[" Sherbrooke Daily Record Eatablished 1897.SHERBROOKE, QUE., FRIDAY, NOVEMBER 13, 1925.Twenty-Ninth Yea* MISSING BRITISH SUBMARINE LOCATED TODAY Several Changes In Painleve\u2019s Latest Financial Bill Plan Armistice Day Celebration ForNextSunday Members of Local Regiments, Boy Scouts and Girl Guides Will Take Part in Programme\u2014Service Will Be Held at 53rd Armory at 3.30 O\u2019Clock Sunday Afternoon\u2014 Principal McGreer Will Be Chief Speaker\u2014Following Service, Gathering Will March to Strathcona Square, Where, as in Past Years, Flowers and wreaths in Memory of Those Who Fell in War Will Be Placed at Base of Cenotaph.MEDIUMS FAIL IN EFFORTS TO WIN REWARD ANDREWS RETURNS FROM MONGOLIA Dr.J.A.Gilbert, of Portland, Oregon, Will Continue His Offer of $500 for Proven Mes-« sage from His Dead Wife.FOLLOWING continued endeavors on the part of the local branch of the Imperial Order of the Daughters of the Empire and the Ministerial Association, an Armistice Day programme has at last been completed, and over five hundred copies are now at the Y.M.C.A., to be distributed amongst the crowd on Sunday afternoon next at the 53rd Armory.It Will be remembered that last week, at a meeting of the above mentioned organizations, it was planned to celebrate Armistice Day on the actual date, November 11th, and attempts were made accordingly.Numerous unforseen incidents arose, however, whereby it was deemed advisable to postpone the celebrations until next Sunday.Although the schools were to have a half holiday, other firms and Institutions, public and otherwise, were not going to formally recognize the day.When it became known that plans were made for Wednesday, Mrs.George Hume, Regent of the Municipal Chapter, I.O.D.E., received numerous requests from returned men, asking that the date be changed, so that they could take part, as they would be at work all day Wednesday! The matter was considered at some length, and the present date decided upoa, OFFICIAL PROGRAMME WAS ANNOUNCED THIS MORNING Commencing at half past three o'clock, the programme for the commemoration of Armistice Day will he held in the 53rd Armory, under the chairmanship of Col/ E.B.Worthington.As in past years, the opening number will be a hymn, the one chosen being \u201cFor All the Saints.\u2019\u2019 The Sherbrooke Regiment Band will play the accompaniments.This will be followed by a prayer by the Rev.Dr.G.E.Read, pastor of Plymouth United Church, after which Rev.W.S.Lennon, pastor of Trinity Unit-ed Church, will give a scripture reading, which will be followed by another hymn, \u2018\u2018Fight the Good Fight\u201d The principle speaker for the occasion will be Principal McGreer M.C., D.C.L.,\tD.D.of Bishop\u2019s University, who will address the gathering following the second hymn.After the address by Principal McGreer, the service will close with two verses each of \u201c0 Canada\u2019\u2019 and \u201cGod Save the King,\u201d The gathering will then leave the Armory, and, lead by the band, proceed to Strathcona Square, where as in past years, flowers and wreaths in memory of those who fell in the war will be placed at the base of the temporary cenotaph., while the hand plays \u201cOur God, Our Help in Ages Past,\u201d two verses of which will be sung by the gathering.(Associated Press Despatch 1 NEW YORK, Nov.13.\u2014Although professional and amateur mediums have failed in two tests to prove they have established communication with his dead wife, Dr.J.Allen Gilbert, of Portland, Ore., will continue his.offer of ?500 for a proven message.In all 290 physics were represented in the bundle of messages opened yesterday at the offices of the Scientific American, which is co-operating in the test.None of them, however, contained the secret countersign agreed upon between Dr.and Mrs.Gilbert before her death and kept under seal since, in an envelop triple sealed and then locked in a safety deposit vault.It was opened yesterday for the first time to compare the offerings of the mediums.The countersign which Dr.Gilbert and his wife had headquarters of both the Sherbrooke Regiment and the 35th Battery, requesting the men of these two units to meet at their respective armories prior to the parade, while an invitation has also been extended to the Carabiniers de Sherbrooke.Men of the Sherbrooke Regiment are asked to be at the Armory at two o'clock.As the Regiment has been detailed to furnish the guard of honor, the officers are in hopes that there will be a record attendance.Members of the 35th Battery are asked to meet at the.54th Armory this evening and Saturday for the issuance of uniforms for the parade.The officers commanding the local militia have invited all returned men to join the units for the occasion, whether they are in possession of uniforms or not.