acclamation. The board felt that they could not release them from office. The Greater Sherbrooke Movement had been fairly launched. The energetic work of the two chief officers during the first year had been such that in the interests of the forward movement the members insisted upon the re-election of these officers.Thirteen members of the Council of MB.E.WINN' PARWEfJ,.re-elected President’ Sherbrooke Board of Trade.sident supplemented the report by remarks relative to the work the Board had done and the work before it.Industrial expansion was not the only goal of the Board of Trade. The Board must work for an improved city as well as a greater city.New industries would bring large numbers of people to Sherbrooke.City expansion must be directed along proper lines.Following the ' Sherbrooke Board of Trade.Gentlemen We beg to submit herewith for your information, financial statement for the year ending December 2lst, 1911.We think we may justly congratulate ourselves upon the satisfactory financial showing. The total cash receipts for the year, as you will note, have been $5,407.56, while the total, expenditure has been $5,180.54, thus leaving a surplus to carry forward of $227.02.All liablities have been paid, and we start the new year free of all indebtedness. This satisfactory showing is due largely to the patriotic members who adorn our honor list, with their generous subscriptions, outside their membership dues, of $25 each, and you will note that we collected from this source $1,060.00.In addition, the City Council, recognizing the value of advertising our city, voted us the sum of $2,000.00, and we trust the citizens all realize the value derived, and that their roprescula-tives, the Aldermen, will grant at least the same amount for the current year’s workings.Since the last annual meeting, the Board has sustained the serions loss through death, of two highly esteemed ami valued members, namely, the late Col.A.N.Worthington, and Mr.W.J.May.'I'he untimely loss of these two valued citizens is deeply deplored by all. From the report of the Membership Committee, which will be submitted in detail, you will learn that we have 216 members on the roll at the present time. The work of the past year will be fully reviewed at this meeting by the Chairmen of the various Committees, and by your Secretary, who will submit detailed information. We think we are safe in saying that we feel fully justified in relying, during the current year, upon the wholehearted.enthusiastic, and active support of each and every member of this Board, for a renewal of the progressive and aggressive policy which was inaugurated last year.It is intended to follow up the work with renewed activity, and we trust, before the end of the.year, to he able to report a material advance upon all of the avenues leading to that success at which we are aiming. We trust that the very important MR.J.E.POUTRE, re-elected Vice- step which n,:.s been taken into the public schools of the province would assuredly be a popular and progressive educational move, and that school commissioners realize this is evidenced by the resolution passed at a recent meeting of the Hampden School Commissioners. This resolution the Commissioners decided to send to Sir Lomer Gouin. If school commissioners have earnest desires to benefit education in this province, they have only to exercise their united powers eo accomplish whatever they will.An isolated resolution would be ignored at Quebec. But resolutions from the majority of school commissioners would result in legislation.School commissioners act independently, and each individual body has little influence. But if business methods were adopted, and intercommunication between the commissioners of towns or municipalities established, these organizations would not have to do much talking to get their desired reforms. And writing of educational matters brings one up against the greatest problem of all, the qualification of the teacher.Seven thousand two hundred and ninety teachers are employed in Quebec province, and only 1,116 have diplomas.Probably a considerable number of the teachers without diplomas are qualified to teach, but how many the public does not know, and the "unknown quantity” may well cause uneasiness to educators.Of what use are free books, if text books are in the hands of ignorant instructors ?Local examination centres are an expedient of the past which should be adopted again in the interests of present day reform.’Tis a pity that some public man of Board of Trade.Gentlemen :— Special attention has of course been given during the past year to the securing of new industries.Visits have been made to manufacturers in Quebec.Bracebridge, Ont., Toledo, Ohio, Tiffin, Ohio, Decatur, 111., Cincinnati, Ohio, Columbus, Ohio, Cleveland, Ohio, Rochester, N.Y., and Troy, N.Y.The industries visited in many cases have not as yet decided definitely on a location and are still retained on our files as good “prospects.” Representatives of some twelve to fifteen prospective manufacturers have been shown our city, and hundreds of letters written on this subject. We are at the present time in correspondence with a large number of firms.Within the past week we have been visited by the representative of a large paper machinery manufacturer.Other interesting information has been received in this connection, which will be reported by the Chairman of our Industrial Committee. With your permission, I will let the reports of the year cover my other activities.Ab I have attended practically all Council and Committee meetings, some 75 in number, I feel it would he only lost time for me to now go over tins wors in advance of the Chairmen.I believe we are making a mistake in looking upon our industrial work as the most important thing we have under consideration, and 1 want to refer for a moment to some of the remarks made by our President in regard to other phases of Civic Development. This matter was brought very forcibly to my attention during my trip through Centrai Ohio, and my visit to the Convention of the American Association of Commercial Executives at Louisville. At the Convention the average Secretary emphasized the desirability of his city as a place in Which to live, by mentioning their paved streets, good sidewalks, pleasant parks, cheap rents, etc.For instance : the Industrial Commissioner of Ottawa made the statement : “There is not a tenement house in the city of Ottawa. Then, too, in interviewing the large manufacturers, many of them put aside the question of railroad rates, sites, etc., and asked : “Are your streets paved ?Are they laid out nice and wide ?What arrangements are made to permit the workingman to own his own home ?Are there such amusements in your city as will help us hold our workmen ?How many .parks and playgrounds have you ?” We have much work to do in Sherbrooke along these lines. We have recently voted on three bylaws which will mean some 350 new employees in our city during the coming year. The question of housing these new families is one which we are soon to be called upon to face. The manner in which it is handled j will affect in a large measure the securing of other industries.I Another thing which I believe is ; very essential, is the advisability of i investing in Sherbrooke enterprises, i We have, during the past year, run ; across two or three good proposi-1 tiens that could have been secured by ; furnishing a little local capital. In , one case, a large well established 'American firm wanted a certain portion of stock subscribed in the town in which they decided to locate.Would it not be a good idea to form a committee of men who would he interested in such matters, and turn these propositions over to them ?I want to take this opportunity to thank the members of the Board and Council, and particularly the Chairmen of the Committees, for the cordial manner in which they have responded to every call during the past year.Without their assistance and ¦ | — .-agg-a—aa,, , , hm—f mm the hearty support received from our President and Vice-President, this would have been a dreary task indeed.A great deal of help has also been rendered by the local press, and I want to express 1 y appreciation to the management 01 our daily papers for their co-operation.Respectfully submitted, CHAS, E.BRADFORD, Secretary-Treasurer.Wh at does 35% duty add to the value.of a Car?99 UTOMOBILE buyers are so used to
