[" CENT UAL PUL IL L STA.COMP.Sherbrooke Record Established 1897.SHERBROOKE, QUE., THURSDAY, JANUARY 10, 1924.Twenty-seventh Yeaf/ PROVINCIAL, TREASURER PRESENTED BUDGET Move Against Mexican Rebels-Storms Cause Damage Foreign Affairs Reference Being Much Discussed Many Are Skeptical of the Value of Statement Made by Ramsay Macdonald on Account of Present State of Continent and in View of Fruitless Efforts of Other Statesmen to Smooth Out Path to Lasting Peace-\u2014Labor Leader\u2019s References to League of Nations Are Also Being Widely Commented on in Diplomatic and Public Circles\u2014Daily Telegraph Stresses Mr.Macdonald\u2019s \u201cCurious Omission\u201d of Any Reference to the United States.(AssociEted Press I>'-spateh) LONDON, January 10\u2014Kamsay Macdonald\u2019s reference to foreign affairs in his Albert Hall speech are being widely discussed, especially his expression of labor\u2019s desire to stamp out the embers of war in Europe with \u201ca broad foot and a big heel.\u201d Many are skeptical of the value of such words in the present state of the continent and in view of the fruitless efforts of other statesmen to smooth out the path to a lasting peace.Also, the Labor leader\u2019s references to the League of Nations, are being widely commented on in diplomatic snd public circles.The diplomatic correspondent of the Daily Telegraph today stresses Mr.Macdonald\u2019s \u201ccurious omission\u201d of any reference to the United States, »nd assumes that \u201cLabor\u2019s experts on foreign affairs have given due weight to the important consideration that the summoning of league intervention means the exclusion of co-operation of the United States in solving the problems of Europe in the present circumstances.The writer \u2022.ontinues: \u201cThe question of the world court will be a delicate one.Here Labor would have to devise means to reconcile its devotion to the League with America\u2019s decision not to join the court officially unless the court is entirely disassociated from the League, but I am tol-d that Labor\u2019s devotion to the League does not imply wholesale approval of its present machinery and methods.\t, \u201cLabor is not satisfied with the present constitution of the League Council, which it regards as oligarchical and ultra diplomatic.To demo-çratize the Council, while strengthening the autonomy of both the court and the assembly, may be the keynote of Labor\u2019s attitude towards the League.Such structural changes, however, will require time, as also will the admission of Russia and Germany unless a special extraordinary meeting of the assembly is contemplated.\u201d PREPARED TO GIVE LABOR GOVERNMENT FREE HAND (Associated Press Despatch.)
