Ottawa for talks on the current cold war crises at the height of his career and his popularity. This is in marked contrast to a year ago, when his stock was low- Mr.Macmillan became prime minister at a time when Britain was wracked by divisions over Suez and formidable economic problems threatened to wreck the Conservative government. He was a man little known to the public and his country squire looks were considered a dubious political asset, But now it is just those qualities of calm and judgment Which have enabled him to ride out storms at home ahd abroad unruffled and unperturbed. Now he has become the leading spokesman of the free world in negotiations with the Soviet Union as a result of American Secretary of State Dulles' illness.Mr.Macmillan said on his arrival in Ottawa yesterday that the prime task New Ideas for the West was to frame a united policy based on firm principles combined with a readiness to negotiate. The latter part of his statement is vitally important, for the West cannot put off forever direct negotiations with Russia over Berlin and Germany. The British Prime Minister, who has become a sort of go-between in the international exchange of ideas, is ideally suited for the job of framing a policy which is sufficiently flexible to provide some chance for successful negotiation. He does not suffer from the rigidity that has paralyzed American policymakers in recent times. He is capable of throwing out new ideas, or accepting variations on old ideas, and then calming the fears of his more sensitive allies. This week, Mr.Macmillan will have an opportunity in Washington to impress on President Lisenhower that talks with the Russians are not the same thing as appeasement.NEA Service, In.Shovel Swingers Still At It B/g Y ear For The Largest Club Frustrated French Protest The resurgence of Communist strength revealed in France's municipal elections reflects protest against President Charles de Gaulle’s domestic austerity program. He had the nerve to impose higher taxes, which most French leaders have always shrunk from.An unlucky accompaniment of his program has been higher prices and a relatively mild business recession. The combination inevitably had its effect. But we have to understand in weighing this result that the Communist party in France is not a massive instrument for the overthrow of democratic rule in that country. It can perhaps be best described as a kind of repository of protest. It is the party of unhappiness.Millions of Frenchmen who have not known how else to exhibit their frustrations, their anger, even with some their despair, have voted Communist.Only a relatively small core represents dedicated Reds committed to the bidding of Moscow. The rest are the unreconstructed who do not like many things in the general trend of French life since World War II, and see the Communist party as the only outlet of protest."I hat some sizable part of their number can be wooed away by fresh signs of real hope was clearly demonstrated in the big national legislative elections last fall.Ihen, for the first time since the war, .the Communist vote dropped from its steady 25 per cent to slightly less than 20 per cent.It was the promise of President de Gaulle that did it.He captured their imaginations, seeming to offer visions of a truly better course for France. But when he got down to cases with tough measures to bring about a new course, they didn't like what they saw.So, if these city and town elections are a fair measure, they have gone back to join the fist-shakers in protest. This news isn’t good for de Gaulle, whose wide support is thus undercut.Still, Khrushchev had better refrain from cheering. For most of these millions of disgruntled Frenchmen have no more use for him than for their own government.Letter To The Editor The Editor, Sherbrooke Daily Record.Dear Sir: We are being constantly told in every paper and magazine that we pick up that this Dominion ot Canada flag that I have in mind 1 would place a Canadian beaver in the upper left band corner-rampant of course attired in striped pants and high hat.in the flag, replacing the shield on which the Charter members usually boast at least one callous per palm and the only fee for joining is to own a shovel - or know someone who owns a snowplow.Meeting time invariably falls on the morning after a snow-storm, although the executive must meet more often, if only to send their snow-plows cavorting down the streets, awakening the rest of the poor exhausted members at.the most unholy hours.* * » While everyone in our town has joined the main club, the name of which we have already given you, there has grown up, as so often happens in such a large and heterogeneous group, two factions among the membership. These two factions may be roughly divided into the “Take-t h e-shovel-in-hand-and-get-out-and-start-digging”, group as opposed to the “Wait-and-see-if-a-snow-plow-will-come-along” group. The shoveller spends most of his time looking over his snowbank at his neighbour's full driveway muttering, “Why doesn’t the lazy so-and-so get out.and do a little shovelling himself like I am” while the snowplow-hopefuls’’ spend as much time twitching the curtain peeking out to see if the snowplow has come yet, as it would have taken them to do the shovelling in the first place.ik « * So much tension has developed, in fact, over this question of man-power versus automation, as applied to the driveway, that it is said that a caucus of members is even now promoting an amendment to the club’s charter for next year, prohibiting the dependence of members on snow-plows - as being incompatible with the democratic way of life. There has occasionally been some talk of proroguing - if not even of disbanding the member- ship of the club, but this treason-] able talk has only broken out af-| ter the sun has shone for 15 consecutive minutes in a day or the liquid snow has begun to] drip off the roof. But needless to say.the next blizzard has always been sufficient to whip the membership back into line so that the club still seems as firmly fixed in the driver’s seat as it has been | all winter. If it ever does disband, and it ! is said that there’s still a sneaking hope that July1 and August may see at least a temporary cessation of meetings, our town will of course suffer a definite deterioration in muscles and callouses. However there is always one heartening aspect to the situation and that is that though Canada may vary Irom province to province as to taxes, liquor law's, traffic control or educational grants, she varies little as to KING SIZED’ BILLBOARDS ARE MENACE (Baltimore Sun) These billboard people! Shove them back 660 feet from the.roadsides, deny them special privileges in cities and towns, denounce them as a highway menace—and what do they do?Why* they figure out a way to do the same unpleasant thing, only bigger and better and more horrendously than ever. What they are toying with now.according to the trade journal Advertising Age, is a billboard so big and so glary as to make a joke of the 660-foot forbidden strips. This reported monstrosity spreads over 8,000 square feet, fully 24 times as much as the big billboards which now deface the roadsides. What’s more, it can evidently be set.back 2,000 feet from the highway—more than one-third of a mile—and still be all too visible to the passing motorist. Its sponsor, the trade journal reports, describes the gargantuan sign as one which can “have a dominating effect in large market areas.” Shuddering, we can w'ell believe it.What will be interesting to see now is if the billboard lobby at Annapolis is going to tell about its new secret weapon or if, more prudently, the lobbyists will wait to spread the word until the Legislature is harmlessly adjourned.snow.It always falls - and is seldom less than bountiful!
