Georgia.World Stands To Lose Much If British Recovery Fails By FORBES RHUDE Canadian Press Business Editor Watching Britain go through her economic troubles is something like listening to the chant of a fight announcer: \u201cHe\u2019s up.He\u2019s down.He\u2019s up!\u201d When \u201che\u2019s up\u201d we cheer.When \u201che's down,\u201d old man Britain pulls in his belt a notch and, if necessary, a helping hand is given.But it begins to look as though not enough thought is being given by enough people towards making the \u201cup\u201d cry stick.Most everyone in the western world probably feels that Britain must not go \u201cdown\u201d-\u2014certainly not at this stage of history.We comfort ourselves with the thought, \u201cBritain always comes through\u201d; we pay tribute to her sacrifices in two wars, and commiserate with her people in their austerity programs.If, on this side of the water, we do lend a hand, it is still without much idea of what the ultimate outcome will be, and is based on the least that will allow Britain to atfoid \"going broke\u201d as of the moment.This seems to be the case despite the fact that no country ever before has extended economic help to another country in the measure in which the United States, particularly, has given aid to European countries, including Britain.There has been the tendency to cut off the aid at the first signs of recovery, and before there is any assurance that the recovery is definite.This is understandable, to a degree.The United States taxpayer, or the Canadian taxpayer, can\u2019t be expected to keep on paying unless he feels there is real purpose.What bothers one is that little real attempt seems to be made to get a good look at what the prob- lem is, and what is required to solve it.This is not only a problem for Britain, but for all peoples whose prosperity is tied up with hers, and Canada is certainly one of these.One is reminded of Britain\u2019s experiment in 1947 of making her pound convertible into other currencies.She did this because she had agreed to do it as one of the terms of an earlier loan from the United States.When the experiment failed, one heard that both Britain and the United States knew it would fail; but that Britain hesitated to ask release from the terms of the loan; and the U.S.didn\u2019t feel it was her place to speak to Britain.Whether or not that story is entirely true, it does seem to illustrate an attitude among countries concerning individual problems which are of concern to all.It may be a matter of too much protocol.While one does not know the solution to Britain\u2019s problem, one can take a look at its roots: Britain became wealthy through buying raw materials cheaply and selling manufactured foods; and also selling services\u2014^financial services such as banking and insurance; shipping services; all the items which accompany trade.She invested her money in other countries and got back dividends.Today, she can't buy raw materials cheaply, and it is more difficult to sell manufactured goods at a profit.She has lost, through two wars, much of her income from investments abroad and from services.It makes a dismal picture.It is not made less dismal by the fact that the average Briton, observers say, is not aware of how dismal it is.Continued On Page 5 For a reason not explained, theS> Taft forces brought because they were largely supported by Democrats who would turn Republican for Eisenhower.The Taft forces, making what they claimed was a magnanimous gesture, offered a resolution which would have prevented certain delegates from voting on their own right to be seated as delegates.The Eisenhower forces refused half a loaf, and in amendments moved for removal of all 68 from the privilege of voting on their own right to be seated.The Eisen-hower people won a 658 to 548 victory.Pro-Eisenhower forces immediately seized on this as an indication of how the vote will go when the balloting for a candidate starts.But the Taft forces claimed the 548 are the hard core of the Taft support and will remain through enough ballots to gain the additions to give the Ohio Senator the necessary 604 votes to win.The real meaning of the vote will not be known until the nominations Wednesday night.The candidates do not go near the convention hall until after the nomination.Thus the delegates have no chance to be swayed by the personalities except in the meetings constantly going on at the Conrad Hilton and Blackstone hotels.But their workers do the spellbinding for them and the Eisenhower orators in yesterday\u2019s scrap seemed to have the edge from every point of view.As Canadian Dollar Value Increases Sidelights On Chicago Convention Chicago, July 8.\u2014ffi\u2014Goaded by a rallying keynote speech, Republicans today whirl back into convention, the Taft-Eisenhower duel for Presidential nomination and its offshoot fight over delegate seating.Highlights: The credentials committee begins hearing disputés, on appeal from the national committee, involving 93 delegates from voting on delegate contests whenever the controversy gets to the floor.* * * Reaction to Gen.Douglas Mac-Arthur\u2019s keynote address, generally warm with a few cool comments, continued to bubble.The speech last night called Democrats a blundering \u201cwar party\u2019\u2019 and rallied Republicans to rout them, from office.» * « The platform committee, agreed on all but the civil rights plank, worked on the final draft of their proposed statement of policies, expected to be ready for convention action tomorrow.