waterways, but thoughtless private individuals must also share a large portion of the blame for our serious water pollution problem.There are examples in many places right here in the Townships of river-banks being used as private dumps for the disposal of rubbish and unwanted furniture.One of the most glaring examples of this is the Yamaska River where it flows through Cowansville.During this winter, a veritable mountain of garbage has built up along its banks \u2014 everything from tin cans to paper bags to crates to food scraps.It seems that some people believe that because a waterway is covered with ice in the wintertime, no harm can come from littering it with rubbish.This, of course, is false.When the ice melts, the accumulated refuse pollutes water just as surely as if it had been dumped in during the summer months.Cowansville, like many other towns and cities in the I ownships through which rivers flow or where there are lakes has adequate bylaws prohibiting the dumping of refuse in waterways TÎr Smashups with autos are often given In Cowansville s case, the maximum penalty for breaking the law is a $40 fine and court costs or, in default, 30 days in jail.This does not
