seize both the coal mines and the steel mills if strikes in these basic United States industries are not settled soon.Apparently the affected labor unions would welcome the move in the belief the government then would proceed to apply the union terms in working agreements.But if the seizure does come to pass it will provide notice to the American people that the collective bargaining process as now conducted is definitely getting out of hand.It is obvious that these stalemates between giant industrial and union forces are not in public interest.No matter who is right in these or any similar disputes, neither side has the right to inflict the kind of damage on the economy\u2014 and hence the people generally \u2014 that it is almost inevitably the outcome of such widespread work stoppages.The President\u2019s steel fact-finding board itself suggested that labor controversy ought not to be allowed to reach the massive proportions of today\u2019s typical conflicts.It advised the steel industry and the steel union to go back to bargaining on a company-by-company basis.Were bargaining to be conducted once more at the company level, the vast crippling effect of industry-wide strikes would be eliminated from the picture.A strike would still hurt, but not as much as now.Furthermore, the negotiations on this narrower footing would mean an end to the huge aggregations of power arrayed against each other in a war of attrition.It is the very scale of these battles that seems to make government intervention so often the only solution.For both management and labor commit so much of their strength and prestige in these struggles that neither can give ground easily.The nation-wide scope of the disputes puts the public spotlight upon them and thus intensifies the difficulty.When bargaining is attempted under these conditions, it seldom bears much resemblance to the man-to-man horse trading that really leads to a reconciliation of divergent views.What usually happens is that each side states its position in unyielding fashion and then sits back to wait for the government to step in and enforce a settlement.In the past, more often than not the government-enforced solution has been favorable to labor, which explains why the unions still welcome intervention by Washington.But under different circumstances the decision could easily be the other way.Only when the government makes it clear it will not take a hand do the parties get together in something roughly like the old bargaining situation.The General Motors strike of 1946 was settled fast once the union understood that Washington would not act.But most of the time the government cannot sit idly by.The impact of the coal and steel strikes is too far-reaching to allow a hands-off policy indefinitely.The dilemma of today will continue to recur until genuine collective bargaining on a reasonable scale is restored in all basic industries.RECALLING AN OLD WORD Earl Rowe, one-time leader of the Ontario Conrervative party and presently one of the chief Opposition financial critics in the House of Commons, has been in politics many years and as the result is able to recall many things.Just this week he has revived a long-forgotten word, a word that at one time was considered quite important in the English language, The word was \"economy.\" He presented the idea of economy to the House of Commons at approximately the same time the Labor Government in Great Britain was announcing a policy of retrenchment, the expenditure cut affecting many items which long were deemed necessary.These slashes even included such sacred services as the information bureau which had its budget cut $3,000,000.It would seem that the present administration in this country could do something about reducing expenditures and thus relieve the load on the taxpayers and the pressure on productive industry.Virtually every branch of the government service has shown steadily-growing expenditures, despite the fact that in many cases the responsibilities of these departments have been, or should have been, curtailed.Strictly wartime units continue to clutter up the government payroll and occupy costly space at Ottawa and elsewhere.Government spokesmen maintain that the tax level must be maintained at a high level to reduce the national debt.But it seems to forget that any money saved by the streamlining of the public administration reduces the debt just as effectively as that raised by additional taxation.And there is one important difference.When the present high level of national income is reduced, the tax situation can be eased in two ways \u2014 one by the saving in interest charges and the second by the reduced demands for operating the nation's