* * * Senator Robert Taft, of Ohio, meets with Minnesota and Utah delegations.* * * Gen.Dwight Eisenhower, after breakfast with the Missouri delegation, confers with other state groups.Everyone seems to be trying to get into the convention act and that\u2019s why there are so many people and cars in Chicago that it usu-MacÀrthur, not quite the daz- ally costs 81 the war policy which left Russia in such a strong position in Europe.\u201cWe practically invited Soviet dominance over the free peoples of eastern Europe through strategic disposition of Soviet force at the close of the European war,\u201d he Sc id.\u201cWe foolishly permitted the encirclement of Berlin by Soviet forces, rendering almost inevitable the tragically-high cost we have had to pay to force open lines of supply and communication between our zones of occupation there and in west Germany.\u201d Eisenhower was the supreme commander in Europe.Eisenhower and Taft headed toward another clrsh over delegate contests today.The big convention seemed triggered to explode over a credentials committee report on the seating of 93 delegates from seven states, most of them Taft backers.Of these, the 68 from Georgia, Louisiana and Texas were barred from voting on any seating contests until their own status is decided finflly.Although Taft was beaten on that issue he.bounced back to capture control of the convention\u2019s credentials committee.This group named former Representative Ross Rizley of Oklahoma, a Taft backer, as chairman.Some Eisenhower leaders feared the committee would bring brek to the convention \u2014 possibly today but more likely tomorrow \u2014 a report giving the Ohio Senator the bulk of the contested delegates.They promised a bristling floor fight in To Canadians Ottawa, July 8.\u2014 (CP) \u2014 The determination of Canadian soldiers in Korea to keep their comrades from falling info enemy hands is shown in the citations for four immediate gallantry awards announced today by army headquarters.One Mililary Cross and three Military Medals were awarded.Two of the Military Medals were given to soldiers who showed bravery in bringing back wounded comrades to their own lines.Lieut.David Alexander Middle-ton, 28, of Moose Jaw, Sask., and Toronto, with the 1st battalion, Princess Patricia's Canadian Light Infantry, was awarded the Military Cross.Military Medals were awarded to: Acting Sgt.Trevor Allen, 28, of Springhill, N.S., a member of the Lord Strathcona\u2019s Horse; Cpl.John Glenford Dunbar, 26, of East Croydon, Surrey, Eng., who enlisted in Vancouver with the 1st battalion, P.P.C.L.I; Pte.Jean Guy Guay, 20, of Montreal, of the 1st battalion, Royal 22nd Regiment.Cpl.Dunbar and Pte.Guay both won their medals for bravery in saving wounded soldiers.Cpl.Dunbar and Lieut.Middleton won their awards in the same action on the night of May 21 last, when the corporal carried his wounded officer away from enemy lines Bedded down in the open and reduced to bread-and-milk rations, 900-odd prisoners today helped to clean up the damage they wrought in the $200,000 week-end riot at the Ontario reformatory.The last of the rioters surrendered yesterday, giving up the knives, pieces of lead pipe and other makeshift weapons they had the wanton destruction of foodstuffs.\t, Prisoners told reporters they had planned to take over the prison to draw' attention to food grievances, treatment by guards and lack of machinery for airing complaints.Although some guards said discipline broke down after reforms minister Foote insisted that no prisoner be strapped without his ® ____________________ (\u2022 By The Canadian Press Should Canadians accept the United States dollar at par value when their own dollar is quoted on a higher level?Most Canadian business men have done so until now, but with their dollar reaching new heights at New York, there are signs today of a change.At New York Monday the Canadian dollar touched its highest point in terms of United States funds in 19 years, reaching $1.04 1/8.It closed at $1.03Mi.A Canadian Press survey showed many Canadians arc being forced to reassess the situation.The problem was expressed by George Matthews, secretary of the Retail Merchants Association at Vancouver.He said: \u201cWe accepted the U.S.dollar at par until now as a goodwill gesture.But the discount has increased so sharply our members are taking loo much of a financial beating.\u201d Others, who remembered the time when Canada\u2019s depreciated dollar was accepted at par at holder points, looked for ways out.The Victoria Chamber of Commerce decided to recommend that merchants wait until hanks discount the U.S.dollar a full five per cent before following suit.The Ontario Hotel Association decided on a similar course last week.A survey at that time in Toronto showed U.S.tourists could still get full value for their money.At Ottawa the speciality shops section of the city\u2019s Board of Trade suggested that stories discount U.S.money on all sales under $5 but give full value on sales over that amount.The suggestion will be considered Tuesday by the board, whose decision will probably set the policy for most city stores.In Montreal, the Tourist and Convention Bureau and the Hotel Onwers Association said they no longer are urging their members to accept at.his summer home at nearby Port Stanley following a heart attack.Death came to the former president.of the Labatt Brewing Company of London almost 18 years after he was kidnapped\u2014on Aug.14,
