Communications Minister Eric William Kierans has pulled it off the political hat trick of this Parliament.His eye-dazzling, mind-boggling achievement surpassing even that expert Prime Minister Trudeau in the amazing art of stonewalling, snowballing and utterly baffling the Opposition, Conservative.New Democratic and Creditiste alike No member of the cabinet has made such an unbelievable mess of his department as Eric Kierans with the Post Office.He permitted postal strikers to blackjack the Treasury into a pay raise going beyond the government s own guidelines and costing the public a hefty increase in mail costs.He cut delivery schedules.He stood still for wildcat strikes.He let the bottom drop out of the once-proud mail service.And the Opposition hasn't been able to lay a glove on him in their so-far hopeless fight with this most artful dodger in a cabinet distinguished for its fleet and fancy political footwork.IT'S TO LAUGH: In fact, they seem so disheartened, they've about thrown in the towel, not having asked him about his pony express-style mail service in a week.For months on end there were complaints and protests about what the Opposition bleated and bled was his shocking \u2018non-service.\u201d Conservative, New Democratic and Creditiste members came to the Commons Daily Question Period armed with postmarked letters, documentary proof that it was taking a week to get a letter from Montreal to Toronto, five days from Winnipeg to Calgary, four days from one side of Ottawa to the other.At first Eric Kierans agreed things were pretty awful.\u2018 The public is paying more,\u201d he said, \u201cand getting less service for it.\u201d Then he tried \u2018\u2018shaming.\u201d as he put it, some of his slow-moving postal staff, reminding them that in no other occupation was anybody doing \u201cexactly the same kind of work in the same way as their grandfathers did.\u201d Finally he attempted frightening them with talk of welcoming \u201ccompetition\u201d for the Post Office which might compel his staff to smarten up in their own financial self-defence and economic preservation.Nothing works.Especially criticism in Parliament.For Eric Kierans has got to the point of just laughing about it.An Opposition MP brings to his attention in the House a particularly awful example of \"non-service.\u201d and Eric Kierans simply sits there, grinning.FUNNY: He yuks it up, could be in embarassment And they give him the haw-haw, certainly in frustration.The mail service, as it used to be called, has become a standing joke in Parliament.Nobody in the Commons takes it seriously any more \u2014 how could they \u2014 and so Eric Kierans.who used to be Postmaster General, doesn't get bugged any more.What\u2019s the use, the MPs shrug, of trying to ride him when all he does is laugh it up1 So they're off his back.And it still takes four days to get a letter across the National Capital, and who knows how long between Parliament Hill and say, Cornerbrook, Newfoundland or Powell River, B.C.0 But that worker of parliamentary magic, Eric Kierans, has done even better than shrugging and laughing off his non-service as the giggle-of-the-session.With a wave of the cabinet wand, the job of Postmaster General \u2014 that was what he was before he pulled his vanishing act \u2014 has disappeared.In the new list of the Ministry \u2014 see the back page of the official parliamentary Hansard for any Wednesday\u2014 Eric Kierans is catalogued as \u201cMinister of Communications.\u201d And nowhere is there any trace of \u201cPostmaster General.\u201d Good thing, too, Eric Kierans probably figures.For not only is it a matter of, hopefully, out-of-sight out-ofmind, but it gives him more time to turning his
