yesterday, but it was problematical Whether even a Commission recommendation could change the present set-up whereby rates on a huge segment of the grain trade are held at 1897 levels by 1925 legislation.Parliament\u2014which now keeps the grain rates under its control \u2014would have the final say in any transfer of authority to the Board of Transport Commissioners, which regulates other rates.And any such transfer would have a rough ride through Parliament.That was made clear in evidence before the Commission as it heard final argument for and against the Canadian Pacific
