Toronto Northwest) to endorse his resolution which suggests that Canada, through the Hritish Government, should take “immediate and drastic action t* enforce the boundary waterways treaty of 1909 and to collect damages from the United States for breaches of the treaty by the Chicago drainage canal,” and that the House will support the Canadian Government in any drastic action it takes to preserve the interests of Canada and to have the treaty enforced.Mr.Church declared that this treaty had been treated as a “scrap of paper” by the United States Government with the acquiescence of the Dominion Government.“Is Chicago more powerful than the United States Congress and Senate, and the British and Canadian parliaments?” asked Mr.Church.Apparently Canada had been maxing presentations to the wrong parties in this matter.Canada did not appear in the treaty at all.The treaty was made between the British Government and the Government of the United States. Therefore Canada should apply to thA British Government to see that the treaty was observed. The Chicago drainage canal had become a serious menace to Canada.Harbor and river works of the Dominion, power works of the Ontario Government and other undertakings were suffering as a result of the diversion of water. The lower lake levels, resulting from the diversion, had made BRACK IN to this wrongful diversion of water.“The time has come for a showdown, ho said. This country should have emphatically insisted before now on its rights under the treaty being respected.Any argument which might he advanced in support of Chicago’s actiop was groundless.“I am ;;lad to see that a change of opinion has taken place in the matter in the United States,” said Mr.Church.Secretary Hoover had only recently stated that a “clear breach of the treaty had taken place.” Why had not action boon taken in this case through the International Joint treaty as a scrap of paper “until doomsday.” “Has a claim for damages under this treaty over been presented?questioned Mr.Church.It was time for effective action on the part of the Dominion.Mr.Church said that light and power plants ami industry generally were adversely affected in the whole Niagara peninsula. He had received requests from municipalities in that district asking him to urge in the Ho use of Commons the necessity for doing something in the matter before another season of navigation.Without further delay, said Mr.Bristol, the Government should present a claim for damages, through the British ambassador at Washington. This claim should he accompanied with a polite request that Chicago, in future, comply with the terms of the treaty. It was recognized by leading authorities in the United States that Chicago was wrong in her course of action.Vigorous Action Being Taken.Hon.Charles Stewart, Minister (Continued on page 11) E.Basaillon and Ludger Brien
