God, Who art the author of peace and lover of concord, defend as Thy humble servants in all assaults of our enemies.ANOTHER ROOSEVELT WARNING Strong indication that the United States administration plans immediate aclion to prevent strikes in defence and defence supply industries was contained in the Navy Day address by President Roosevelt to the people of the United States.Dealing inferentially with the strike which has closed, Mr.Roosevelt issued a definite challenge to John L.Lewis, the mine workers\u2019 leader, when he declared: \u201cOur nation will and must speak from every assembly line.Yes, from every coal mine\u2014from the all-inclusive whole of our vast industrial machine \u2022\t.our output must be multiplied.\u201cIt cannot be hampered by the selfish obstruction of a small but dangerous minority of industrial managers who hold out for extra profits or \u2018Business as usual.\u2019 \u201cit cannot be hampered by the selfish obstruction of a small hut dangerous minority of labor leaders who are a menace- for labor as a whole knows that small minority is a menace to the true cause of labor itself, as well to the nation as a whole.\u2019\u2019 The warning of the President was well-timed, coming as it did when the United States coal industry was partially tied up by one of the most unreasonable slrikes ever called one to force a closed shop in the captive coal mines, those mines whose entire output is taken by the larger steel producing companies.This in turn has resulted in the curtailment of production of steel vitally required in the defence industry.Shortly after the address by the President, a motion was introduced into the United States Senate to make strikes in the defence industries acts of sabotage and judging from the present feeling in the country, R is likely that the measure will receive general approval.Another suggestion is that the closed shop he declared illegal with the result that the present unreasonable attitude on the pari of certain labor leaders may result in the defeat of the very objective they seek to obtain.In the realm of foreign affairs, the President was even more specific.His statement that \u201cThe shooting has started\u2019\u2019 should make it clear to Hitler that all aid to the Allies is apparently no longer to be qualified by the phrase \u201cshort of war.\" Roose-velt\u2019s logical position must further be related to his now famous statement \u201cConvoys mean shooting and shooting means war.\" If \u201cShooting means war\" and \u201cThe shooting has started\" then war has started os far as the United States is concerned.That, however, is the cold logic, of a more complicated situation.Important in President Roosevelt\u2019s address was his direct call for legislation to permit American ships to enter belligerent ports and the Senate is now debating a measure repealing the chief provisions of the Neutrality Act and it is expected that Congress will act soon to re-establish freedom of the seas for American ships, so they may go to belligerent ports, under the escort of the United States navy, if necessary.London is obviously elated by the speech and President Roosevelt\u2019s fresh pledge must have had a pleasant sound to all Britons.His statement, \u201cVery \u2022\t\u2019\t* j simply and very blunty\u2014we are pledged to pull our own oar in the destruction of Hitlerism\u201d must have been as gratifying to London as it was disturbing to Berlin.1 lie disclosure by Mr.Roosevelt of Nazi plans to wipe out religions will not surprise those familiar with the history of the Nazi attitude toward all faiths and creeds.His revelation that the United States ¦Government has obtained a \u201csecret map\" revealing Nazi plans to carve Central and South America into five vassal stales will have profound repercussions as there is little doubt that Mr.Roosevelt will not keep the information secret from Latin-America and will acquaint these countries in detail with the fate preserved for them should Hitler prevail.Finally, the President\u2019s firm address, coining at a moment when Russia reports a deteriorating morale in the German armies on the Eastern front, and bad weather has bogged them down, perhaps will increase their doubt as to whether the war in the East can be concluded \"according to German plans\u201d as claimed in Berlin.THE JAPANESE FOOD SITUATION So great has the food problem of Japan become that the nation is turning a large part of its silk-producing mulberry orchards into grain fields and drastically cutting production of rice wine, tobacco and tea.To help grapple with the fuel problem, Japan is calling upon her fisheries to replace powered-craft with sailing ships.The Minister whose job it is to see that 75,000,-000 Japanese get enough to eat, Hiroyasu Ino, Minister of Agriculture, Las outlined the problem in the semi-official magazine Shuho.The Government is trying, according to Ino, not only to ensure adequate day-to-day supplies but also to build up big surpluses near the larger cities as a precaution against traffic breakdowns and other problems created by air raids and other emergencies.Ino said there were shortages in various essential foods due partly to the great drought of 1939 in Western Japan and subnormal crops in 1940 and 1941, and partly to the dislocation of Japanese foreign trade arising from the freezing restrictions imposed by the United Stales, the British Empire and the Netherlands East Indies.The Government Las announced subsidies of about twenty dollars an acre for the conversion of mulberry acreage and similar bounties for tea, tobacco and peppermint fields.The plowing up of mulberry orchards means an epochal change in Japanese agricultural life.For decades the mulberry trees, whose leaves are fed lo silkworms, were the basis of Japan\u2019s most important foreign trade industry.Twenty years ago raw silk exports, nearly all lo the United Slates, amounted to nearly $250,000,000, more than one million persons depended on silk crops and some two million acres were in mulberries.Silk exports to the United States have fallen off heavily in the past ten years and since the reciprocal freezing of assets, Japanese raw silk exports have virtually disappeared.Ino disclosed that the 1941 rice crop is about 3.5 per cent below normal and barley, wheat and other grains some seven per cent.Hitherto Japan has been using about 11,000,000 bushels of rice a year for making sake, the national alcoholic drink, but this is to be cut nearly twenty-five per cent the Minister said.Japanese fisheries\u2014employing some 1,500,000 persons and 300,000 boats\u2014produce an important portion of the national food supply and to increase their risking embarrassing either employers or employees.In fact, it has instituted a tax on wages which no worker escapes, except those who earn less than the minimum fixed by law.This tax bit given to
