[" Sherbrooke Record.Established 1897 SHERBROOKE, ÇUE., TUESDAY FEBRUARY 20,\t1912.ONE OINT OPENING SESSION OF NEWLY ORGANIZED Retiring Mayor Cate In Valedictory Address Advises Adoption ol Commission Government\u2014Mayor Hebert Took Oath of Office and Delivered Inaugural Address\u2014Committees for 1912 Were Appointed-Vote of Thanks Tendered Retiring Mayor-Routine Business.Last night\u2019s meeting of the Lity Council, at which Mayor F.H.Hebert took the oath of office and Aldermen Wm.Brault, K.A.Ewing and Dolor Rousseau were svorn in, pass-led off quietly and with tLs test feeling prevailing.The meeting was called ti.order by retiring Mayor Cate, the following Aldermen being present: McManamy, Simoneau, White, Ledoux Rousseau, Ewing, Brault, L.H.Olivier, C.F.Olivier and Thompson.Retiring Iirayor Cate administered the oath of office to Mayor Hebert, HIS WORSHIP MAYOR F.H.BERT, who took oath of last night.HE- office after which he delivered his valedictory address, which appears below.Mayor Hebert then followed with his inaugural address, also published below.TRIBUTE TO RETIRING MAYOR.Aid.McManamy, the veteran member of the City Council, then rose in his place and moved a resolution of appreciation for the untir.-ng efforts Mr.Cate had put forth in the interests of the City.In all his thirty years experience in the City Council he had never been associated with a mau possessing greater ability in the handling of financial matters.Aid.McManamy then referred to the payment of a nominal salary to the Mayor.He firmly believed that such should be done, and it Was only through nonsensical sentimentality that the practice was dropped.He hoped that within a year arrangements would be maoo oy which the Mayor would be paid.The motion was seconded by Aid.C.F.Olivier, who concurred in the sentiments expressed by Aid.McManamy.The motion was then carried by a standing vote.MR.CATE\u20193 REPLY.! i replying Mr.Cate referred to the pleasure is had given him to have been able to do something In the interests of the City.Now that he had retired from the Mayor\u2019s chair and could not- be charged with selfish motives, he wished to say that he was strongly in favor of paying the Mayor a salary.When Mr.Cate had finished, Aid.McManamy rose again and addressing the citizens present, he said \u201cBon\u2019t say good bye but au revoir.We want Mr.Cate back again in this Council\", DOWN TO BUSINESS.After the formalities had been dispersed with, the new Council got down to work, and during the remainder of the evening, transacted a great deal of routine' business.The Cosmopolitan Clothing Company By-law was brought up, and after having been favorably reported on by the new Finance Committee, was declared passed.The Mayor and Secretary Treasurer were instructed to sign the deed and purchase the property in question from Mr.Craig.The By-law will be submitted to the rate payers on March 11th.ACKNOWLEDGING RECEIPT OF PETITIONS.I A petition was read from Mr.J.E.Locke, asking damages from the City for a fall he had sustained.The mutter was referred to the Road Committee and City Attorney.Mayor Hebert asked the secretary to acknowledge receipt of all petitions hereafter if it were not already being done, 1 INDUSTRIAL PROPOSITIONS-I No less than three applications were read from industries desiring to locate in Sherbrooke, and the Council showed excellent judgement in turnf ing them over to the Board of Trade for investigation.It showed the spirit of co-operation which exists l between the two bodies, a spirit I which cannot be but beneficial to the City.GRANT TO BOARD OF TRADE.A letter was received from the Board of Trade asking the City to repeat their grant of £2,