(Associated Press Despatch) *** MADRAS, BRITISH INDIA, date.(Associated Press Despatch) PARIS, Nov.13.\u2014The harassed French premier has tried once more to meet the financial tenets of his Socialist friends and this time it seems he has succeeded.Yesterday he rewrote his financial bill to meat the conditions of those without whose vote he cannot hold office.This represents something of a retreat from the position Painleve took two days ago, and probably represents the influence of Edouard Hcrriot, who is willing to almost pay any price to keep his Left Bloc together.How near Painleve\u2019s new effort will come to giving France a new tax law can only be guessed at, because, while logically he ought to get.his latest effort through the Chamber by ten or fifteen votes, it has generally been supposed the Senate would turn down any financial bill pleasing to the Socialists.Painleve\u2019s revised bill has one feature which is sure to bring a storm of criticism and resentment.Under his provisions, for the first time since the war, the treasury will fail to meet maturing domestic obligations, for it provides that French Government bonds falling due December 8 next will not be paid.There were ten billions of francs of these technically due, but under their terms holders who wished to be paid instead of renewing, had to file their bonds with their banks three months ahead of time.Slightly under three billions were filed.It had generally been taken for granted these would be paid, and Painleve\u2019s original bill presaged that, but his latest measure says the holders who expected to get cash on December 8 may subscribe for national defence bonds at three, six nine and twelve months, accept a similar government security running for one year, or receive a certificate which they may use in paying 1926 taxes, but they won\u2019t get cash.Certain to Bring a .Fight This departure from French policy is certain to bring a fight.Apart from that the basic differences between the first Painleve bill and the amended one lies in the fact that, instead of the state collecting an additional percentage of business earnings, collected in the same way as the corporation income tax, the state would receive a mortgage covering in one lump the same amounts the state would have received over fourteen years.Instead of these mortgages being permanent, as the Socialists at first demanded, they revert at the end of fourteen years.Under the amended bill real estate, improved and unimproved, is assessed one and one-half times its revenue for 1926.This can be paid in a lump sum, and the obligation settled, or if not paid in a lump sum the owner must give an estate mortgage covering the amount to be paid off in fourteen years or less; with discounts for anticipated payment.All corporations must hand over a mortgage covering fifteen per cent of their total assets, to serve as security for the payment over fourteen years of fifteen per cent of their earnings.At the end of fourteen years the mortgages arc to be turned back to the corporation.All French Government securities are taxed, with the exception of bonds of less than one year, which means national defence bonds and Government securities sold abroad.Head-Tax Has Disappeared The head-tax in the original Painleve hill has disappeared.\u2022Sums to be collected under the new bill will be paid into a sinking fund for retirement of that part of the French floating debt believed to constitute a peril to the French treasury.Authors of the bill calculate that in fourteen years about sixty-five billion francs of the floating debt will be retired.There are many other details, but these outline the measure.The finance commission, after filing Pain-leve\u2019s amended bill and an explanation by the Premier, indicated the troubles were not yet over, for Louis I.oucheur, of the Left majority, brought forward basic amendments, I the most important of which was a ! proposal that the whole Government debt be converted into a new form of security at a low interest rate.He also brought to life again the abandoned Socialist demand that the state be given participating shares in industry.The purpose of Lou-chcur\u2019s manoeuvre is not fully understood, hut from the fact that he wishes to ho finance minister and cannot he so long as Painleve is, one may guess at his motive.Loucheur\u2019s proposals were referred to the Government, which will give its opinion on them tomorrow.Debate Will Start Next Monday It is believed the finance debate will begin in the Chamber Monday.[A great many deputies, especially *£»*j* .y
