Unemployment Is Expected Unless Rail Strike Is Settled Soon MEMBERS HEAD FOR OTTAWA Mountain Rescue Rail Strike In U.S.To Be Limited Washington, Aug.23.— (A5) — Two striking United States rail unions today promised “for the time being” to keep their token walkouts from spreading into a tie-up of country-wide proportions.Leaders of 300,000 trainmen and conductors agreed to withdraw their threat to strike one or more major railroads when this week's five-day shutdown at three terminals and two steel-carrying railroads have run their course. The White House kept up i,j.s determined prodding for a solution to the long wage-hour dispute between the two unions and the principal railroads in the United States.Presidential assistant John P.Steelman asked negotiations committees of the carriers and unions to be ready to resume talks at any moment. The union chiefs said through a spokesman that they would forego any new walkout orders out of consideration for President Truman’s peace efforts. They said the move had not been requested by Truman but was out of “respect for him.” There was no indication how long the voluntary moratorium on strikes would last.Three terminals were made idle Monday in Cleveland, Louisville and St.Paul, and two short but strategic railroads were shot down yesterday. The rail lines were the Elgin, Joliet and Eastern and the Pittsburgh and Lake Erie. The strikes were called for only five days—a manoeuvre by the unions to avoid any strike-ending injunction but to hasten government seizure of the roads.Three times the unions have formally called upon Truman to seize the properties, saying they’ll work for the government at the present wage-and-hour contract. Both sides acknowledged there had been no progress at yesterday’s White House meetings.Still in the picture was an offer made by the railroads last Saturday to grant wages increases in exchange for a three-year, nostrike agreement. The wage increase to members of the two unions in car service would amount to 23 cents an hour, to help offset the loss of pay in cutting back from 48 hours to 40 a week. The unions want the shorter week at the same pay for work in the yards. They are asking for wage hikes for those in train service outside the yards. The employers also offered a five-cent hourly pay increase for those in train service. The railroads’ negotiating committee said the union demands would cost IbfbOOO.OO'O annually. They estimated their offer would cost American rail carriers a total of $45,00'0,000, or about two-thirds of the union demands.Three Thousand Coal Miners In Nova Scotia Are Released — Man-0n-The-Street Takes First Day's Inconveniences In Stride.West Europe Nations Are Urged To Rearm Themselves By DEWITT MACKENZIE Associated Press Analyst The council of deputies for the 12-country Atlantic pact, meeting in London, is up against the urgency for quick western European rearmament. Moreover this rearmament demands the full participation of all members, some of whom have been pursuing a course of watchful waiting. There has been considerable disposition to depend on the United States for the wherewithal, both economic and military. Now American chairman Charles H.Spofford is understood to have made fresh and pungent representations to the council in urging all-out co-operation in preparing for mutual defence against pos-_ible communist action.Everybody must pull his full weight. One naturally has a sympathetic understanding of the feeling of the European countries w'hich were on the firir.?line in the Second World War and now are struggling to redore the amenities of peacetime. They are reluctant to reassume the disabilities of wartime. However, they “world war” look puny.It will take every ounce of effort that peace-seeking countries can give to prevent another global hot war.The western democracies must match, and surpass, Soviet preparedness. That can only be achieved if every country, small and big, throws everything it can into the sacrifice. This is particularly necessary because it will safeguard American military striking power which could be dangerously weakened by constant calls for more U.S.troops in various parts of the world.I refer particularly in the recent i-rgings that the United States increase its permanent military force in Europe. That shouldn’t be necessary, if all western European countries contribute everything they can to the military defence. The U.S.should be enabled to keep her military machine in running order, to take care of such emergencies as | the invasion of Korea. Those emergencies are likely to 1 increase, especially in the Asiatic theatre. It is part of the Soviet long-range