of his 17 years as manager, he pointed out that he had always received ;he greatest cooperation from employers in general as well as un ion workers.Mr.Charette has been with the Federal Government since 1941 and has a considerable amount of experience with the Civil Service Commission in I'ontreal.During the past five years he has occupied the post of inspector in Ottawa.SPECIAL SCHOOLS Bnla'in has about 680 special schools for children menially or physically handicapped.Industrial safety and an accident control course were the subjects of an address last night by Gordon D.Gilmour of the service department of the CNR.Montreal, at a dinner meeting of the Industrial A dent Prc ventinn Assoc During the course of his address.Mr.Gilmour demonstrated the Lateiner method of accident control after which a film was shown entitled."Call ’Em On The Carpet." “The Lateiner method,'’ Mr.Gilmour pointed out.“is one in which every one must do his pari, and facts must be present ed in a logical sequence followed by a demonstration and discussion. The most import art part of the method is that the discussion is done in small groups under a group leader.“Furthermore, the industrial accident does not only aifcct the industry but also community. The accident cannot only be traced to the unsafe or condition but all the way back to the victim's home. The background of the individual loads to the delect in the person and thence to the un safe act.H is only alter unsafe acts that the accident and subse quent injury follow.“However, accidents over which we have no control amouni to only one per cent of all industrial accidents, and during the chain of events which lead up to the accident the only thing over which it is possible lo have control is the unsafe act or condition. Therefore that is the step where all the work must devolve.‘Thus it is that the foreman or supervisor has the initial responsibility of accident prevention and he must initiate the workman in Ihe procedures to combat the accident. To do this hr must remove the unsafe condition, or guard against it with either a warning or protective device.“Inspection groups, safely re ports and the like are necessarj as “follow tips' to maintain protective standards In this way il is imperative to eooperale all ihe way Iront management to the in dividual workman That is the only way to maintain accident prevention standards '' Mr.Gilmour was introduced !>v T, Monaghan, the chairman of the dinner and thanked by John York, manager of Thomson Electrical Works Ltd The conference dinner was or ganized by Roger Vczinn, Ihe Sherbrooke representative ol the Industrial Accident Prevention Association of Quebec
