYMN Many Quebec delegates also objected to the singing by the church choir of a hymn written in honor of Confederation, said Claude de Mestral.director of an ecumenical dialogue centre in Montreal In other sessions.English-speaking panelists, many social scientists, clergymen and political activists theorized on biculturalis n and Canadian identity, while their French-speaking counterparts and some speakers from the audience expressed their convictions that French-speaking Quebeckers are an oppressed people Purpose of the conference was to consider whether Quebec can remain in Canada and whether the Christian church can help effect reconciliation Rev Guy Bourgeault.a sociologist from the University of Montreal, said For many the question is, how to protect the survival of Canada?For others, the question is why0 “In French Canada there is no recognition of a Canadian identity, only their own Here in Toronto I realize I am not in New York, but I don t feel it I can t identify myself with Toronto ” Rev Ben Smillie.professor of political philosophy at St Andrew s College.Saskatoon, a United Church minister, said that what threatens the survival of Canada is absorption into American-based capitalism Talk about mere problems of culture just insures that this will happen he said MONTREAL (CP) — The four-year-old division within the Parti Québécois over treatment of the English-speaking minority in an independent Quebec was healed during the weekend when the party rallied to a new language policy.Under the new policy, Quebec’s English school system would be allotted a proportion of the province’s education resources equal to the English-speaking community’s size in the total Quebec population when the province separated It would never be given a larger proportion of the education budget and facilities, but the English proportion would drop if the English-speaking population dropped The policy was written into the program at the separatist party's three-day semi-annual convention which ended Sunday.At previous conventions, there had always been a strong challenge to the Premiers discuss offshore oil MONTREAL (CP) — The premiers of Quebec and the Atlantic provinces held a four-hour conference behind closed doors Saturday to discuss the development of offshore oil and gas resources in their provinces A spokesman for Premier Frank Moores of Newfoundland said the five premiers discussed exploration of offshore resources and resulting regulations.local employ nent.servicing of facilities and measures to protect the environment He said Mr Moores and premiers Robert Bourassa of Quebec.Richard Hatfield of New Brunswick.Gerald Regan of Nova Scotia and Alex Campbell of Prince Edward Island also discussed federal-provincial jurisdiction and division of royalties The meeting was one of a series between the premiers and their advisers in energy resources and federal-provincial relations policy of maintaining English education from radicals who wanted to abolish English education altogether FEW OPPOSED But this time only a tiny minority opposed the continued maintenance of English schools Party Leader Rene Levesque appealed at the beginning of the convention Friday night for a program that could win new votes in a “crucial” Quebec election he expects within the next vear At the end of the convention he repeated statements , he has made previously that if the Party Québécois does not make substantial progress at the polls next time, “we re in trouble.” But he also said he was pleased with the new program, which includes —Decision to turn Quebec into a republic with a United States-style presidential system rather than a parliamentary-type republic —A policy stating that the party withdraw the province from Confederation immediately after taking power and with no referendum on separatism: —Insertion in the program of the party executive's “economic manifesto.” calling for creation of a Quebec central bank, abolition of finance companes and an economy based on private enterprise, state enterprise and co-operative enterprise RADICALS PLACATED The new language policy wooed the radicals away from their unihngualist stance by offering a compromise between elimination of English schools and leaving open the possibility of unlimited growth of English educational institutions Elimination of dissension over language was considered a sign of increasing moderation within the party Other signs suggesting that the radical wing is on the wane included the defeat of Claude Charron as candidate for a post on the party executive and defeat of a resolution calling for worker control in all enterprises Mr Charron, at 26 the youngest member of the Quebec national assembly, is a proponent of greater social action by the party and more control of the party by grass-roots members way out of an early deadlock Still lacking is an agreed agenda and the vital Canadian requirement that some well recognized and well-respected semipermanent international agency be established to ensure that the observer troops will get action on their reports Sharp has indicated he will give the major powers just one month to produce the continuing political authority At a news conference Sunday he indicated that some argument is expected at the meeting between countries such as Canada which favor a formal international authority and others which would like to see only “very minimal” foreign involvement in Vietname We are determined to make continuing political authority a major YELLOWKNIFE.N W T (CP) The heavy security cover imposed following one of the costliest air searches and most dramatic rescues in northern aviation history is expected to be