strategy to create just such situations, which will divide American strength in particular and the strength of the democracies in genera].By The Canadian Press Scattered industrial layoffs—with indications of more to come—have followed immediately in the wake of the railway strike.Three thousand Nova Scotia coal miners were among the first to go.Thousands more workers were told they will be jobless temporarily if the strike continues too long. But the man in the street—unless he wanted to take a trip or send a telegram — probably didn't notice the strike during the first day.Supplies of most commodities were normal, or nearly so.But that obviously couldn’t last if the strike did. Some areas—small communities in northern Ontario and Vancouver Island especially—were isolated. Some travellers ignored warnings of the impending strike and were stranded.Bus and truck companies, telephone systems and air lines were all but swamped in the rush of new business.Ottawa made emergency plans for an air lift to bring in Members for a special session of Parliament. On the stock exchange, some industrial issues dipped.First to be laid off by the strike of the 125,000 railway-men were nearly 75,000 other railway workers in trades not represented by the striking unions.Only skeleton staffs were kept on in some building maintenance, protective and clerical jobs. The coal miners in Nova Scotian-followed.With no cars to handle the loads from the mines, 3,000 mainland workers were laid off Tuesday.Four hundred more were expected to follow today. Most Cape Breton Island mines still operated, but in Alberta mining officials said 8,000 coal miners will be jobless in a few days.In Lethbridge, Alta., a flour mill with 100 employees closed down Tuesday night. The Maple Leaf Milling Company mill in Port Colborne, Ont., with 300 employees, shut down Wednesday. The Robin Hood mill in Port Colborne said it could keep going for from three to four days. With no livestock coming in by rail, stockyards in Winnipeg and Toronto were idle. The Canada Packers, Ltd., plant in Toronto was expected to lay off about 100 men.A cut in employment in all Swift Canadian Company, Ltd., plants was predicted by company officials. These factors raised fears of a fresh-meat shortage, especially in areas such as northern Ontario which are too far from packing houses to get their meat by truck.General Motors Corporation in Oshawa, Ont., with 7,000 workers, faces a shutdown in a few days, spokesmen said. The Studebaker plant in Hamilton, Ont., is due to close at the end of the week. But in Windsor, Ont., no immediate layoffs were scheduled for the Chrysler and Ford automobile plants there. At Sudbury, Ont., the International Nickel.Company refinery wras to lay off 2,250 men Wednesday, with more, perhaps, to follow.Pulp and paper mills also made plans for layoffs. In heavy Indus- An R.C.A.F.helicopter hovers over Grouse Mount a in 5,000 feet strntion of through research. It’s an oil seal — a ring-shaped packing that seals in the oil around vital bearings on industrial machines.Unlike most oil seals, which are made in sevei-al parts and then assembled — this new Johns-Manville Clipper Seal is precision molded in a single piece. This ensures a perfect fit, with less chance of oil getting out and dirt getting in to injure the bearing.Clipper Seal is but one of the many hundreds of J-M Packings designed and developed through years of research.Today there’s a Johns-Manville Packing for almost every industrial application. If you have a packing problem, contact Johns-Manville — Sun Life Bldg., Montreal — or see your J-M Packing distributor.stocks are still at a high level and i that substantial quantities of replacements are being received by truck.Spot shortages might appear in certain lines where supplies reach Montreal by rail but , the wholesalers see little reason ; for panic on the part of household-j ers.Rumors that gasoline rationing would be imposed were discounted by oil company spokesmen. They declared that local stocks had been brought to peak levels on the eve of the strike, loaded tank cars being placed on the sidipgs j late Monday evening after the storage tanks had oeen filled to I capacity. In addition, fleets of tractor-• trailer tanks are operating between Sherbrooke and the refineries in Montreal and these are meeting the reasonable needs of 1 the district motorists. The distributors, however, stress that mo-; torists should use reason in their gasoline purchases so that as much gasoline as possible be left available for the increased demands of the trucking organizations wffio are doing their best to fill the gap caused by the