QUEBEC, July 13\u2014Two men are dead as a result of a fire which broke out in the Neptune Inn here at an early hour this mroning.The dead are R.Brown, a young Englishman, and Joseph Pickard, a retired lumberman.The, former was suffocated in his room and his dead body vas discovered by the firemen after the flames had been subdued.Pickard died in the hospital from the severe injuries he had sustained through jumping from a window.Though a number of other inmates were more or less in injured, none of them has been reported.Many people, both women and men, jumped from windows when all other means of escape had been cut off by the flames.The fire is said to have broken out in the room of Mr.Pickard, but from what cause no one seems to know.The first alarm was turned in about 4.45 this mornnig, and when the firemen arrived on the scene they found the famous old building enveloped in flames and with the whole neighborhood on the streets.The Neptune Inn was one of the oldest structures in the city.The interior was entirely utted but the stout old walls stood the fire test fairly well.The building was regarded as a historic landmark and was formerly the home of the re-rppearance of the measure and thus being prevented from going to the bedside of his wife, who was injured in an automobile accident near Angora yesterday.Decrees were read closing the Senate\u2019s session at.5.45 a.m.and the Chamber's at 6.15.The Communists protested noisily as Premier Painleve read the Chamber decree.The vexed points regarding deduction of income tax payments from the following year\u2019s income and relief of the smaller classes of traders from paying a business turnover tax were finally divorced from the bill, with the Government pledging itself to introduce measures dealing with them at an early date.As finally voted the budget shows estimated receipts of 33,150,000,060 francs and expenditures of 33,137,-000,000, giving a surplus of 13,000,-000.The Senate1* vote of adoption was 278 to 6, and in the Chamber there was merely a show of hands without debate.At about three a.m., while the Senate was awaiting the return of the budget from the Chamber, the additional appropriations for the Moroccan campaign already voted by the Lower House were introduced and after a brief discussion unanimously adopted.The Chamber, in the vote before the final one.by which the budget was sent back to the Senate, passed the budget only when Premier Pain-leye came to the aid of the Finance Minister and made the question of retaining his revenue features intact one of confidence.Defection of the Socialists in the Chamber on this vote came when M.Blum, their leader, moved an amendment seeking to re-instate an article, dropped by the Senate, exempting
