E.W.Beatty, K.C., President of C.P.R.\u2014Immigration and Economy Should Be First Considerations of National Policy.^\t« i HERE is no place in Canada for the wailings of the alarmist or I the ravings of the pessimist,\u201d said E.W.Beatty, K.C., Presi-dent of the Canadian Pacific Railway, speaking last evening at Die thirty-fifth annual banquet of the Sherbrooke Board of Trade.\u2018\u2018But do not understand me to mean that this precludes the desirability of thoughtful consideration to improve existing conditions and so order our national policy that the undoubted future of the country may be realized as speedily as possible.And if you ask me what is wrong with Canada, 1 would answer: absolutely nothing, except, perhaps, some of the people in it.\u201d TOUCHED ON NATIONAL PROBLEMS BEFORE CANADA Mr.Beatty, in the course of his address, touched upon the national problems before Canada at the present day, and set forth his arguments to show that the remed yfor most of the ills was immigration, pointing out that Canada could unquestionably support many times the nine millions of people which make up her population at present, and that many more than nine millions were required to support Canada.\u201cIf the population were double what it is,\u201d he said, \u201cmany problems would naturally solve themselves.\u201d \u201cEconomy must also be enforced.\u201d Mr.Beatty said that the principles by which the Government should be guided in any lai-ge expenditure are those which would guide any sound business man or corporation.The principles upon which these expenditures should be regulated he set forth as follows: Are they necessary for public safety?Will they be productive of more revenue?Are they necessary from the standpoint of public convenience?Are they expenditures which are within the limits of your resources and, therefore, such that even a prudent man would make ?DOLLAR WASTED IS NOT EASILY REPLACED I have tried to indicate that I am not a pessimist,\u201d said the speaker, \u201c \u2018Intelligent optimists\u2019 are wjiat we would all be fortunate in being.He is a man of great faith, combined with prudence.He is far removed from the attractive but unthinking gentleman who induces in us a spirit of complacency not consistent with initiative or effort; who says there is no occasion to think, much less worry; that all we have to do is to leave it to Providence or the Government.This man has been the cause of the waste and extravagance for which you and I are discharging.He is the man who has aided by his advocacy of ill-considered policies, the expenditure of a great deal of money which it would have been wisdom to save, and he is the man who is still amongst us with that infectious optimism which is unaccompanied by business experience and sound judgment f would like him to gracefully retire, for a short time at least, from the stage, and leave it to the cooler, saner, but equally confident Scenes in Almost Pitch Darkness of Tunnel.LONDON April 26.\u2014Two persons were killed and between thirty and forty injured in a train smash just outside the Euston Station this morning.One of the many., specials from Northern England, bringing football fans to the association cup final at the Wembley stadium between the Aston Villa and Newcastle teams was standing in the mouth of the tunnel when an electric train from Watford bearing early city workers crashed into it at thirty miles an hour.Terrible scenes following for an hour afterward in the almost pitch darkness of the tunnel.The table was occupied by Messrs.F.N.McCrea, M.R., E.W.Tobin, M.P., Grant Hall, Ilis Wor-> ship Mayor Brault, A.M.Sangster, Justice C.D.White, Hon.E.L.Adams, United States Consul, J.II.Walsh, W.A.Hale, James Mackin-non, E.W.Harwell, D.J.Steele, A.E.Bernard, Frank Thompson and J.K, Edwards.The banquet was one of the most successful functions of its kind held in Sherbroke.The chairman, Mr.Fuller, in his brief opening remarks, spoke of the importance of the Board of Trade to Sherbrooke.\u201cSherbrooke has forty-four industries,\u201d he said.\u201cTwelve of those in-Uusines were brought in through the influence of our friends to the south of us.Sherbrooke employs in these industries normally 4,600 workers.Of these employees there are 2,400 normally employed by the twelve industries brought m as American branches.Therefore, the importance of trade to the City of Sherbrooke is paramount.It is an industrial ten ti e, for 4,600 people normally employed in industries means nearly 20,000 inhabitants.The last census] tLift'd the city\u2019s population as roughly 24,000 Therefore, the organisa-j tion which represents trade should be the organization uppermost in the life of every man here.There are certain problems always before a] Country which vitally dffect the welfare of industries and, therefore, the Welfare of every individual at this table.\u201d V,'.-\u2014- - ¦ ¦ | Suggests Division Point he Established Here.Following flic toasf to Ilis Majesly the King, a toast to the President of the tinted States was proposed and was responded to by Mr.E.L.Adams, United States Consul.Mayor william Brault welcomed the distinguished guests to Sherbrooke and sPoke of the great industrial advantages possessed by the city.He took advantage of the presence of the president and vice-president of the Canadian Pacific Railway to suggest that a division point, of the C.P.R.he established here.The same thing he said, applied to the Canadian National Railway.Mayor Brault spoke in .both French and English.Ah- » Reviewed History of Board I\tof 'Trade.\t| - The next speaker was Mr.Andrew Sangster, vice-president of the Board of Trade.Mr, Sangstcr\u2019s remarks were very interesting, comprising a history of the Board of Trade from its inauguration in 1889 to the present day.He divided his references to the hoard into three periods \u2014 From 1889 to 1908; from 1908 to the present time, and from the present day on into the future.He traced the commercial development of the city during the first period, the location of new industries.In 1908 there was a revival of interest in the hoard, which was elosley allied with further industrial expansion in the city \u201cThe future,\u201d ho.stated, \u201c is not bright, industrially, and organization is necessary so that individually and collectively we can take hold of any new industrial prospect that comes into view.\u201d Mr.Sangster pointed out the great advantage, geographical and economical, possessed by Sherbrooke, and outlined the programme for the future mapped out by the Hoard.One of the points he emphasized was the necessity of the construction of the new Ascot road, connecting Sherbrooke