disruption, of rail facilities. The travelling public seems to be taking the strike in its stride and motor coach companies reported that business is quiet despite the lack of passenger trains. The company officials believe that many persons who normally travel by bus are deferlng their trips where possible fearing that the coaches might be overcrowded. They expect the real rush will come if it appears the strike will be of long duration. The Bell Telephone Company* appears to be bearing the great-est burden owing to the complete suspension of telegraph services which places a tremendously increased load on their long-distance facilities. The situation is further aggravated by calls by business men and manufacturers who are seeking to arrange alternative methods of obtaining delivery of badly-needed supplies.Extra operators have been employed and a system of priorities on long-distance calls established, but even with these precautions, considerable delay is sometimes experienced in completing calls.Of greatest interest to the dairy farmers of the district is the statement by the Carnation Milk Company in Sherbrooke that it will continue normal operations indefinitely.John Coyle, local manager, stated this morning that in anticipation of the strike, the company had cleared out its storage facilities and its basement for storing filled cans.In addition, fifteen refrigerator cars had been placed on thee sidings Monday evening which would serve as additional storage space.Ample cans are available for eight days of operation and a boatload is due in Montreal this week.If the railway strike is not immediately settled, these will be trucked to Sherbrooke. Thus, said Mr.Coyle, the company will be able to continue its present system of milk pick-up without interruption.Naturally the chief topic of conversation around town is the effects of the strike and its possible duration. Many varied opinions are expressed, some being convinced that a settlement will be reached within a few hours, while others see no resumption of train service until after Parliament has met, sometime next week. Many wild rumors are circulating as to how this or that industry will be affected, but for the most part these are rumors.Company officials admit, however, that if the strike lasts for many days the situation might become serious. One matter of direct interest to local householders is that of cooking gas.The city system receives its propane gas in liquid form by tank cars and householders have been urged by Mayor Howard to use care in gas consumption so the existing fifteen days’ supply might be stretched out, ft M „V' ¦.This picture of the Canadian National Railways station in Sherbrooke is indicative of the effectiveness of the railway Sherbrooke citizens were urged today by Mayor Charles B.Howard to economize as much as pos-; sible on the use of propane gas 'during the current railway strike.; Supplies of this fuel can only he obtained in tank cars and when the current stocks, estimated at about i two weeks’ normal consumption, are exhausted, the municipal gas system will he unable to supply its customers. In his statement.Mayor Howard asked that persons with propane gas installations confine their use to cooking purposes as far ns possible. At present, many householders are using gas for non-urgent purposes, with the heating of water being an especially heavy drain on the supplies. If these non-essential needs are cut to a minimum, the reserves may stretch out until normal mil deliveries are resumed. The eivio officials must see beyond the immediate ending of the strike as several days may elapse between the time railway services are resumed and tank cars roach here.DEATH is PROB1 D Montreal, take for us (1) to stabilize, (2) | to build up the necessary equip- ; ment to go forward, and going1 forward, in accordance with the planning of the joint chiefs of taff and Gen.MacArthur, to the 38th parallel, “There is more money than we need in Korea if these troops from North Korea should now or at an early date withdraw to the 3dth parallel. If there should bo per-j a great surprise and both appreciated the thoughtfulness.A very delicious dinner was served by the hostesiscs, Mrs.Guy Waldron and Miss Eldine Waldron.General Notes Callers at the home of Mr.and Mrs.E.C.Waldron were Mr.Sam.Elliott, of Brigham; Dr.and Mrs.Robert Elliott, of MarWeton; and Mrs.Maggie Bailey and Mrs.Minnie Elliott, of Sawyerville.Mrs.Agnes Thompson has returned to Lennoxville.after sprnd-j ir.g a few days with her daughter, Mrs.Philip McConnell, and Mr.î M* Connell.Guests of Mr.and Mrs.James; Towers were Mrs.Ernie Stone and family, of Coatieook; Mrs.!