lifted today—at least partially A coroner’s inquest into the crash of a Beechcraft 18 resumes here more than three months after the plane piloted by Martin Hartwell slammed into a hillside 180 miles off course in the Arctic The inquest will attempt to determine the rauses of the deaths of passengers Judith Hill, a ^-year-old northern health 4^ vices nurse who immigrated from Kingsbridge, England, two years ago, and her two Eskimo patients But Mr Hartwell 46.may not appear His lawyer J.C.Cavanagh of Edmonton, said during the weekend he did not know if his client would be at the inquest Mr Cavanagh said in an interview Sunday night that he was scheduled to meet with Mr Hartwell later in the evening and he would not know until that time if the pilot would accompany him However.Mr Cavanagh said that even if Mr Hartwell does not fly to Yellowknife this morning, he may still show up at the inquest because he has not been subpoenaed to appear until Wednesday.ISSUED SUBPOENA The pilot, who is believed to be living in Edmonton, has apparently been subpoenaed, but is outside the jurisdiction of the Northwest Territories Mr Hartwell has and two young civilians Insp Bob Connell said Constable Keith Ball, who turned in the alarm about 10 40 p m., and two young men rushed into the building and helped some of the 54 residents out through dense smoke “I’m sure they probably saved some lives.” said Insp.Connell, whose son Lance was one of the passers-by who aided in the rescues “When the firemen got there they were working on the upper floors ” Seven of the dead ware identified but police withheld the names The inspector said it was believed that none of the injured was critically hurt He said the fire apparently started in a basement suite but its occupant died in the blaze and further details of the fire’s origin were not known The death toll was said to be the worst in the city’s history Located at 2025 Rose Street on the fringe of the city's downtown core, the 46-suite apartment was old and one fireman said some of the walls had at least ‘ 20 coats of paint” on them BREAKS ARM Included among the injured were three firemen and a policeman who broke an arm and got glass in an eye while breaking some windows Insp Connell said he was told the issue.” Sharp said “Whether this will prolong the conference I don’t know U S delegates suggested the conference may be wrapped up in four or five days with the foreign ministers holding bilateral meetings on other issues while they attempt to guarantee peace” in Vietnam Sharp said some delegations are “less than enthusiastic” about a continuing political authority but Canada is “not prepared to take the responsibility of continuing as a member of the (truce observer) commission if it can report only to the original belligerents TALK MORE BLUNT In other Canadian quarters the talk was even more blunt with informants expressing the view that Canada docs not want to find itself the stooge of some farcically ineffective peace commission in Vietnam to police about the crash and it is believed this will be introduced at the inquest if he does not appear Miss Hill spokesman Capt Marcel Lavigne estimated total damages at over $60 000 and said The church was burned to the ground in one hour.” The fire, which started just before 5pm left approximately 250 families temporarily without a place to worship The church which was built in 1953 was one of five Catholic churches in the community Minister Fernand Morin held Sunday services in a nearby school and said Sunday it was not known if the wooden church would be rebuilt About 35 firemen, led by Capt Lavigne and chief Guy Hamel, battled the blaze By the time we got there all we could do was protect nearby buildings.’ Lavigne told The Record The outside of the church was wooden planks while the inside was pressed cardboard There was no wav to control the fire Lavigne said that the firemen were able to prevent the flames from spreading to the minister's residence which was situated only 20 feet from the burning church and from other residences located within 40 feet of the blaze They sufferred a little bit of water damage.Lavigne said The cause of the fire is unknown although firemen suspect that it was ignited when the furnace in the basement exploded Witnesses told police they heard an explosion then saw the church covered in flames Firemen have ruled out the possibility of arson Mr Morin said Sunday it was lucky the fire started at 5 p m There would have been about 200 people in the church within two hours.he noted "The faithful often come in large numbers to our 7pm mass “Someone been hurt could have easilv As it was no injury, police said one suffered The church was Fortier late last week Chantier 73, a program implemented by the Roman Catholic Church in Quebec, is part of the church's attempt to play a more active role in the ! lives of its parishioners The theme of this year's reflection is conflicts During informal and formal discussion the church will ask its members to look at the ills our society is facing and ask them to attempt to find a solution Such topics as war.poverty, hatred and materialism will be the main topics of discussion Rene Gauthier, who is heading the Sherbrooke group, said Thursday we can t hope to find solutions for everything but we might be able to get something started The reflection period will start on March 3 and continue until April 22 Mr (iauthier said that more than 75 discussion groups have already been organized in Sherbrooke and others are being formed in surrounding municipalities More than 1.2(K) people are already involved." he noted The Quebec Catholic Church has implemented