unique and, as such, should have been given special treatment from the start.On the workers\u2019 side, basic principles and rights are in direct conflict with the over-riding issue of the public welfare.Management, too, is presented with its own conflict, and here is where the whole descends upon the government.The principle of government non-intervention U immediately made invalid by the fact that the government pays the bills.11 has the responsibility to see that the public is protected from harms to both pocket-book and limb.At the same time, it is the responsibility of the government to sec that one segment of the public, the hospital workers, are also given just treatment.Mr.Johnson's administration, it is true, inherited the problem from lhe Lesage administration that gave the right to strike to public service employees.But it is also time that each member of the present government actively sought all the responsibilities of office when campaigning for election.Hospital administrators cannot he ex pccted to negotiate properly because they cannot promise anything.Any extra expenses must be met by the government.?All men start life as babies and wives \u2014- the workers\u2019 and the government s \u2014 converge at the vital centre of the matter, a human being in need of medical help.Considered in the light of the horror that could so easily occur in (he event of a major disaster, say a factory explosion in Sherbrooke, it is difficult to understand how any union member, union official or politician could possibly allow hospital services to he curtailed.Faeh and every individual involved is guilty, and \u201cguilty\u201d is the word for it, of jeopardizing the life and health of every one of his neighbors.A major industrial accident, a fire or a building collapse can occur anytime and involve anybody.With hospital services curtailed, deaths and suffering could be increased an incalculable amount.It is obvious that, in the event of such a disaster the delays would be too great, even if the union should call an immediate end to the strike.In a smaller center, even a single car accident, one involving 10 or 12 people, could throw a
