language institutions and with a few exceptions where meagre starts have been made, the situation in the English sector appears little better than it did a year ago.One of these starts began in the Eastern Townships recently with the formation of the Sherbrooke Regional College Planning Committee which is preparing a brief on an English CEGEP in the Sherbrooke area to match the French college which opened its doors to students this fall.The CEGEP\u2019s, as recommended in the Parent Report and legally established by the Québec Legislature in June 1967, are polyvalent colleges which will replace the first two years of what is now the university course.They will offer both terminal technical courses and pre-university courses.The head of the committee planning such a college for the Sherbrooke area is Professor T.A.Judson, Head of the Department of Economics at Bishop\u2019s University.\u201cOur intention,\u201d he said, \u201cis to Eventually present the government with a brief outlining proposals for a college in the area, but right now we are just at the stage where we are establishing our definite topics of discussion.\u201d The committee as a whole includes a cross - section of community and educational leaders from the area.Professor Judson declined to predict a date for the completion of the report, but said the committee is studying potential niembers of the future college\u2019s corporation, courses to be offered and a site for the institution.He said the committee had no definite site in mind at the moment, adding that even if one Inside Births, deaths 7 Townships\tS Classified\t8 Comics\t9 By HUBERT BAUCH (Special to The Record) was recommended, it did not necessarily mean the government will approve of it in the final analysis.There is another English CEGEP in the planning stages, however.This is Dawson College which is scheduled to open in Montreal next fall, but the situation there is still in a state of flux and planner in other centres of the province are hesitant to use it as a model until they see it in actual operation.On the CEGEP front as a whole, the general picture is still cloudy.McGill University and Loyola College were both asked to provide facilities to begin English colleges, but declined.Bishop\u2019s has offered its facilities, but has received no reply from the government.Dean I.L.Campbell, Dean of Arts at Bishop\u2019s said recently Bishop's would be willing to offer its facilities on a rental basis to get a CEGEP for the townships started, but specified that the university itself must lose no staff in the progess; it must be told in advance when they will be relieved of the burden, and could provide no technical education.On the whole, the problem of curriculum for the English CEGEP\u2019s is still a question mark as the English sector is still asking for further modification in the rigid French-based specialization program before anything definite gets started.An even bigger question mark is staff.The Parent Report specified the CEGEP students should be taught by instructors with no less than an MA standing, but in a province such as Quebec where even the high schools are finding difficulty in acquiring competent staff, the hope for today Editorials\t4 Financial\t7 Sports\t10 Television\t2 Women\ti finding qualified teachers for the CEGEP\u2019s in a short space of time is a dim one indeed.It is generally agreed that such people will not be lured away from university teaching posts in great numbers, nor will they be recruited in the rest of the provinces due to the lower pay scales in Quebec where the government is showing little inclination to raise salaries of teachers to begin with.People in the education department have great expectations for the college system, but they temselves do not know where they are going to find people to staff them let alone buildings, corporations and other facilities necessary for the establishment of a system with any level of academic competence.Another miscalculation, or oversight, by the officials in charge of the CEGEP\u2019s was the number of students who decided to enter the university preparatory course.Planners had estimated that 70 per cent of the CEGEP applicants would opt for the terminal three - year technical course.However, when the colleges started rolling this year, they found the exact opposite had happened as the great majority of the students decided to enter the preparatory course.The implications of this miscalculation triggered the student revolts which hit the colleges last month and forced a temporary shutdown of the institutions as the students vented their dissatisfaction with the fumblings of the education department.The students were upset over the fact that the government had failed to anticipate the course choices which will see vast numbers of students graduating from the CEGEP preparatory course then find that they have no place to go as a result of space shortages in the existing French - Separatist Francois Aquin, embroiled since 1967 in political disputes ranging from President de Gaulle's \u201cvive le Quebec libre\u201d slogan to treatment of English-language minorities, announced Monday he is resigning as an Independent member of the Quebec legislative assembly.Mr.Aquin, 39-year-old Montreal lawyer, said in a statement he feels ineffective as an Independent MLA under the current parliamentary system.The system did not give him the leeway to promote the aspirations of the Quebec people He had appeared in the legislature only rarely during the current session Mr Aquin was first elected to the legislative assembly in 1966 as Liberal member for the Montreal-area riding of Dorion.He broke from the Liberal party July 28, 1967, when it opposed de Gaulle\u2019s \u201cvive le Quebec libre\u201d slogan shouted during the president's 1967 tour of Quebec.He decided to sit as an Independent, joining forces with an- other disgruntled Liberal\u2014-Rene Levesque who founded the separatist group Mouvement Sov-erainete-assoeiation in late 1967 MET HEAD ON But the two met head on last April at an MSA meeting in Montreal when Mr Levesque swung separatist supporters to endorse a \"fair play\" policy toward language and education rights for the English-speaking minority in a free Quebec.Mr Aquin, who subsequently resigned from the MSA, opposed the policy on the grounds that state aid to English language schools should be only for a \"period of transition\u201d instead of being full-time He also disputed economic theories held by Mr.Levesque, who favors an independent Quebec with loose economic ties to Canada.M r.Levesque's separatist group was disbanded last month and merged with Gilles Greg oire's Ralliement national to establish a new political force\u2014le Parti Québécois.Meanwhile, Premier Jean-Jacques Bertrand's only comment on Mr Aquin's resignation was that a byelection would be held.The announced resignation leaves three vacancies in the 108-seat legislative assembly.The other two, in Bagot and Montreal Notre-Dame de^Grace, are to be filled in byelections Dec 4 The house now has 54 Union Nationale Members, 48 Uberals and three independents are under fire Czech PRAGUE (AP) -
