BE CANCELLED ON ONE YEAR\u2019S NOTICE.Ottawa, April 10.\u2014In the presence of His Royal Highness the Duke of Connaught in the room, in the East Block of the Parliament Ruililing?.which has been the office of the Governor-General ior years, a reciprocity treaty between the delegar.es of Canada and the West Indies was signed at 2 o\u2019clock yesterday afternoon.Only one hitch occurred as the treaty was being finally agreed to, and.that was the absence of the traditional goose quill.It is customary to sign treaties with a goo^e quill, but none could be found, an armed policeman was sent throign the city but searched in vain, with the '\u2022\u2022 ui It that an ordinary steel pen was Ui-hI ly requisitioned to perform I he dec;1.\u2022t-I.R.H.the Governor-General made a happy speech to the representativ of the various colonies concerned after the ceremony of sign'rig had been conclud 'd.The treaty is made for a term of years and is revocable at the end of the period named on one year\u2019s notice.No details as to the treaty were made public other than that it includes exchanges of products on a wide and generous scale and is based on a preference to the products of each country.The agreement will have to be sent to the governments of the various colonies for approval and until then the general schedules will not be made public.It is expected that the agreement will go into effect by January 1, 1913, The agreement leaves both Canada and the West Indian islands at liberty to readjust their tariffs with respect to all other countries.Arrangements are made to take in Grenada, Bahamas, Bermuda, Jamaica and British Honduras later if tiiey wish.Canada, British West Indies and Great Britain by the terms of the treaty will co-operate to secure better cable and steamship connection.GREAT EXCITEMENT AT LENNOXVILLE.Heavy Vote on Question Option.of Loca MANY OF THE \u201cFAMOUS FIFTY-NINE\u2019\u2019 HAD VOTED AT NOON.The vote on local option is causing considerable excitement in Lennox-ville to-day.When the poll opened at 10 o\u2019clock this morning, both sides started right in, and all day long carried voters to tile poll.On the eve of the election the temperance party scattered a.dodger broadcast bearing the heading \u201cShall Sherbrooke Rule Lennoxi-v ille.\u201d\tIt contained the names of fifty-nine citizens of Sherbrooke who were co owners of a piece of property formerly owned by Mr.Wm.Jamieson Their names were recently added to the voters\u2019 list by the Council, and at noon to-day a large number of them had cast their votes.The names were those of citizens who are oppos ing local option.They ure referred to in the dodger as the \u201cFamous Fifty Nine.\u2019\u2019 EXCITEMENT INTENSE.Not even on Federal election day has greater excitement prevailed than prevails to-day.Both sides realize that the fight is close, and are putting forth every effort to bring out every available voter.The poll will close at five o\u2019clock, and the final results will L>e bulletined at the Record immediately after the poll closes.DAMAŒBV ROODS RUNS INTO MILÜ0NS.Another Levee Breaks and 2,000 Square Miles More are Inundated General Strike Expected Within the Next Few Months.THERE IS CONSIDERABLE HESITATION IN RESUMING WORK BY THE MEN.London, April 10.\u2014Although the Miners\u2019 Federation has ordered the strike off, peace is very far from being restored.The recommendation to work was moved by Robert Smillie and voted for by Victor Hartshorn, both of whom had led the extremists, an the ground that only in this way could a split be avoided.Mr.Hartshorn is threatening a general strike within the i^ext few.months.Other leaders declare that the disagreement in the ranks will prevent a new strike for years.In spite of the decision of the Federation there is considerable hesitation in resuming wort, and the feeling of unrest is as great as ever.MAY BE NO BISLKY TEAM.Ottawa, April 10.\u2014Whether a Canadian team will be sent to Bisley this year is not definitely determined yet.The dispute has been with regard to the Sutherland sight on the Ross rifle.The National Rifle Association had a sight made by the Birmingham Small Arms Company which they agreed to accept.This sight has been submitted to the Dominion Rifle Association, which has referred it to the minister.No decision has yet been of reinforced dykes guarding the delta country\u2019s rich shores and numerous villages from the stress of the Mississippi flood held strong last night.The day's hetirciest strife came at Miller\u2019s Bend, a few miles above Greenville, wnere the yellow tide topped the crown of the levee several times Hundreds o£ men were fighting the flood in the reaches above Greenville last York, April 10.\u2014Ballots whiHi the locomotive engineers of fifty railroads east of Chicago and north of the Potomac river have cast on the question of a strike, arrived in New York last night by the thousands.The result of the vote will probably be made known on Thursday.The vote has been taken because the managers of the railroads have refused the demands of the engineers for an increase in wages.The ballots were circulated about a week ago to various brotherhoods of locomotive engineers in the affected territory and they were brought back last night to New York in charge of the chairmen of the various brotherhoods.\u201cIt is a secret ballot, i I do not know even how my own men voted,\u201d was a typical answer which the chairmen made when asked as to the probable result of the