discussion programs for two years Last year the theme was liberation This year’s theme was born out of the discussion last year .1 i - Many people started thinking about the conflicts in their lives last year, one of the organizers said So it was only natural that we should discuss them this year “ During the next eight weeks the church will encourage informal discussion At the same time programs concerning the topic will be shown on the Sherbrooke television stations Two large, evening get togethers have also been arranged by local organizers The first was held on Feb.25 between 7 and 10 p m while the second is Vice President Spiro Agnew has decided to turn his back on presidential politics for another year or two.He has rejected the advice of political pros who are urging him to sew up the 1976 nomination before his rivals can move in on the Republican power brokers Agnew s response to the move by Senate Republican moderates to block his nomination and to the increasing talk about former Treasury Secretary John Connally for President, therefore, will be to lie quiet and play it cool The Vice President has asked his partisans to suppress their ardor and to hold off their plans fora Spiro of 1976 campaign He plac'd a call, for example, to a boyhood friend in Baltimore, I H “Bud' Hammerman, and asked him to stop talking to columnists about Agnew for President Agnew would prefer to keep a low profile until the political picture becomes clearer While he is keeping his mouth shut about the nomination, however, he is keeping his eyes fastened securely on it He has received assurances that President Nixon would not say.as he has been quoted, that he favors Connally as his successor The President has indicated he.too.intends to make no moves until the picture is clearer He isn't expected to express a choice until he sees how the candidates do in the presidential primaries Meanwhile, he is encouraging all prospects to compete for the nomination Jack Anderson’s I r • Washington ^ /> on * The stop-Agnew move by Republican moderates in the Senate doesn't disturb the Vice President He doubts they will be able to unite behind a single candidate but expects them to divide the moderate vote between several presidential hopefuls He is more concerned about Connally's moves If the former Treasury Secretary makes a strong bid for the presidency, this could divide the conservative vote Then a moderate Republican Agnew fears, would stand a bettor chance of winning LASSIE VS ZOOM Jack Wrather.the millionaire producer of the popular Lassie TV series, has been helping the Nixon Administration decide what shows to kill on public television this year One program on the cutting block turns out to be a direct rival to Wrather s famous shaggy-dog senes Lassie, now in syndication, roams the screens each week in some 180 cities, the majority of which also have public television stations Wrather.who sits on the powerful executive board which directs the Corporation for Public Broadcasting, recommended holding up the refunding of the children’s show ZOOM, which is aimed at the same age-group as Lassie ZOOM, incidentally, is the second-most-watched program produced bv public TV Wrather denied his recommendation was a conflict of interest I like ZOOM." he told us.Nevertheless.Wrather participated, as chairman of CPB s program program review committee, in the decision to delay funding ZOOM Yet at the same time, public TV’s three other children's shows were renewed Wrather told us to his knowledge." Zoom and Lassie don’t compete anywhere in the country But our own quick survey of the top 20 TV markets shows otherwise Over the last year.ZOOM and Lassie have competed for young audiences at the same time in at least two major cities — Baltimore and Pittsburgh The soft spoken millionaire referred us to Campbell Soup which sponsors Lassie, and the New York advertising firm of Ogilvy-Mather.which distributes it.“We don’t consider ZOOM as competition," Howard Eaton of the ad firm told us “Comparing Lassie to ZOOM is like comparing the United States to New Zealand.” he added icily.TRAINING-SCHOOL HOAX The Federal Trade Commission is preparing to crack down on schools which allegedly have misled applicants to believe that the courses will qualify them for airline work They pay through the nose for the training, say FTC investigators, only to find out later that their “diploma isn't worth the paper it's printed on The schools, which rake in hundreds of millions of dollars a year, will be accused by the FTC of false advertising Two of the schools under investigation are located in Kansas City and Miami Other schools have already been served “cease and desist orders to stop advertising that their training qualifies a graduate to work in the airline industry and that the employment picture in the industry is good Both statements, in fact, are false A spokesman for one of the schools told us the schools provide a needed service “A high school kid.” said the spokesman, wouldn t have a prayer landing an airline job without prior training But airline personnel directors disputed this they told us the training made no difference in their hiring practices Telephone The monthly rate for that single home line in Exeter for example would go to $4 85 from the present $4 50 m 1974 if the transport commission approved Bell’s proposed rates DOUBLE TO INSTALL And the home installation charge, as mentioned, would double to $22 from the present $11 Spokesmen for the telephone companies government-run as well as private, warn against making simple rate comparisons from area to area Construction costs vary because of terrain and population density, they