America is less audible than a year ago but still loud enough to cause great concern in Washington and a redoubling of efforts to thwart the Nazi-Fascist penetration of the Western Hemisphere.Using diplomacy, dollars and commercial competition, the United States has driven several Axis airlines from South America, but the general situation, particularly in Brazil and Argentina, is considered unsatisfactory.The German and Italian airliner are considered far more than mere commercial enterprises.They are regarded primarily as propaganda agents for the Axis, espionage bureaux, training centres in aerial photography and long-distance flying and a serious leak in the blockade of Europe.Most of the Axis lines hook up with the Italian trans-Atlantic Lat.service which runs from Rome to the national income to the war effort.The restrictions, put into effect by the Wartime Prices and Trade Board, take effect next Tuesday, October 44.Since Monday is Thanksgiving and most business places will lie closed, this virtually means that instalment buying will lie under control on next week's first day of business.Not only sales of retail stores are affected, but also the operations of nil lending institutions, so far as instalment credit transactions are concerned.These, are the most important regulations: 1.\tThe down payment on any goods affected by the order\u2014other than private automobiles\u2014must be at least one-third of the total cash price and never less than ten dollars at time of delivery.The balance must be paid in full within twelve months, with minimum monthly payments of five dollars each.2.\tThe minimum down payment on automobiles must be fifty per cent of the cash price.The balance must be paid in full within twelve months on cars costing less call on her cousin and was much surprised on entering to find about thirty friends awaiting her, including two sisters-in-law from Newport, Vt.She was seated in a pink and white decorated chair under an arch of the same color, banked with flowers.Little Elizabeth Henderson and Ronald Moss, dressed as bride and groom, came in pulling a cart loaded with daintily wrapped parcels.Not only once but thrice the cart delivered its load to the bride.Amid confetti and excitement the gifts were opened and admired by all, after which the bride expressed her appreciation in her pleasant manner.Games
