with 5 millions of rubles; he is a native of St.Petersburg, a widower 48 years old, with an only daughter that he left in Spain on escaping from that country.\"On being arrested, two of Manas-seina\u2019s or Elexis Ivanovitch portmanteaus were seized but although strictly searched nothing but personal effects were found in them, in spite of which, the Russian A mbassador declares that prisoner ought to have several million rubles somewhere.\"The Russian and Spanish Ambassadors conferred yesterday evening as to whether the prisoner should be conveyed to Spain or to Russia, and after an interview with the Home Secretary, and in accordance with the extradition treaty of England, Russia and Spain, it was agreed that the prisoner should be conveyed to Spain to stand his trial began to request of the Federal Government some recognition of the \u201cconquering heroes.\u201d And the Government finally granted with due ceremony the sum of one hundred dollars to each of the Feniab Raid Veterans.So xve find that in the year 1912 that history somewhat repeats itself.For mythical heroes of the twentieth century, coming from no one knows whence, are claiming that hundred dollar grant.The Canadian Government may yet conclude that an individual bribe to every Fenian invader would have been cheaper than to pay their own \u201cbraves\u201d for expelling the Irishmen from the country.Politics \u201cOn de State\u201d \u201cA house divided against itself cannot stand,\u201d so what'will happen to the Republican party in convention to choose a presidential candidate is largely a matter for conjecture.Roosevelt and Taft may prove their own undoing, and the convention decide to shelve both and decide on an othet candidate of less personal and belligerent politics.La Follette is mentioned as a possibility.Taft is said to have carried thirteen Republican States to Roosevelt's eight.If Taft is superstitious he will make it fourteen\u2014or twelve.Thirteen is an unlucky number, particularly with an African hunter and Rough Rider on the other side.Taking all the presidential candid ates together they make a questionable showing, and no one of them sta.nds out as eminently fit.Even the Democrats are not putting up men of Î extraordinary mental calibre.In the political game in the States the machine is predominant, and at this particular time there seems no man big enough to overshadow the machine.So the contest is not one of principles hut of party politics, and, in the Taft and, Roosevelt division, personal preference.ONLOi )KER The British Investigation The British investigation into the Titanic disaster is taking up the question of the safety of third class passengers with more interest than the American Senate Committee.Exactly what happened in the steerage and quarters for the crew, and what of forts were made to save the lives of the steerage is not quite clear.One point that was not brought out in the American investigation was the injury hy fire to the bulkhead shortly after leaving England.Stories of those on the upper decks are numerous, but what actually happened below deck remains very obscure.What the explosion was that has been referred to by the survivors has not been definitely explained and as entire families were lost in the steerage evidently many unfortunates did not have a chance to save themselves.One mathematician has figured out lhat the opportunity of being saved is so much greater percentage in the first class cabin that travellers should consider the extra expense as insurance against accident.Y\u2019et thousands of travellers cannot aflord such cx tra expense, and there will continue to be second and third class passengers.Their safety is of as real importance, if not more, than
