practical working relations with Communist governments of the world despite its strong disapproval of Communist ideas and methods.This basic policy now is being worked out in the development of a new American attitude toward China as that country comes progressively under Communist control.It is dramatically illustrared also by the appointment of a new United States minister to Communist Hungary.In both instances the movement of American policy is based on the idea that the presence of a diplomatic mission in an important foreign country is highly-useful to the United States.At present the only notable exception to this poilcy is non-Com-munist Spain where, in the state deoartment\u2019s view, the presence or absence of an American Ambassador has become a symbol of approval or disapproval of the Franco regime.Even so the United States maintains an embassy at Madrid in charge of a ranking diplomat.The Hungarian situation arose as a result of charges made against American minister Selden Chapin early this year during the Communist government's trial of Roman Catholic Cardinal Mincls-zenty.Chapin was accused of working against that government and violating Hungarian laws.In February Hungary demanded his recall.He was promptly brought home \u201cfor consultation\" and the United States formally reserved all its rights in connection with the issue of whether Hun-gaiy.as a former enemy state operating under a peace treaty, actually had any right to force him out.The United States might have sought to force Hungary\u2019s acceptance of Chapin.However, thaï would not have offered a practical solution to the problem of maintaining a strong, observant legation staff in the Russian satellite country.President Truman therefore announced yesterday the appointment of Nathaniel P.Davis, veteran career diplomat, to be minister to Hungary.At the same time he made public a highly laudatory letter to Chapin, expressing his confidence in the retiring minister.In the case of China, the Communists still do not have a national regime but rather a network of regional administrations controlled through central party machinery.It is expected here that Communists soon will form a regime which they will put forward as a new government for China.The question of recognition then will arise in a practical form.What the United States is doing in the \u2018Dunkerque At Shanghai By FRED HAMPSON Shanghai, May 26.\u2014 l/P) \u2014 A aandful of Nationalist rearguards still stalled the Communist occupation of Shanghai at Soochow Creek today.They seemed determined to fight to the end to cover a government \u201cDunkerque\u201d at Woo-sung.For almost 21 hours this small Nationalist force had kept the Reds away from the Soochow bridges\u2014and from garrison troops withdrawing to the Yangtze escape port 10 miles to the north.The battle raged in the heart of this Asian metropolis near the confluence of Soochow Creek with the Whangpoo river at the north end of the famous Bund.The battle area embraced some of Shanghai's finest modern buildings north and south of Soochow Creek.Trapped in these and nearby apartment buildings were hundreds of foreigners.Rifle and machine-gun fire splattered against some of the structures.Two bullets landed in the bedroom of John Gabot, United j t_ consul general, in the Glen- I line building.But so far the