note A company owned by a provincial government can avoid federal corporation income tax Bell estimates in its latest application that 1972 tax changes federally and in Ontario and Quebec will mean an increased tab for it of about $13 million in 1973 Users of telephone services seem willing to accept that it costs more per unit to string lines through sparsely-populated mountains in British Columbia than it does across populous Ontario flatlands But there appears to be growing doubt about just how rates are set and whether there are cosy book-keeping arrangements that make private phone company's revenue picture look a little bleak while its non-regulated subsidiary firms pile up profits For example, in deciding B C.Telephone s most recent rate increase, the federal transport commission said it could not find justification for all of the difference between B C.rates and those in other parts of Canada, despite company arguments about high construction costs and high population density only in the Vancouver-Victoria area The commission also took note of hundreds of customer complaints about poor service and fouled-up billings, requir- ing the company to file a special report on them Bell Canada.B C.Telephone and Canadian National communications go before the telecommunications committee of the federal transport commission for permission to make rate changes The other companies because they are incorporated provincially.apply to various provincial regulatory auhonties The links between B C Telephone and its supply and service affiliates were investigated at the transport commission hearing that led to 1971 rate increases The company sought an over all increase of 14 8 per cent in its rates It wound up with an increase of about 2 5 per cent Part of the reason given by the commission was dissatisfaction over B.C Telephone s dealings with affiliates Dominion Directory Co.Ltd and Canadian Telephones and Supplies Ltd The commission felt sure B C.telephone could get more ! economical service from other companies SANCTIONED SUPPLY But it did say that company equipment dealings with Automatic Electric (Canada) Ltd .and Lenkurt Electric (Canada) Ltd appeared to produce prices generally as low or lower than those paid by other customers of these same suppliers Bell Canada is undergoing similar grilling for its pro-; posed 1973 and 1974 increases The commission in 1972 gave Bell less than it asked for and the company returned this year, arguing that climbing labor costs made it necessary to seek an adjustment.Both the Quebec and Ontario governments have intervened in the Bell applications, serving notice they intended to open up all aspects of thej company’s cost forecasting, accounting procedures and principles of getting user charges Reader forum Origin explained Dear Sir; I read in your column “Reader Forum of Thursday, February 15th.1973.under the heading “Found in St.Paul’s Church.Baltimore, dated 1692.” a reproduction of the beautiful writing well known in all literarv circles as “Desiderata” (which means anything desired as essential or needed > 1 was quite surprised that it was erroneously stated that this literary gem was found in St Paul’s Church.Baltimore, dated 1692.and that credit was not given to the author to whom it was due It was incorrect for anyone to state that the above mentioned writing was found in St Paul s Church.Baltimore; the truth is that, somewhere in the process of having been published in many informal anthologies, the author’s name was omitted and the line “Found in Old St Paul’s Church.Baltimore, dated 1692 was added After much confusion and thousands of inquiries, this matter was finally cleared away by the author's publishers and the Baltimore Sun It is also illegal to give credit to St Paul’s Church and 1692 this fact caused continuing concern to Crescendo Publishing Co.of Boston which owns the rights to “Desiderata” and which has had a lot of trouble in the United States and some in Canada about the copyright infringement Says Crescendo Publishing Co People assume because of the date 1692 that the work is in the public domain The most recent problem has been with the recording of Desiderata put out by Warner Brothers (recited by Les Crane with a choral background) They omitted the proper credit which they did unknowingly But they settled out of Court and have since altered the label ” And now for the facts “Desiderata” is one of several x>ems contained in the volume The Poems of Max Ehrmann who interestingly enough has not always been duly credited as its author Max Ehrmann was bom in Terre Haute.Indiana, on September 26.1872.was graduated from De Pauw University and afterwards spent two years at Harvard University doing graduate work in law and philosophy He had an active and varied career in law.politics and business Throughout his life, he maintained his interest in writing For several years he was the president of the Terre Haute Literarv Club and in 1938 his Alma Mater.De Pauw University, honored him with the degree of Doctor of Letters When he retired from the business world, he devoted himself entirely to literature Max Ehrmann died on September 9.1945 at the age of 73; among his published works, many which were posthumously edited by his wife.Bertha K Ehrmann are the following The Poems of Max Ehrmann.Madelaine Le Blanc.A Farrago.A Fearsome Riddle.Jesus.A Passion Play, and The Journal of Max Ehrmann I trust that this information will enable you to do justice by giving credit to the real author for the writing printed in your column as above mentioned Yours truly.Redmond Hayes P S.— The last line should read Be cheerful.Strive to be happy ." and not;
