declared last night that he would retire from public service next April 1.He made the announcement to a gathering of the Canadian Postal Employees Association who are here on a four day convention.Mr.Turnbull said, \u201cYou\u2019ve heard the story that I am quitting next year.I am.Don't think that I am quitting because I think its too tough or that I have been quarreling.\u201cI don\u2019t think that a man who got up to the top should hold on to his job to rob another man of a promotion.There always ought to be a better man to succeed you.\u201d During his address to the
