under his care.The Presbytery expects no more and will accept nothing short of this Mr.Whitelaw, on being called t< Kinnear’s Mills and installed then by authority of Presbytery, wa*-given authority to exercise his pastoral office over a particular people and within a given sphere, namely, the physical bounds of the particular people recognised by the Presbytery in the call or the physical bounds of a people recoy-nized by the Presbytery as adhering to the call.The pastor of a congregation is like the captain of a single ship in a large fleet.The captain of a shin may be transfer red from one ship to the other, but his oversight is the single ship.So the Pastor’s oversight is the body of people, members and adherents recognized by the Presbytery in the call or adhering to the call.If there be others outside that sphere, desiring the pastoral oversight it is for them to apply to the Presbytery.Mr.Whitelaw cannot recognize applications for religious services and pastoral oversight from members and adherents be longing to other churches without receiving the sanction of the Pres bytery.With reference to the divine commission, “Go ye into all the world and preach the gospel tc every creature,” Mr.Whitelaw has confounded the term “minister” with that of “pastor,” The minis try is an office in the church universal.It is like a captain in the navy who is as much a captain on shore as when in command of a ship.At Mr.Whitelaw’s ordina tion the Presbytery conferred on him authority to preach the gospel and administer ordinances anywhere where God may order his lot.At his installation, as pastor, the Presbytery conferred on him authority to preach the gospel, administer ordinances and exercise oversight to a people rej cognized by the Presbytery in the call or recognized by the Presbv-tery as adhering to the call.In making this distinction the church followed the pattern set before her by her Founder, The Lord and Master allotted a sphere of labour to his apostles.He sent them bv two ana two, where He Himself was to come.He sent them to the lost sheep of the House of Israel.His painful humiliation was in part to confine his labours to the lost sheep of the House of Israel, His unerring refrain, to those who appealed for a wider sphere of his ministerial labours, was I am not sent but to the lost sheep of the House of Israel.He recognized his authority limited to those to whomhe was sent and where otherwise exercised.He sought recognition from above.The recognition of Heaven’s authority is the law of the Church, and the law of the Church is to make every man conscious of his office, and the sphere wherein to exercise it.Even the great Apostle of the Gentiles who could be “all things to all men” was conscious of the measure of a rule.He had a sphere of labour allotted to him beyond which he may not wander in his zeal, 2 cor.10, 12, 14.Presbyterian ministers in their individual capacity have hitherto laid no claim to apostleship, with authority to found churches ami appoint themselves or others as pastors over them.Their position is more modest and becoming their gift*, namely, that of pastors and teachers called to this work by those having authority to ordain ami install them.The charge against Mr.Whitelaw of traps gressing his neighbour’s bounds was brought before the Presbytery by Rev II C.Sutherland in an orderly way, to wit: after communicating his intention and after sending a copy of his charges to the session at Kinnear’s {diHs.In recognition of his right and in view of the circumstances the Presbytery adopted the following resolution.To wit: “Whereas it is alleged by the session of Inverness congregation that Mr Whitelaw conducted religious services within the bounds of Inverness congregation : and whereas the law of the church prohibits transgression of a p*syj TûîTiSiâvi ! to go or not to go ?I chose the former and am prepared to abide by the consequences.” If Mr.YVhitelaw recognizes the largely signed requisition referred to in preference to the resolution of Presbytery in terms of the constitution, he does so in violation to his public vows of obedience to the Presbytery.His obstinancy may produce invitation but not convie tion.There is an unwritten as well as a written law of the church, and both are agreeable to the word of God and the laws of nature.The constitution of the church is not like that of an ancient Greek state which depriv ed its citizens of individual rights;
