says: There has been so much going cn behind the scenes in importas: banking houses in Wall Street that the street has seldom witnessed such a kaleidoscopic succession of rumors and cross rumors. In such ( an atmosphere of extreme uncer-i tainty it is little wonder that Tuesday’s brlliant rally was reversed, with traders, including floor brokers, more or les floundering around, without rhyme or reason.Nevertheless, the buying which appeared towerds the close yesterday, and which caused sharp rallies from the previous lows, was of the finest calibre. It seems to indicate, if there have been radical differences among important banking elements, that a satisfactory understanding at least has been achieved.Probably the most important piece of news of the day broke jus: after the close of the market. It was the message of Senator Smoot, chairman of the Senate Finance Committee that Secretary Mellon favors the Smoot-Hawley tariff bill and that there is no doubt about its being passed by the Senate.Despite the fact that there are a host of critics of the tariff bill, many of them mere publicity seekers, it must be remembered that no tariff bill ever drawn will suit all of the people. However, the fact remains that the United States has prospered mightily under a protective tariff. We should be willing to accept the endorsement of the eminent Secretary of the Treasury as the final word on the utility and practibility of the new tariff bill. The high character of the buying during the last fifteen minutes of trading yesterday, plus the message from Mellon or the tariff, should prove an atmosphere this morning, distinctly favorable to a broad market recovery.Canadienne . . 172% '• • •' Commerce . . 254 .• Montreal . 304 Nova Scotia
