for the federal government to pay 90 per cent of the cost of the first five years of the program, with further costs to be negotiated later.In the meantime, while priori-tie are set for the long-term highways program, the premiers say that the federal government should go ahead with an immediate two-year building program costing $66,600,000.Of that figure, $20,000,000 each would go to Nova Scotia, New Brunswick, and Newfoundland, while Prince Edward Island would get $6,600,000.The premiers' report also recommends changes in highway regulations aimed at improving road transportation in the Atlantic area.URGES CONSISTENCY It says there should be con- sistency, where possible, between federal and provincial motor carrier regulations, and uniformity in these regulations within the four Atlantic provinces.It also says federal or provincial authorities should establish and improve regulations requiring highway carriers to provide adequate and suitable accommodations and equipment for the handling of all traffic offered for carriage.Provincial taxation policies as they affect the motor carrier industry should be reviewed \u201cwith the objective of providing a greater degree of
