LONDON, February 13.\u2014The general good-will hitherto extended to the Labor Government by the London press is not withdrawn as a result of Premier Macdonald\u2019s statement of policy in the House of Commons yesterday, but his declaration naturally does not entirely escape adverse criticism.Remembering, however, that the papers, with one exception are not avowed supporters of the new ministry, it cannot be said that this criticism is severe.The comment that the Premier dealt in platitudes and said much that the leader of any party might have said, is fairly general, and there is some sharp dissent with his attitude toward the action of the new Health Minister, John Wheatley, in giving the Poplar guardians a rather free hand in the distribution of relief to the unemployed, thus reversing '.he policy pursued by his predecessor.Otherwise, the editorials are mostly indulgent.The Times commends the Premier\u2019s programme as comprehensive and well arranged, but remarks that problems are not to be solved by merely stating them.The paper thinks the most important feature of his forecast is the committee to consider the National debt and related issues.It says the composition of this committee will be awaited with critical interest because of \u201cthe risk that the committee may be overladen with -onvinced adherents of socialist finance.\u201d CLAIM RANK AND FILE OF LABORITES DISAPPOINTED The Daily Telegraph complains'*\t\u2014\u2014 -\u2014-\u2014 chat there was \u201ca touch of arrogance not altogether pleasing,\u201d In his reference to the foreign policy, but otherwise sees hardly anything in the statement which might not have figured in a programme speech by Stanley Baldwin or Mr.Asquith.The Morning Post says the measures forecast by the Premier \u201csuggest that the Socialists are filching their policy from the older parties,\u201d and adds: \u201cIn these circumstances, the alarming redness of the Socialist dawn is becoming a rather drab day.\u201d The Westminster Gazette congratulates Mr.Macdonald on a programme which \u201cis thoroughly in line with the Liberal policy, and can excite little serious opposition in any quarter of the Commons,\u201d
